Statement of Work Navy Life Raft Cylinder Recertification

Section A: Scope

1. Objective: Norfolk Naval Shipyard (NNSY) requires service to provide all management, tools, supplies, equipment, and labor necessary to test 54 MK8 Luxfer life raft cylinders, under Department of Transportation-Special Permit (DOT-SP) 16320, at a firm fixed price to the Government.

2. Background/Introduction

NNSY Code 900 is responsible for certifying life rafts. Life raft inflation cylinders are currently beyond their normal service life and must be tested as part of the life raft recertification process.

Recertification is required to certify the ship for mission essential assignments.

Section C: Requirements

5. Scope of Work:

Service to provide all management, tools, supplies, equipment, and labor necessary to operate and maintain Modal Acoustic Emissions (MAE) equipment for the purpose of performing the work under this Statement of Work (SOW).

6. Contractor Responsibilities:

Contractor shall conduct recertification testing of 54 Government furnished life raft cylinders utilizing Modal Acoustic Emissions technology in accordance with DOT-SP 16320.

a. Action for Rejected Cylinders – When a cylinder is rejected, contractor must securely affix to the cylinder a durable label with the word “CONDEMNED” over-coated with epoxy near, but not obscuring, the original cylinder manufacturer’s label (marking). In addition, contractor shall render the cylinders incapable of holding pressure.

b. Marking Passing Cylinders – Each cylinder that has passed the requalification must be marked “DOT-SP 16320”. The new “DOT-SP 16320” marking must cover the current special permit marking (DOT-SP 10915, DOT-SP 10945 or DOT-SP 111194), and then epoxy coated to ensure it is permanently attached to the cylinder.

Previous markings must be permanently obscured. All markings, including requalification date (month/year), must be permanently placed on the cylinder per

DOT-SP 16320. In addition, each cylinder must be marked “MAE”, in characters not less than ¼”. The marking of the RIN on the cylinder certifies compliance with all of the terms and conditions of DoT-SP 16320.

c. Packaging of cylinders for return shipment to Norfolk Naval Shipyard, upon completion of recertification testing, shall be accomplished by utilizing the original tri-wall pallets in which the cylinders were received.

d. Contractor shall make a single return shipment of all 54 cylinders upon completion of testing.

e. Return cylinders to Norfolk Naval Shipyard, Building 276, Portsmouth, VA 23709, Method of shipping to be dedicated Ground Freight.

Contractor to invoice shipping costs to NNSY.

f. Qualifications of personnel performing work under this SOW shall meet DOT requirements and provisions of DOT-SP 16320.

g. Records shall be maintained under the provisions of the DOT-SP 16320 at contractor’s facility and made available, upon formal request, by

, Life Raft Lead, Norfolk Naval Shipyard, or his successor.

7. NNSY Responsibilities:

NNSY will ship cylinders to contractor’s facility in tri-wall pallets.

8. Government Furnished Property:

The US Government will ship 54 raft cylinders, in tri-wall shipping pallets, to the contractor.

9. Security Requirements: None

10. Delivery Terms/Shipping/Transportation

a. Packaging of cylinders for return shipment to Norfolk Naval Shipyard upon completion of recertification testing shall be accomplished by utilizing the original tri-wall pallets in which the cylinders were received.

b. Contractor shall make a single return shipment of all 54 cylinders upon completion of testing.

c. Return cylinders to Norfolk Naval Shipyard, Building 276, Portsmouth, VA 23709, . Method of shipping to be dedicated Ground Freight.

Contractor to invoice shipping costs to NNSY.

d. The US Government will be responsible to fund shipping to and from contractor’s facility.

11. Place of Performance/Delivery Location:
