STATEMENT OF WORK

R/V CHESAPEAKE (R5502)

INSTALLATION OF POWER SUPPLY

1. Introduction

The NOAA Cooperative Oxford Laboratory (COL) operates a 55-foot research vessel R/V Chesapeake. This is a 33-ton vessel with a 17-foot beam. The COL requires the installation of a power supply and associated equipment to ease the burden on existing battery system (See Appendix A). To assure completeness of their quote submission, Contractors are encouraged to contact Mr. Gary Culver, vessel captain and technical point of contact, to arrange a date and time to visit the vessel and review project components and tasks pertinent to this statement of work. The vessel captain or their designee shall accompany Contractor employees during their site visit and onboard work. For further information, contact the Vessel Operations Coordinator (VOC) and government point of contact, Dr. John Jacobs (see contact information provided below).

2. Background

The vessel is a previous USCG Aid to Navigation Boat (ATON) that was built in 1977. The vessel relies currently on a 12v battery system as its primary to operate navigation equipment and security, which has led to inoperable conditions at times and rapid wear on the system. A system designed for a sister ship of the RV5502 converting generator power to 12vDC for daily use and battery charging was recommended by the NOAA Small Boat Program. The intent of the system is to provide alternative power to the helm while underway, preserving the battery bank for emergency use or periods of docking without shore power.

3. Objectives and Scope

Work must be conducted within 110 highway miles and/or 60 nautical miles of Oxford, MD.

The project is to install a customer provided power supply unit and contractor provided isolation and associated wiring and connectors. Products and installation are to be completed using heavy-duty commercial materials applicable for marine use locally and offshore. Any considered deficiencies in the specified system or statement of work need to be brought to the attention of the VOC and Technical Representative upon Contractor’s initial evaluation and quote.

Cost, timely completion to meet contract delivery date, quality of design and workmanship, and the use of high-quality materials are government priorities. Contractor shall comply with applicable marine codes and Code of Federal Regulations for successful completion of this work. Parts and materials used must meet commercial heavy duty and/or military spec. – recreational grade is not acceptable. Period of Performance for this contract shall be to complete all tasks, deliverables, installation and/or assembly, training, and invoicing within 30 calendar days or less after receipt of all parts ordered and coordination of vessel availability. Scheduling must be coordinated and approved by the vessel captain and the VOC prior to beginning work to accommodate previously scheduled underway time for research projects and reserve dates. NOTE: vessel is unavailable from November 30, 2023 through February 28, 2024 due to scheduled research projects. The Contractor shall furnish all labor, services, and associated materials to complete identified tasks on time. Work must be completed by highly trained professionals in conformance with all applicable federal, state, and local codes and standards and the Department of Commerce/NOAA Environmental Sustainability Program (see section below). No task changes or substitutions are allowed without prior written approval of Contracting Officer. No payment can be authorized until project is complete and all certification and reporting requirements are met.

4. Applicable Documents –ABYC guidance for marine electrical wiring and Watertight Bulkhead Penetrations 46 CFR 171.114

7. Security

On May 11, 2006, the National Oceanic and Atmospheric Administration (NOAA) issued policies and procedures for hosting foreign nationals (non-US citizens) as visitors or guests.

Prior authorization must be obtained for all foreign nationals as defined in NAO 207-12, from the Department of Commerce Servicing Security Office. Sending a foreign national technician or assistant to perform work on the vessel without adequate pre-notification and obtaining appropriate clearance will result in workers being turned away without obligation for any compensation to the vendor for services rendered and will be grounds for service termination.

Work areas will be unlocked or otherwise made available by the vessel captain upon request.

Contractor work hours must be agreed upon by the VOC and vessel captain since the vessel captain is responsible for opening the vessel to Contractors and locking and securing the vessel at the end of each workday when in homeport.

8. Place of Performance

- This project is to be performed onboard the R/V Chesapeake at the marine facility of the awarded vendor.

- Work must be conducted within 110 highway miles and/or 60 nautical miles of Oxford, MD.

- Electrical work shall be completed by an ABYC certified electrician following applicable ABYC electrical codes.

- The assigned Contractor employees shall note any conditions found during the project that may need repair or replacement later under a different contract.

9. Period of Performance

The government will provide access to the vessel at the earliest date possible, but no later than June 30, 2024. Parts should be ordered at the time of contract award and scheduled for installation as soon as all system components are received. Allowances may be made due to supply chain availability. The vendor is to complete all tasks, deliverables, installation and/or assembly, training, and invoicing within 30 calendar days of contract award and/or the earliest date the vendor can schedule work to begin due to parts availability. NOTE: vessel is unavailable from November 30, 2022 through February 28, 2023 due to existing project reserve dates.

10. Special Considerations

As an environmental organization, NOAA has developed an Environmental Management System (EMS) to guide day-to-day work practices and planning for staff, volunteers, visitors, and Contractors/Vendors. Work must be accomplished in such a way as to minimize the potential of environmental impact by operating in an environmentally responsible manner and to the extent possible using environmentally friendly procedures, services, and products.
