The Government must provide the facilities, equipment, materials, and services listed here:

3.1.2 120V Electricity necessary for use by contractor in conjunction with this contract

SECTION 4 – CONTRACTOR FURNISHED ITEMS AND SERVICES

Except for those items, services, or commodities specifically stated in section 3 as government furnished, the contractor must furnish everything needed to perform this contract according to all its terms.

SECTION 5 – SPECIFIC TASKS

The deadman safety valve at the aviation fuel farm is stuck in the open position, creating risk of a runaway spill when fueling helicopters. This Scope of Work requires the contractor to replace the valve, switch, and associated hardware. Following replacement, the contractor shall test the functionality of the new deadman valve and switch.

5.1 Selective Demolition

5.1.1 The contractor shall remove and dispose of offsite the existing deadman valve.

5.1.2 The contractor shall remove and dispose of offsite the existing deadman valve switch and cable reel.

5.1 Valve and Switch Installation

5.2.1 The contractor shall select, procure, and install a valve that satisfies the requirements of Section 5.3 and 5.4., and is compatible with the rest of the fuel farm machinery.

5.2.2 The contractor shall select, procure, and install a deadman switch (cable reel) that is compatible with the new deadman valve.

5.2.3 Following installation, the contractor shall test for full functionality after installing the new valve, to include automatic opening and closing of the valve, and full functionality of the deadman switch.

5.3 Valve Features

5.3.1 The contractor shall select a deadman valve with the following features.

5.3.2 Opening: when the lever on deadman control is depressed, pressure is relieved form the cover chamber of auxiliary Hytrol, opening auxiliary hytrol. This relieves main valve cover pressure to outlet and the main valve opens under command of the pilot system.

5.3.3 Closing: when the lever on deadman control is released, pressure is applied to the cover chamber of auxiliary Hytrol, closing auxiliary hytrol. This directs main valve inlet pressure into the cover chamber of the main valve, and the main valve closes.

5.3.4 Pressure reducing: pressure reducing control is a normally open control that senses main valve outlet pressure changes. An increase in outlet pressure tends to close control and decrease in outlet pressure tends to open control. This causes main valve cover pressure to vary and the main valve modulates (opens and closes) maintaining a relatively constant outlet pressure.

5.3.5 Surge shutoff: pressure felief control is normally closed control that responds to pressure changes sensed downstream. When downstream pressure increases to the set point of control, control opens. This directs inlet pressure into the main valve cover and the main valve closes until normal downstream pressure is restored and pressure relief control closes.

5.4 Valve Specifications

5.4.1 The contractor shall select a deadman valve with the following specifications.

5.4.2 Valve shall have a 3 inch diameter.

5.4.3 Valve shall have the following components: Hytrol (reverse flow), flow clean strainer, pressure relief control, ejector, flow control, pressure reducing control, valve position indicator, restriction assembly, quick disconnect assembly, and deadman and hose assembly.

5.3 Licensing, Certifications, and Qualifications:

5.3.1 The contractor shall be certified and licensed to conduct the work described above.

5.3.2 Prior to commencing work, the contractor shall provide the COR with digital copies of their licenses & certification.

5.4 Interferences:

5.4.1 The contractor shall be responsible for any/all interferences that may be encountered while completing this SOW.

5.5 Safety:

All work shall be conducted in a safe manner and shall comply with all applicable Federal, State, and local safety standards and requirements. Base Astoria reserves the right to inspect for compliance with safety standards and requirements. The Contractor shall comply with all Federal, State, and local laws, including

OSHA.

5.6 Operations and Storage Facilities:

The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the on-site representative with the concurrence of the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor’s performance.

5.7 Warranty
