Scope of Work

402-21-709 Replace Elevators 200 200E

Construction Contract

1. General Intent

The contractor shall provide construction services to renovate S1-S5 elevator cabs, entrances and replace associated mechanical and electrical drive components including but not limited to motors, controllers, TUG interface, drive brakes, rope brakes, drive ropes, governors, & buffers. Also, this project will extend elevator S3 down to the ground floor, and will include all necessary demolition, pipe relocation and structural work. This project will be completed in building 200 and 200E at the VA Maine Health Care System (Togus) in accordance with design drawings and specifications (SOW Attachments 09 &10).

2. Statement of Work:

This project includes all construction to modernize and refurbish elevator cars S1, S2, S3, S4, and S5 to VA Standards. This also includes the lobby elevator doors, controls, annunciation, and trim. The intent is to strip the cars down to the bare platform and frame and replace all wear parts and Architectural features. The elevator hoist ways do not contain access doors for removing and installing cars. The contractor for this work will have to modernize the cabs while they are in the hoist way. The car(s) shall be lowered and secured with jacks or pins, at a floor decided by the FMS and COR. Car S3 is a special case, in that the elevator is extended to the ground floor by removing the false pit bottom. The building will remain in full operation during construction. Old DC motors are to be replaced with AC traction drives and these should be supplied by the Hollister Whitney company, or equal, and should include new overspeed governors. The S1-S2-S3 traction drives shall be equipped with disk brakes, and S4-S5 traction drives shall be equipped with drum brakes. New rope brakes for S1 thru S5 and rope brakes are and should be from the same manufacturer as the traction drives. This project includes new traction ropes, overspeed governor ropes, and counterweight system ropes. All ropes shall be 0.50” x 8 x 19 or

0.50 x 8 x 25, with compatible sheaves as required in PG 18-10 Chapter 3. All appurtenances and hardware associated with the ropes shall be new. Replace all S1, S2, S3, S4, and S5 car counter weighting systems. The entire system is to be replaced including racks, weights, sheeves, cables, and appurtenances. Currently only S2 and S6 elevator controls are set up to operate with the TUG robots.

This project will install AETHON elevator robot interface control panels for all elevators. Once installed, contractor is required to procure and coordinate start-up and verification of TUG Robot system.

Contractor will be required to coordinate with Togus Clinical Engineering to ensure TUG operability prior to taking another elevator out of service. All components will be installed IAW drawings and specifications provided by the A/E (SOW Attachments 09 &10). Procurement and disposal of all materials is included in this contract. All required testing is to be completed as part of this contract.

- Construction is required to be phased such that 1 elevator will be worked at a time, beginning with S3, which will be extended to the ground Floor. Building 200 and 200E will remain operational at all times. Minimum 1 elevator in each bank must have TUG capability.

- Construction is required to adhere to VA ICRA and PCRA requirements that have been established for this project. SOW Attachment 01,02

- Installation of all materials shall be done by a certified installers only; certification must be from all regulatory agencies as well as the manufacturer. All work under this contract is to be completed following all federal regulations and VA requirements for construction projects. This is to include site superintendent 30HR OSHA certifications, 10HR certification for all sub-contractors and the adherence to all local and federal building codes. The work is to be done during normal business hours of 7:00am – 3:30pm Monday thru Friday. Requests to work outside of these hours must be approved at least two weeks ahead of time by the VA. The period of performance for this work to be completed is 915 days from the issuance of the Notice to Proceed by the contracting officer

The above paragraphs constitute a basic outline of the work to be accomplished and in no way comprises all the details for construction of this project. Copies of all existing plans, record drawings information will be provided prior to the start of design work. SOW Attachment 03 will give all biding contractors a basic understanding of the project location within the VA Maine Healthcare campus.

The Contractor shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of this contract. The Contractor shall further provide meeting minutes for all meetings held under this project.

Total Period of Performance: Work shall be completed in 915 calendar days.

ALTERNATE NO.1: BASE BID except allows 1 elevator in each bank to be worked at the same time after S3 is brought down to the ground floor and fully operational. Minimum 1 elevator in each bank must have TUG robot capability at all times.

ALTERNATE NO.2: Remove the all new counterweight frame systems. However, retain new cables, sheeves, buffers, rubber parts and other appurtenances that are subject to wear and environmental fatigue. i.e. Parts likely to last less than the life of the system.

ALTERNATE NO.3: Remove new feeder cables from elevator distribution cables to elevator machine rooms.

ALTERNATE NO.4: Reuse sump pump, power and controls

Contractor to meet all requirements put in place to protect health and safety:

1. COVID, Influenza and TB

- Requirements follow national VA guidelines for vaccination and testing.

- All contractor employees to visit VA checkpoint daily or complete required screening. VA COR to provide locations upon award, as these are subject to change.

2. Badging

- All contractors are required to obtain a VA issued badge prior to starting any work on station.

- Badging form (Attachment 05 – PIV Request Form) and directions for procuring one will be provided by the COR at the project kick-off meeting.

3. SUBMITTAL FORMATS: Submittals shall be submitted in electronic format and hard copy formats as listed below. Portable Document Format (.pdf), Microsoft Office Suite formats (.doc, .xls, and .ppt), Microsoft Project (.mpp) and Autodesk CAD (.dwg) files are acceptable. Submittals shall additionally be compliant with Section 508 of the Rehabilitation Act (29 U.S.C. '794 d); information on the requirements for accessible media can be found at http://www.section508.gov/. The Contractor shall be responsible for providing:

Meeting/Conference Minutes

Meeting minutes for all formal meetings and conferences held with the VA; including weekly construction meetings. Meeting minutes shall be submitted within seven (7) calendar days of the meeting or conference. All documents in any of the electronic formats listed above.

Minimum meeting minutes requirements

As-Built Drawings

As-Built drawings shall be delivered to the VA within ten (10) calendar days after VA acceptance of the construction project. AutoCAD (.dwg) format.

6. CONTRACT OVERSIGHT: All contracts for this project shall be awarded by the Network Contracting Office (NCO) 1; only a warranted VA Contracting Officer shall have authority to change the terms and conditions of a contract. These changes may involve the contract award amount, contract period of performance, issuance of stop work orders and changes to the statement of work.

NCO1 shall designate a Contracting Officer’s Representative (COR) to monitor and manage the contractor’s performance under the design and construction scopes of this contract. The COR shall be a representative of the VA Maine Health Care System Engineering Service Project Section and have the technical knowledge required to monitor and oversee the project.
