About this file
This is a Performance Work Statement (PWS) for a U.S. Coast Guard Base Astoria contract to replace a fuel farm deadman valve and associated components. The scope of work requires the contractor to remove and replace the existing deadman safety valve (OCV Control Valves model 114-3, serial number 56557, approximately 10 7/8 inches in length) with an equivalent or superior replacement valve that includes all associated pressure regulating and safety components. The contractor must also replace the deadman switch, which consists of red and green pneumatic hoses running from the valve to a handle, with new 3/8-inch sensing hoses in different colors and a new pneumatic deadman valve handle. If the replacement valve differs in length from the existing valve, the contractor shall also replace the existing 2-foot-long, 3-inch-diameter braided fuel line with an in-kind product of appropriate length. Following installation, the contractor must test the new system's functionality during a live-fueling evolution supported by government personnel.
The contract is located at Coast Guard Base Astoria, Warrenton Campus, 2185 SE 12th Place, Warrenton, Oregon 97146, with a mandatory bid walk on February 17, 2026, at 0900. Work must be completed within 40 days of contract award, Monday through Friday, 0800–1600, unless adjusted schedules are requested with 24 hours' notice. The contractor must provide a licensed contract manager capable of reading, writing, speaking, and understanding English; furnish all personnel, equipment, and tools; hold a mechanical engineering license per federal and state requirements; provide employees with Real ID security credentials; and submit employee rosters including names, dates of birth, and license numbers to the Contracting Officer's Representative (LT Gary Nelthropp, 503-706-3150, Gary.C.Nelthropp@uscg.mil). The government will provide on-site parking, 120-volt electricity, and support for operational testing. The contractor must offer a minimum one-year warranty on materials and workmanship, comply with OSHA standards and all federal, state, and local safety requirements, and submit invoices electronically through the Invoice Processing Platform (IPP) at https://www.ipp.gov/. Acceptance will be made by the government's Point of Contact and witnessed via contractor-generated documentation.
