1.3 PROJECT OBJECTIVES
The purpose of this project is to provide commercial WIFI, access points, and optical dedicated internet backhaul to Building 203 for one (1) year base period and four (4) 1-year option periods.
1.4 WORK HOURS
Work hours are Tuesday through Friday 0700-1645
1.5 PERIOD OF PERFORMANCE
21 days from NTP Period of Performance may be adjusted for material procurement lead times.

2. SCOPE OF WORK
The work herein includes the furnishing of all materials and equipment and performing all labor for the work indicated per statement of work listed below. All work shall conform to those standards stipulated in the applicable industry codes in the local jurisdiction. Any deviation from the manufacturer installation requirements must be approved prior. All stated quantities are approximate, contractor required to field verify.
2.1 DIMENSIONS AND REQUIREMENTS
Quantity and Dimensions are approximate- contractor to field verify. Contractor to provide WIFI in building 203 of the RED HORSE compound, State Military Reservation, Virginia Beach, VA. Scope includes 12 months of WIFI services, plus 4 option years. Contractor must provide the necessary infrastructure and an approximate 6 Access points throughout Building 203, enough to provide WIFI to the entire building. Speeds must be capable of up to 1000 Mbps download and 35 Mbps upload. Contractor to provide optical dedicated internet backhaul, as required. Satellite internet is not acceptable.

4. ANTITERRORISM/OPERATIONS SECURITY/INFORMATION PROTECTION
4.1 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
4.2 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4.3 All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities, and controlled access areas shall complete Antiterrorism (AT) Level I training within 7 calendar days after contract start date. AT Level I training may be accomplished via Joint Knowledge Online at https://jko.jten.mil/. Tracking for each contractor employee is the responsibility of the COR.
5. CONTRACTOR MANPOWER REPORTING (CMR)
5.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract utilizing a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.sam.gov. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
