Statement of Work: “Replace Lab Exhaust Fan” at the USDA ARS National Sedimentation Laboratory, 598 McElroy Drive, Oxford, MS 38655.

Project Objective: The objective of this project is to replace “in kind” the existing Strobic Model BS-2/15 Lab Exhaust fan for Building 1 with a new Strobic fan (or approved equal) that meets the performance characteristics of the existing model as designated in this Statement of Work. The location Point of Contact will be Roy Waits. This Project is located at 598 McElroy Drive, Oxford, MS 38655.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through:

Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS National Sedimentation Laboratory in Oxford, MS.

Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 30 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

Base Bid: Provide all equipment, materials, and labor necessary to replace the existing Strobic Model BS-2/15 Lab Exhaust Fan with a new Strobic (or approved equal) exhaust fan that will match the design and performance characteristics of the existing fan. This work will include:

• removing and disposing of the existing fan in a responsible and legal manner,

• installing a new Strobic fan Including all necessary lift equipment, curb (if necessary), electrical disconnect and reconnect, and weatherproofing for a functional system that is weather tight.

• factory certified startup of new exhaust fan including verification of flows (design vs. actual) for the Fume

Hoods that are served by this exhaust fan.

The design and performance criteria of the existing fan can be found in the label photo below and is as follows:

All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.

Contractor Responsibility:

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base Bid.

3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Foreman on the job while working on this project.

7. Contractor will provide their own restroom facility and dumpster.

8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

Material / Submittals:

The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Execution of Work:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 180 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (8:00) A.M. to four thirty (4:30) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
