About this file

This is a Statement of Work (SOW) for the repair and rehabilitation of a 220-foot, 4-inch fiberglass-reinforced plastic (FRP) condensate return line located in the basement of the Clinical Addition at Louis A. Johnson Veterans Affairs Medical Center (VAMC). The project, identified as 540-26-119, has a construction duration of 30 days and was awarded to ARCOR Mechanical Systems LLC on September 15, 2026, for $173,253.02. The work involves inspecting and cleaning the existing pipe, installing a Cured-In-Place Pipe (CIPP) liner to create a seamless, corrosion-resistant interior, and re-establishing connection points. The contractor is responsible for removing and replacing all associated gate valves, installing new steam metering devices and relief valves (government-furnished equipment), and supplying and installing a new 6-inch gate valve and steam trap assembly in the tunnel system.

The contractor must provide all labor, materials, equipment, and tools necessary for completion, maintain strict site cleanliness with daily debris removal, and dispose of all demolished materials off-site daily without using VA dumpsters. Work hours are Monday through Sunday, 7:00 a.m. to 5:00 p.m., with after-hours work required for steam shutdowns. The contractor bears full responsibility for safety compliance with OSHA regulations, obtaining necessary permits and clearances, coordinating with VA Facilities Management, and conducting pre- and post-installation video inspections with documented test results. A one-year warranty on workmanship from the date of substantial completion is required. All work must minimize disruption to patient care and facility operations while adhering to VA security, safety, and infection control protocols, with the Contracting Officer's Representative serving as the single point of contact for all project matters.
