About this file

This document is a Statement of Work (SOW) for a service contract to provide performance assurance services for a SpectraMax iD5 multimode plate reader used by the National Oceanic and Atmospheric Administration (NOAA)'s Northwest Fisheries Science Center. The SOW describes the purpose, scope, background, and technical specifications for the required services, which include unlimited on-site repair service visits, annual preventative maintenance, priority response time, and access to technical support. The service contract term is one year with two option years, covering the period from August 22, 2024 to August 21, 2027.

The related federal contract opportunity is a special notice from NOAA indicating its intent to award a sole source, firm fixed price IDIQ contract to Molecular Devices for the SpectraMax iD5 multimode plate reader services under simplified acquisition and commercial procedures. The notice invites capability statements from interested sources by the specified deadline. It specifies the point of contact and submission instructions.

STATEMENT OF WORK FOR SERVICE

Performance Assurance Service Plan for Molecular Devices SpectraMax iD5 multimode plate reader

PURPOSE:

This requirement is for the performance assurance service plan for the Northwest Fisheries Science Center’s Environmental Physiology Program’s spectramax id5 multimode plate reader manufactured by Molecular Devices. We request a service contract be placed on the aforementioned instrument for one year with two additional option years.

SCOPE OR MISSION:

The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The Environmental Physiology Program uses the SpectraMax iD5 multimode plate reader to perform multiple laboratory protocols for samples associated with research on Pacific salmon recovery, stock status, and survival, as well as sustainable aquaculture development for a variety of marine fish and shellfish species in support of NWFSC’s mission.

BACKGROUND:

The SpectraMax iD5 multimode plate reader is used for several different analytical methods in line with the plate reader’s multiple read capabilities. Analyses include, but are not limited to: enzymatic (kinetic) measures for gills in Pacific salmon and shellfish, enzyme-linked immunosorbent assays for hormones in blood of Pacific salmon and sablefish, time-resolved fluorescent assays for hormones in Pacific salmon blood, and quantification of RNA and DNA in multiple tissues of several marine and freshwater species. The Environmental Physiology Program uses the SpectraMax iD5 to provide research results for investigations on hatchery approaches to aid Pacific salmon recovery, evaluations of Pacific salmon stock status and recovery, and development of sustainable aquaculture practices in marine fish and shellfish. It is vital that a service contract be in place on this instrument to continue required maintenance and allow for necessary, and emergency, repairs that may occur during the duration of the contract. The SpectraMax iD5 is a vital instrument for our core laboratory analyses and requires regular maintenance to sustain a high level of performance. Maintaining a service contract will avoid significant downtime of the instrument should emergency repairs be required, resulting in little to no negative effect on contractual obligations and ongoing research progress. Without this service contract, a faulty system requires time-consuming troubleshooting by staff within the Environmental Physiology Program and/or a costly purchase order for a repair call performed by the manufacturer’s field service engineers. Because the SpectraMax iD5 is used in so many of our core laboratory operations, delays in repair to the instrument interrupt all further analyses and results. Disruptions to instrument usage would affect the work flow of no less than four different personnel and significantly affect the program’s ability to meet contractually-obligated deadlines. In addition to significant downtime, if a repair call is needed the costs may be significant depending on the time it takes to repair the system and parts that need to be replaced.

TECHNICAL SPECIFICATIONS:

The service contract should include, but not be limited to, one year (with two additional option years) of unlimited on-site repair service visits to include: Molecular Devices factory-approved replacement parts, labor, and travel when repairs are required. Additionally, one on-site preventative maintenance visit per year to include: Molecular Devices factory-approved replacement parts, labor, travel, and necessary hardware, software, and firmware updates. Priority response time will be guaranteed and emergency breakdown visits will be covered by the service contract. Additionally, the contract should include access to Ph.D level technical support technicians with expertise in the system and its applications. The service contract should be a fixed price and repairs should be without cost threshold. It is essential that this service contract allow us to utilize Molecular Devices as the preferred service provider because they have proprietary knowledge regarding the diagnostics, repair, and maintenance of the Environmental Physiology Program’s SpectraMax iD5 multimode plate reader. Therefore, the maintenance service-contracted company must work with the instrument manufacturer to provide Molecular Devices factory-trained service engineers for all repair calls and preventative maintenance.

PERIOD OF PERFORMANCE:

The Service Contract coverage date range will be August 22, 2024 to August 21, 2025, with two option years ending on August 21, 2027.

DELIVERABLE SCHEDULE:

Service contract will provide annual preventative maintenance service as well as unlimited circumstantial fixes/troubleshooting.

DELIVERABLE ADDRESS:

Northwest Fisheries Science Center 2725 Montlake Blvd. East Seattle, WA 98112

The SpectraMax iD5 is located in laboratory 311E. Serial number of the instrument is 375701435.
