About this file

This is a Statement of Work (SOW) for an annual service and maintenance agreement covering imaging and microscopy systems operated by the National Center for Advancing Translational Sciences (NCATS) Division of Pre-Clinical Innovation (DPI).

The contract covers service and preventative maintenance for Revvity Operetta CLS imaging systems, Opera Phenix confocal microscope systems, and supporting equipment including one Flex 750 plate handler and one Robot Fixed Cell integrated arm. Specifically, the equipment includes: one Flex 750 Plate Handler (Serial number PHF-030); three Opera Phenix units (Serial numbers 1400L4042, 1400L18179, 1400L18183); three Opera Phenix Plus units (Serial numbers 2400L20045, 2400L21112, 2400L23250); two Operetta CLS systems (Serial numbers 1600L16048, 1600L16049); and one Robot Fixed Cell for Phenix/CLS (Serial number PHF-050). The period of performance is one year, estimated to run from September 24, 2026 through September 23, 2027, commencing upon award.

The scope of work requires the contractor to provide one preventative maintenance visit per instrument annually, including inspection, cleaning, calibration, alignment, and performance verification per OEM specifications. The contractor must provide unlimited corrective maintenance repairs using OEM-trained and certified service engineers and genuine OEM parts only. Response to service requests must occur within one business day with on-site service initiated within two business days. All non-consumable replacement parts are included at no additional cost, along with software patches, firmware updates, system upgrades, and remote technical support during normal business hours. Service reports detailing work performed, parts replaced, and system status verification must be submitted within five business days of completion to Kelli Wilson (kelli.wilson@nih.gov). The contractor must be the Original Equipment Manufacturer or an OEM-authorized service provider with factory-trained, certified service engineers and access to proprietary diagnostic tools and technical documentation.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Annual service and maintenance agreement for Revvity Operetta CLS imaging systems, Opera Phenix confocal microscope systems, and the equipment that support them (Flex 750 plate handler and robot fixed cell integrated arm).

Statement of Need and Purpose:

An annual service/maintenance agreement is needed for preventive maintenance visits, adjustments and service calls associated with our Revvity Operetta CLS imaging systems, Opera Phenix confocal microscope systems, and the equipment that support them (Flex 750 plate handler and robot fixed cell integrated arm). The purpose is to avert any disruption in service which would result in significant downtime, loss of irreplaceable biological samples, compromised experimental results, and delays to mission-critical research efforts.

Background Information and Objective:

The NCATS Division of Pre-Clinical Innovation (DPI) relies on high-throughput, high-content imaging systems to support translational science initiatives across multiple branches and research programs. The Operetta CLS and Opera Phenix platforms are central to automated, microplate-based imaging and confocal analysis used in:

a. Phenotypic and high-content screening

b. Stem cell characterization and differentiation studies

c. Drug response profiling in complex cellular systems

d. Quantitative fluorescence and colorimetric analysis

These systems operate in tightly integrated workflows with robotic handling systems (Flex 750 and fixed cell robotics), supporting continuous, high-throughput experimental pipelines.

Due to the complexity, precision, and continuous utilization of these instruments, any downtime directly disrupts ongoing experiments, many of which involve biological samples cultivated over weeks or months. Instrument failure without immediate access to certified service would result in irretrievable data loss, wasted resources, and significant delays to federally funded research programs.

The objective is to ensure uninterrupted operation, manufacturer-compliant servicing, and rapid repair of these mission-critical imaging platforms. A manufacturer-backed service agreement is therefore essential to ensure uptime, maintain calibration integrity, and protect the validity and reproducibility of scientific results.

Period of Performance:

A one year period of performance to be initiated upon award. The estimated coverage period is 09/24/2026 through 09/23/2027.
