STATEMENT OF WORK (SOW)

Training and Calibration of the Recirculating Aquaculture System (RAS) at the Sandy Hook Lab James J. Howard Laboratory (JJHL).

Requisition#143021-24-0240

1.0 GENERAL

The National Marine Fisheries Service / Northeast Fisheries Science Center is seeking services for follow up training and calibration on an existing Oceans Design Recirculating Aquaculture System (RAS) at the James J. Howard Laboratory (JJHL). The JJHL is located at the New Jersey shore on a spit in Lower Bay near the mouth of the Hudson River. The site is part of a National Historic District owned by the National Parks Service (NPS).

1.1 BACKGROUND

In 2020 the staff from Oceans Design and NOAA installed a RAS in two of the labs (L120 & L121) at the facility. The RAS was brought online in early 2021 and operated without fish for a few months following commissioning. The RAS is now scheduled to become operational for scientific research again this summer July 2024

1.2 SCOPE

The contractor shall provide all labor, material, transportation, equipment and supervision for assessment troubleshooting, repair, calibration, and operational, maintenance, and troubleshooting training on the Marine Finfish Recirculating Aquaculture System (RAS).

Training shall cover (but not be limited to) general operating procedures, water flow, water heating and chilling, automation, oxygen supply, water filtration, foam fractionator and drum filter operations, power loss water supply mitigation, calibration, troubleshooting and finfish grow-out.

The contractor shall raise the RFS to the water height of the tanks in L120, provide new stainless steel stand, piping modifications to make the RFS operable, bring the RAS and MCAS online, inspect the chiller and investigate the pumping system after power loss events. After the completion of training and calibration the RAS shall be fully operational and NOAA staff shall have a full understanding of system operations. The system shall also be fully calibrated and associated automation made operable.

3.7 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (in coordination with the Contracting Officer where practical), direct the Contractor to remove any Contractor employee from NOAA facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.2 PERIOD OF PERFORMANCE

The period of performance for this contract shall not exceed 60 calendar days from the date of award.

4.3 PLACE OF PERFORMANCE

The primary place of performance will be the Contractor’s facilities with frequent visits to the Department of Commerce at JJHL 74 Magruder Road, Highlands, NJ 07732.

4.4 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 0800 and1630 EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.
