Qualification Requirements for Infrared Camera To Support a Qualified Vendor List / Multiple Awards

1.0 Introduction

This document defines the qualification requirements (QR) to support a Qualified Vendor List (QVL) / Multiple Awards for an infrared (IR) camera that will be utilized for Remote Video Surveillance Systems (RVSS). The requirements are defined as the system in which the IR camera will be utilized outside located on a structure at various heights. The required communication method in supporting the camera suite is defined below. The IR camera configuration is also defined in the following and the performance should meet or exceed that listed.

Also defined in the requirements are future configurations listed as preferred that will not be tested.

The testing conditions will consist of testbed (inside and/or outside) and field (outside) testing as defined below.

The FAALC software used to control the IR camera will operate under Pelco D protocol with commands defined in the ITS 6125DE (or DE2) manual.

2.0 Qualification Requirements

2.1 Camera Suite

1. ITS 6125DE (or DE2) controller

2. Visual day camera

3. QPT90 Moog Pan‐Tilt‐Unit (PTU)

2.2 Communication Method of Camera Suite (Required)

1. RS422 serial communication as defined in the ITS controller

2. Connected to the ITS controller for power, video, and camera control.

2.3 Communication Method (preferred options)

1. Internet protocol communication

2. Digital video link (encoded and transmitted via Ethernet)

2.4 Mounting and Operational Requirements

1. IR Camera must be able to mount onto a one half of a QPT90 PTU with a day camera case mounted on the other half. IR must mount directly on the QPT90 base with no additional brackets.

2. IR camera must connect the communication and video connectors of the ITS controller.

3. The IR camera must be able to operate providing quality images in temperatures between ‐30 to 60 degrees C

4. Non‐operational temperatures are to be capable of ‐40 to 70 degrees C.

2.5 IR Camera Configurations

1. 640 x 512 detector with 15 um pitch (other detectors are optional)

2. 1 year cooler (2 year preferred on camera and cooler)

3. 5x continuous zoom (> 5X zoom preferred)

4. Auto and manual focus control (motorized remote focus control)

5. Pelco D command (additional command protocols preferred)

6. Serial RS232 and RS422 for camera control (IP control preferred on some cameras)

7. Spectral range of 3‐5um

8. Power range of 11‐13 VDC, 35 Watt maximum (ITS will provide power at 12 VDC, larger power range is preferred)

9. NTSC, PAL Video standards (optional digital video capabilities preferred)

10. Weight limit not to exceed 20 lbs. and length not to exceed 25”

11. Communication and video cables are to extend from the back with the lens in the front

12. Cables are to be at least 12’ in length as the ends are connected to the ITS controller

13. Color of exterior should be on the lighter side opposed to darker to reduce enclosure heat conduction

14. Cables and outside camera housing are to be durable for operations in extreme weather conditions related to heat and cold temperatures, dirt, rain, ice or snow.

15. Environmental protection as defined in ingress protection #67 (IP67) for electronics.

16. Camera heater required as an optional accessory to remove frozen precipitation.

3.0 Testing Method

3.1 Testbed Testing Method

The Testbed is located at the Federal Aviation Administration Logistics Center (FAALC) in Oklahoma City. Testing may be performed inside or outside depending on weather. The approximate time required for testing is 7 consecutive days. The camera configuration testing will be performed with an ITS controller and will include the following:

• Plug and play operation with the ITS controller

• Serial communication of camera control using Pelco D commands

• Auto and manual focus control

• Quality of video received

• Continuous Zoom operators

• Cooler startup at 12 VDC

• Power consumed after cooler has started and video observed

• Mounting on one half of a QPT90 PTU platform (brackets allowed for testing)

3.2 Mounted Structural (Field) Testing Method

Field testing will be performed outside on either a tower or building. The FAALC will choose the location. Testing may take approximately 7 days at the location chosen by the FAALC. The FAALC may choose another location at their discretion. Field testing may take up to 30 days. Testing may include any weather condition. The camera configuration will be tested in the field utilizing a remote control with the ITS controller and will include the following:

• Plug and play operation with the ITS controller

• Serial communication of camera control using Pelco D commands

• Auto and manual focus control

• Quality of video received

• Continuous Zoom operators

• Cooler startup at 12 VDC

• Power consumed after cooler has started and video observed

• Mounting on one half of a QPT90 PTU platform (brackets allowed for testing)

4.0 Camera Repair Documentation

If selected for the QVL / Award, the vendor must provide camera repair documentation. The vendor must provide information for the replacement of the camera cooler or any other electronics built‐in to the camera. The documentation must include the procedure to update the software as provided by the manufacturer. Training for repair is a requirement either at the manufacturer site or defined by FAALC and must include adequate training for Government personnel to be able to repair assets independently. A bill of material must be provided with repair documentation.

NOTE: Camera repair documentation is not required during the testing of the QR, but must be readily available if selected for the QVL / Award.

5.0 Communication of Results

The test results will be communicated by the FAALC’s contracting office. Results will be communicated as either pass or fail based on the above requirements or for any other reason the FAALC deems as an unsafe condition relating to the operation with either the testbed or during field testing.
