Statement of Work Underground Storage Tank
I. Background: The purpose of this SOW is to provide information needed by prospective bidders to understand the requirements for providing and installing a monitoring system for the 10,000-gallon underground storage tank (UST) for heating-fuel. Our current UST monitoring system no longer works and is manufacturer discontinued.
A. This SOW solicits for a new UST monitoring system capable of continuous underground monitoring and leak detection and complies with mandatory standards for Release Detection, and monitoring systems.
B. The UST system must meet monthly release detection requirements of 18 AAC 78.060(e), including performance standards of 18 AAC 78.060(a)(4) (18 AAC 78.025(h)).
C. The release detection must be automated to detect a release from any portion of the tank or piping, no later than October 13, 2025 (18 AAC 78.060(a)(1)).
D. The vendor shall provide the TLS4 monitoring system, or a product equal in capability and is serviceable by qualified commercial technicians capable of responding to service calls within hours of notice.

A. Environmental Compliance Reporting
1. The system shall be able to provide a record of the last three alarm occurrences or warning condition detected by the system.
2. The system shall provide environmental compliance-related reports.
a. System Status Messages
b. Liquid sensor warning and alarm messages
c. Hydrostatic sensor warning, alarm conditions; high or low liquid level conditions
d. External input messages
e. Software module alarm message
B. Tank Gauging (Inventory Control). The tank management system shall collect product height and temperature data and compute gross and temperature-compensated net gallons and produce both automatic and manual reports for the tank.
C. Inventory Management Reporting: The system shall monitor inventory and produce a combination of automatic and manual reports for each tank, which include the following:
1. Fuel volume
2. Fuel height
3. Water height
4. Fuel temperature
5. Ullage “loss of liquid, by evaporation or leakage”
6. Last inventory increase amount
7. Last in-tank leak test result
8. Time and date
9. Fuel type identification
10. Tank identification
11. 90% Ullage (the amount of fuel that should fit in the tank without overfill)
D. Report Generation. The inventory status report shall be generated any time the operator presses the print button while the system is in the normal operating mode and print automatically when programmed too.
1. The data shall be available in either U.S. or Metric units.
2. The system shall
a. generate reports in printer format as well as a computer format upon demand
b. automatically provide a delivery report after a bulk delivery to the tank.
3. The report shall include station header, product label, date, starting and ending time, starting and ending volume, fuel temperature, and the net volume increase of fuel.
VI. Communications.
A. The tank monitoring system shall be able to communicate with locally attached electronic devices through an RS-232; data shall be in a display or packed computer data format.
B. The system shall provide an RS-232 communications interface for data transmission to a computer, printer, or modem for remote communications.
C. The communications/database software shall provide the ability to communicate directly with the tank monitoring system, via a 25-pin RS-232 serial interface.
D. The system shall allow easy manipulation and transfer of stored data to spreadsheets, databases, etc., retrieve of diagnostic data, be able to generate “on-demand” inventory and environmental compliance reports and have the ability to backup and recover stored data.
VII. Alarm Notification
A. The system shall provide the ability to enable external audible/visual alarms, or control external devices through a relay contact closure.
B. The system alarm notifications shall include
1. Maximum Fuel level
2. High level limit
3. Overfill alarm
4. High water alarm
5. Delivery needed alarm
6. Low limit
7. Sudden Loss
C. Diagnostic information shall be generated by the system and shall not allow manual entry.
VIII. Documentation
A. Manuals; provide the following product documentation
1. Installation manuals
2. Sensor installation instructions
3. Probe installation instructions
4. Module installation instructions
5. Product data sheets
6. Troubleshooting and repair manuals
7. Applicable wiring diagrams
8. Serial communications manuals
B. Third-Party Certification. The manufacturer shall supply third-party documentation certifying that performance meets or exceeds EPA requirements.
C. Provide a listing of authorized distributers and service personnel for sales, installation, training, and support.
IX. Warranty
A. The monitoring system shall be warranted for one year from installation date.
B. The warranty shall include parts and labor
C. All warranty work performed on site by an authorized manufacturer's representative
