SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

Requisition Number 143021-24-0240

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Fisheries OMB Field Delegates and NEFSC-EAD-FEB

2. Description of supplies or services required to meet agency needs (including the estimated value).

In 2020 the staff from Oceans Design and NOAA installed a RAS in two of the labs (L120 & L121) at the facility. The RAS was brought online in early 2021 and operated without fish for a few months following commissioning. The RAS is now scheduled to become operational for scientific research again this summer July 2024 The contractor shall provide all labor, material, transportation, equipment and supervision for assessment troubleshooting, repair, calibration, and operational, maintenance, and troubleshooting training on the Marine Finfish Recirculating Aquaculture System (RAS).

Training shall cover (but not be limited to) general operating procedures, water flow, water heating and chilling, automation, oxygen supply, water filtration, foam fractionator and drum filter operations, power loss water supply mitigation, calibration, troubleshooting and finfish grow-out. The contractor shall raise the RFS to the water height of the tanks in L120, provide new stainless steel stand, piping modifications to make the RFS operable, bring the RAS and MCAS online, inspect the chiller and investigate the pumping system after power loss events. After the completion of training and calibration the RAS shall be fully operational and NOAA staff shall have a full understanding of system operations. The system shall also be fully calibrated and associated automation made operable.

3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Compatibility to existing systems or equipment - The required service to be performed on the RAS is best to be performed by the manufacturer. The RAS at Sandy Hook was custom designed and built by the manufacturer to our requirements. It would not be in the government's best interest to have a vendor that did not design or install the system work on

143021-24-0240 the system. The risk of letting a vendor not familiar with the system work on it is too great and could lead to improper service and system failure.

5. Market Research.

This is a follow on for contract number 1305M219PNFFM0543. Oceans Design Inc is the vendor that built the Recirculating Aquaculture System (RAS) installed at the Sandy Hook Laboratory.

They are the only vendor that can provide support and training on our current Marine Finfish Recirculating Aquaculture System (RAS).

6. Technical/Requirements Representative Certification
