U.S. Department of State

INL Nassau

U.S Department of State (DOS)

Bureau of International Narcotics and Law Enforcement Affairs (INL) U.S. Embassy – Nassau, The Bahamas

Electronics for the Marine Unit of the Royal Bahamas Police Force

SCOPE OF WORK

1.0 GENERAL

The Bureau of International Narcotics and Law Enforcement Affairs (INL) develop policies and programs to combat international narcotics and crime. INL programs support two Department of State strategic goals: (1) reduce the entry of illegal drugs into the United States; and (2) minimize the impact of international crime on the United States and its citizens.

This initiative directly supports the America First agenda by strengthening our borders and protecting American communities from the devastating effects of illegal narcotics and transnational crime. By partnering with The Bahamas—a critical transit point for drug trafficking into the United States—we enhance our ability to interdict illegal drugs before they reach American soil. This investment in Bahamian law enforcement capacity reduces the burden on U.S. law enforcement resources, protects American lives from the opioid crisis and other drug-related harms, and ensures that foreign partners share responsibility for securing our hemisphere against criminal threats.

INL partners with allied governments to modernize and support their criminal justice systems and law enforcement agencies, creating a force multiplier effect that advances American security interests while promoting burden-sharing among regional partners.

2.0 DESCRIPTION

The International Narcotics Affairs Section (INL - U.S. Embassy, Nassau) requires electronic devices for the upgrade to four 41-foot Apostle Safeboat Interceptors of the Marine Unit of the RBPF, as provided in the Matrix of Section 5.1. The electronic devices will aid the vessels with enhancing security and facilitating interception of illicit trafficking along known smuggling route into the United States. This support will assist both the United States and Bahamian Governments’ efforts towards confronting criminal activity and illegal trafficking expeditiously.

The electronic devices will be used by the Royal Bahamas Police Force (RBPF) on the Law Enforcement Patrol Vessels for counter-narcotics operations and patrols in support of law enforcement and national security missions.

The contractor shall provide all required labor, personnel, management, materials, equipment and training to supply the INL Nassau/RBPF with the required electronic devices for all four RBPF 41-foot Apostle Safeboat Interceptors. The contractor will also have to make the appropriate travel arrangements to install the equipment as the boats are located in Grand Bahama, Great Inagua, Nassau and Exuma. The boat for Great Inagua is currently in Nassau, therefore travel will only be necessary to Grand Bahama, Nassau and Exuma. The contractor shall ensure that any required maintenance/warranty/guarantee services are available throughout the Bahamian islands.

THE SCHEDULE

3.0 TYPE OF CONTRACT

This requirement will result in the award of a Firm Fixed Price (FFP) contract in accordance with the specifications in Section 3 of this Statement of Work (SOW). No additional sums will be payable due to any escalation in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.

4.0 PERIOD OF PERFORMANCE

The contract shall be effective on the date of the Contracting Officer's signature and remain in effect until all requirements are received and accepted by the U.S. Government, not later than 90 calendar days from receipt of award.

5.0 DELIVERABLES AND SPECIFICATIONS

The Contractor shall provide to the U.S. Government the electronics devices in strict compliance with the specifications at the agreed upon firm fixed price. In the event of non-compliance with the specifications, the U.S. Government reserves the right to demand correction(s) or reject this requirement in its entirety. Additionally, the Contractor shall perform the pre-delivery inspection of the devices and deliver them to the location set forth in Section 9, Place of Delivery, of this SOW. The firm fixed price shall include the devices, pre-delivery inspection, certificates of origin, operator’s manuals, warranty certificates and any other documentation mandated by the destination country.
