STATEMENT OF WORK
Project Number VBDZ222101
Renovate VMX Wheel and Tire Shop (Building 36)
DESCRIPTION:
Contractor shall provide all construction services and materials to renovate Building 36. The renovation encompasses removal of the ventilation inlet plenum and exhaust vent and repair of the holes left after the removal of these vents; removal of interior drywall, cleaning of the surfaces behind the drywall that had rodent infestation, installation of building insulation, a new soffit; and purchase and installation of an Exhaust Extraction System.
The building has been used for vehicle spray coating application, including chromate primers. The former booth had been removed in 2010 or 2011 and the sampling indicates no chromate presence.
The exhaust duct downstream from the filter bank position exits through the roof. This duct was not sampled. The exhaust duct is presently capped. For bidding purposes, please assume the duct contains chromium and cadmium and will need to be disposed of as a hazardous waste.
1. PROJECT SCOPE
1.1. Demolition and Cleaning/Disinfecting
1.1.1. Contractor shall remove the steel personnel door and the frame shown in PHOTO
#1.
1.1.2. Contractor shall secure and protect the equipment that cannot be moved.
1.1.3. Contractor shall remove the drywall from three out of the four walls. North and
South walls are shown in PHOTO #2. The eastside wall is shown in PHOTO #3.
1.1.4. Contractor shall remove the insulation behind the removed drywall. If exposed insulation has become contaminated with urine and rodent droppings, it should be placed into plastic bags for removal.
1.1.5. Contractor shall clean and disinfect the cavity behind the drywall. CDC guidelines follow below for informative purposes, but the contractor is responsible for their personnel safety.
1.1.5.1. Before starting the cleanup, ventilate the space by opening the doors and windows for at least 30 minutes to allow fresh air to enter the area. Use cross-ventilation if possible and leave the area during the airing-out period.
1.1.5.2. Contractor shall utilize appropriate personal protective equipment (PPE) when cleaning urine and droppings. Guidance is available on the Center for Disease Control’s website: https://www.cdc.gov/rodents/cleaning/index.html
1.1.5.3. Spray the urine and droppings with a disinfectant or a mixture of bleach and water and let soak for 5 minutes. The recommended concentration of bleach solution is 1 part bleach to 10 parts water. When using a commercial disinfectant, follow the manufacturer’s instructions on the label for dilution and disinfection time. Disinfectant is to be submitted to Contracting Officer Representative (COR) for approval. Care should be taken to prevent any liquid bleach or disinfectant from leaving the work area, or from contaminating a surface that will negatively contribute to stormwater impact.
1.1.5.4. All urine and waste droppings are to be properly collected and disposed of to prevent any spreading out of the original location.
1.1.5.5. After the rodent droppings and urine have been removed, disinfect the exposed walls.
1.1.5.6. If found, spray the dead rodent or nest and the surrounding area with a disinfectant or a mixture of bleach and water.
1.1.5.6.1. Soak rodent, nesting materials, or droppings in solution for 5 minutes before wiping up with a paper towel or rag.
1.1.5.6.2. Place the dead rodent or nesting materials in a plastic bag and seal tightly. Place the full bag in a second plastic bag and seal.
1.1.5.7. Steam clean or spray the rest of the area with a disinfectant or a mixture of bleach and water.
1.1.6. Contractor shall remove the soffits on the taller, raised west wall of the building.
Do not remove the soffits installed on the shorter, unenclosed portion of the building.
1.1.7. Contractor shall remove the intake vent shown in PHOTO #5, the intake plenum and the metal stand located outside of the building shown in PHOTO #6. Both items belong to the same assembly.
1.1.8. Contractor shall remove the cylindrical exhaust vent shown in PHOTO #5 and PHOTO #6. Both photos represent the same assembly. The exhaust vent may contain chromium primer and special precaution shall be taken during the removal to prevent dust contamination from spreading throughout the work area.
1.1.8.1. For bidding purposes, Contractor shall assume the duct contains chromium and cadmium and will need to be disposed of as a hazardous waste.
1.1.8.2. Contractor shall recycle or dispose of exhaust vent in compliance with all New York State and Federal waste disposal regulations. Contractor shall confirm the disposal method with the Contracting Officer Representative (COR) and the Environmental Manager. Contractor shall dispose of the material and provide documentation to the 109th Environmental Management Office (EMO) or COR.
1.1.8.2.1. Contractor will properly containerize all waste.
1.1.8.2.2. Waste characterization and disposal/recycling is the responsibility of the contractor.
1.1.8.2.3. Contractor will work with the COR and Base Environmental to reduce to the extent possible the amount of hazardous and nonhazardous waste generated. OSHA does not provide a regulatory limit regarding surface contamination; however, 29CFR1910.1026(j) states, “All surfaces shall be maintained as free as practicable of accumulation.”
1.1.8.2.4. A Toxicity Characteristic Leaching procedure (TCLP) Resource Conservation Recovery Act (RCRA) Metals analytical sample will be required for disposal. The TCLP sample will be the contractor’s responsibility to collect and analyze. Analytical laboratory results are to be shared with the Environmental manager and COR.
1.1.8.2.5. If the exhaust vent is found to be contaminated, the hazardous waste disposal facility must be approved by the environmental manager prior to disposal.
1.1.9. Contractor shall remove the two lights on the centerline of the roof shown in
PHOTO #7.
