About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 140FS226Q0205, a Rock Landscape Restoration project for the La Crosse District of the Upper Mississippi River National Wildlife and Fish Refuge.

The project involves restoring a rock landscape bed (approximately 1,800 square feet) adjacent to the Visitor Center and Office by retaining existing rock and supplementing with Winona River Rock to achieve a minimum 3-inch depth, smoothing the subgrade surface to establish a uniform 4% slope away from the building foundation, and replacing damaged aluminum edging with Permaloc 1/4" x 4" aluminum edging or approved equivalent. Contractors must perform a site visit to assess the existing rock and edging quantities, as the Government has not determined specific tonnage or linear footage amounts for replacement materials. The existing material consists primarily of small landscape/river rock. For fill material needed to achieve proper grading, contractors must source vendors within a couple miles, as the Government will not provide fill. The Government may designate staging and storage areas on pavement or concrete surfaces, and contractors must use low-impact equipment to avoid damaging adjacent sod. Material submittals for the 5-ounce permeable weed barrier fabric and Permaloc aluminum edging require post-award approval from the District Manager rather than pre-award submission with the quote.

Upper Mississippi River National Wildlife and Fish Refuge

1. Replacement Stone Baseline & Sourcing Quantity: The SOW specifies that existing rock shall be retained for re-use and supplemented with Winona River Rock to achieve a minimum 3-inch depth. To ensure a consistent baseline for pricing across all offerors, does the Government have an estimated tonnage or percentage allowance for new Winona River Rock required, or should offerors price replacement stone based on a specific estimated shortfall?

No. There is not a determined amount. The government would like all of the rock and edging to be reusable and only purchase necessary quantities of rock or edging to complete the requirement.

2. Edging Linear Footage & Replacement Allowance: The SOW notes that aluminum edging shall be re-used where possible, with damaged sections replaced using Permaloc 1/4" x 4" aluminum edging (or approved equivalent). Could the Government provide the total estimated linear feet of the bed perimeter (~1,800 sq. ft. area) and an estimated percentage/linear footage allowance for new edging replacement?

The government does not have a measurement of the edging. The quantity of new rock and new edging should only be enough to shore up the existing material. Please perform a site visit to assess the site for amount of rock and edging.

3. Subgrade Soil & Slope Adjustment Requirements: The SOW requires smoothing the subgrade surface and establishing a uniform 4% slope away from the building foundation.

If additional soil or fill material is needed to achieve the required 4% grade, will clean fill be provided on-site by the Government, or must the contractor import fill material?

Additionally, if soil excavation is necessary to achieve the proper slope, is on-site disposal permitted, or must excess soil be hauled off-site?

The government will not provide soil or fill, however there are vendors for fill within a couple miles.

4. Site Access, Staging, and Heavy Equipment Restrictions: Are there designated equipment staging, material storage, and dumpster placement areas adjacent to the Visitor Center and Office? Furthermore, are there any specific load or weight restrictions on concrete sidewalks or paved pathways surrounding the facility that would restrict light machinery or heavy transport?

The government may designate an area on the pavement or concrete surface for staging materials, placing a dumpster, and related activities. The contractor will be

Upper Mississippi River National Wildlife and Fish Refuge responsible for damage to the sod adjacent to the rock landscaping so use of low impact equipment may be necessary.

5. Material Submittal and Approval Timeline: The SOW indicates that product specifications/samples for the 5 oz. permeable weed barrier fabric and Permaloc aluminum edging must be submitted to the District Manager for approval. Is product submittal approval required with the initial quote submission, or will this occur post-award during a pre-construction submittal review?

Approvals for materials will be post-award

6. What is the approximate size or diameter range of the existing rock?

The material is primarily small landscape/river rock.

7. If available, are there any photographs of the existing rock landscaping?

See attached photos.
