STATEMENT OF WORK

REPLACEMENT OF REEL AND BOOM, BLDG 6085

TYNDALL AIR FORCE BASE

1.0 INTRODUCTION

The Fuels 6000 Area Tank Farm receives fuel in support of the flying mission at Tyndall Air Force Base. As a Marine Transport Facility, the area is regulated by both the Coast Guard and the Environmental Protection Agency. To comply with those regulations and to ensure that the Tyndall AFB can properly respond to a release of fuel during fuel receipt operations Tyndall has an Oil Pollution Boom and a Boom Reel. The work covered herein consists of replacing the existing Reel and Boom located at bldg. 6085 (see figure 1) and to transport the reel to Bldg. 6035, Recycling Center to be recycled as scrap metal. All work shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices.

1.1 BACKGROUND

The Boom and Reel located in building 6085 support the 6000 Area POL Storage and the POL Dock during unloading fuel from the barges. Building 6085 was damaged during Hurricane Michael. The Boom and Reel were exposed to the elements. The hydraulic system has been repaired several times but after 20 years of service it is coming to the end of its useful life. At the same time, corrosion has advanced to the point where the structural soundness of the equipment has come into question and are no longer usable and require replacement (see figure 2).

Fuels operations at a Marine Transport Facility are regulated by both the Coast Guard and the Environmental Protection Agency. Each facility must have ready access to enough containment material and equipment to contain any oil or hazardous material discharged on the water from operations at that facility.

1.2.2. Install a the new boom reel ( currently on site ), into building 6085. Secure the reel to the floor. Provide the parts to connect the boom reel to the hydraulic drive.

Operate the system and check for leaks or other defects. Make any repairs required to make the system operational. Load the boom (on site) onto the boom reel. Consult with the Site Manager on proper order of loading the boom sections. Once loaded with boom test the boom reel and hydraulic drive for proper operation, address any defects and submit the system for inspection.

1.2.3. Site Manager will test the system for proper operation prior to acceptance by the government as complete. This will include a deployment of the boom across Shoal Bayou and retrieval of the boom by the boom reel unassisted. After the this test the system will be checked for any physical defects and any found will be addressed by the contractor
