3 Requirements

The Contractor shall provide all materials, hardware, and labor to upgrade the NOTES capabilities to improve signal characteristics and to ensure compliance with MIL-STD-464D, MIL-STD-461G, and MIL-STD-

2169D as referenced in IEC 61000-2-9. The test facility is located at the Naval Shore Facility Dahlgren Explosive Experimental Area (EEA), also known as Pumpkin Neck, Dahlgren, VA 22448. The Contractor shall leverage their conceptual design plan for the upgraded Naval Air

Station (NAS) Patuxent River Facility and/or White Sands Missile Range

(WSMR) to minimize costs and deliver products within the time allotted. The Contractor shall use commercially-off-the-shelf products as much as possible. Additionally, the Contractor shall provide training and manuals for operation and maintenance of the upgraded system.

NOTE: The Government anticipates that this requirement will be performed in phases to preserve current testing capabilities, and address upgrades incrementally should further funding not become available.

3.1 Phase 1 – Concept and Technology Development Plan (CLIN 0001)

3.1.1 The Contractor shall kick-off performance with a site

inspection and facility walk through to review the existing technology and capabilities prior to updating the concept and technology plan.

3.1.2 The Contractor shall utilize the technology maturation

knowledge gained from the recently upgraded Vertical EMP Simulator

(VEMPS) for Naval Air Station Patuxent River (NAS Pax) and White Sands

Missile Range (WSMR) test facilities to reduce costs and ensure on-time delivery to NSWCDD.

3.1.3 The Contractor shall provide an updated the concept and technology plan utilizing the final plan developed for NAS Pax and

WSMR to include all three capabilities: MIL-STD 2169 waveform; RS-105 waveform; and continuous waveform (CW).

3.1.4 The Contractor shall make recommendations for modifications to the existing infrastructure to support the new hardware and capabilities, including long lead items, as part of the concept and technology development plan. (CDRL A003)

3.1.5 The Contractor shall schedule system requirements review to discuss requirement changes and suggestions to the NAS Pax River

Concept and technology development plan within 30 days after award.

3.1.6 The Contractor shall schedule a preliminary design review no later than 120 days after the approval of the Concept and technology development plan. (CDRL A003)

3.1.7 The Contractor shall schedule a critical design review no later than 9 months after the award. The Contractor shall not start the concept and technology implementation prior to Government’s approval of the concept and technology development plan which will occur at a critical design review. (CDRL A001)

3.1.8 The Contractor shall provide monthly progress reports through the life of the order. (CDRL A004)

3.2 Phase 2 – Hardware Action Procurement and Upgrades (CLIN 0002-

Optional)

3.2.1 The Contractor shall develop a hardware action plan with costs to include materials and equipment needed to support the upgrade of the vertical EMP testing capability scaled to the NSWCDD NOTES facility. The Hardware Action Procurement and Upgrades shall include the modification or replacement of the following system elements:

1) EMP Pulser system consisting of:

Marx generator(s)

Peaker capacitators

Output switch

Power supply

Trigger system

Pulser control system

Shorting mechanism

2) Pulser to antenna transition section and the gas house (transition region) enclosure surrounding the output switch

3) Diagnostic system

3.2.2 The Contractor shall procure and provide hardware, materials and parts necessary to include all three capabilities: MIL-STD 2169 waveform; RS-105 waveform; and CW.

3.2.3 The Contractor shall utilize commercially-off-the-shelf

(COTS) products as much as possible to minimize future proprietary requirements and costs.

3.2.4 The Contractor shall modify COTS hardware when necessary to support the implementation and integration of the required capabilities. (CDRL A002)

3.2.5 The Contractor shall schedule an interim progress review no later than six months after the start of Phase 2. (CDRL A003)

NOTE: This requirement does not include the procurement or upgrade for the bounded wave antenna; support structure; termination resistors;

ground plane; or supporting upper transmission plate structure.

3.3 Phase 3 – Concept and Technology Installation (CLIN 0003-

Optional)

3.3.1 The Contractor shall install and integrate the new system in accordance with the concept and technology development plan.

NOTE: The Government will be responsible for preparing the existing facility and core infrastructure to accommodate the hardware and capabilities. This includes removing the existing control room and pulser equipment and the Marx generator oil tank, which will be drained by the Government.

3.3.2 The Contractor shall ensure seamless integration of all the new components and capabilities.

3.3.3 The Contractor shall provide a modified EMP pulser to

maintain the current capability of graduated effects testing. It must develop a field in the working volume that can be varied from 1 kV/m to 100 kV/m. The pulser pulse repetition rate shall be 1 pulse per 3 minutes, or less depending on charge level.

3.3.4 The Contractor shall provide MIL-STD 2169, MIL-STD RS 105 and

CW capabilities.

3.3.5 The Contractor shall incorporate efficiencies such as low voltage, hardware accessibility, and air flow management into the capabilities.

3.3.6 The Contractor shall schedule a test readiness review 30 days prior to the implementation of Phase 4.(CDRL A003)

3.3.7 The Contractor shall remove and dispose of all remaining unused hardware and trash upon completion of the installation.

3.3.8 The Contractor shall protect Government property from damage or disfigurement.

3.3.9 At the end of each work period, the Contractor shall secure all supplies, equipment and tools.

3.3.10 The Contractor must ensure all work is performed during normal working hours of 0800 – 1700, Monday through Friday.

3.3.11 The Contractor must coordinate all work with the technical point of contact identified below. The Contractor shall schedule any visits on base at least 10 days prior to the date.

NOTE: The Contractor shall not perform any services outside of those identified in this SOW. If any additional materials or services are identified during the reconfiguration and installation, the Contractor shall submit a quote to the Technical Point of Contact (TPOC) and

Contracting Officer for approval and subsequent contract modification prior to completing the additional work.

NOTE: The Government reserves the right to modify this contract at a later date to cover additional services/materials identified during the initial installation of the hardware/capabilities.

3.4 Phase 4 - Capability Demonstration and Testing (CLIN 0004-

Optional)

3.4.1 The Contractor shall perform acceptance test/functional checkout. The Government will witness the test/functional checkout process.

3.4.2 The Contractor shall demonstrate a MIL-STD-2169D, RS-105 and

CW compliant EMP test capability validating waveforms compliance 60 days prior to completion of the order.

3.4.3 The Contractor shall coordinate with the TPOC identified below to schedule the demonstration and testing at least 10 days prior to the scheduled event.

3.5 Phase 5 – Training and Technical Documentation (CLIN 0005-

Optional)

3.5.1 The Contractor shall provide hands-on training regarding the use and maintenance of the upgraded equipment and capabilities. (CDRL

A003)

3.5.2 The Contractor shall identify any maintenance or spares that may be required once the upgrade is completed.

3.5.3 The contractor shall provide technical documentation such as operation manual, maintenance manual, and parts nomenclature. (CDRL

A003)

3.5.4 The Contractor shall coordinate with the TPOC identified below to schedule the training during the period of performance of the contract.

4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

4.1 The Government will provide access to NOTES for work completion.

4.2 The Government will make existing hardware racks in the control room available for reused.

4.3 The Government will provide a laptop computer sufficient to run the control system.

5.0 SECURITY

5.1 The design personnel associated with this order will be required to have at a minimum a DoD “Secret” clearance at time of award. The

Contractor will have access to MIL-STD 2169D with a “Secret” classification. All deliverables associated with this order are

“unclassified” unless otherwise specified. Access to classified material shall be in accordance with the attached DD Form 254.

6.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and must be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations

(FTR).
