EZ2 Connect Fx System
For the
LABORATORY DIVISION
Statement of Work
07/03/2025
SHOP-PR-25-1950
SCOPE
This is a contract is for purchase of EZ2 Connect Fx Instruments for the Federal Bureau of InvesƟgaƟon (FBI), Laboratory Division (LD), Biometrics Analysis SecƟon (BAS). This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
DescripƟon of Services/IntroducƟon This is a one-Ɵme firm fixed price Sole Source contract. The DSU has the need to purchase brand name only EZ2 Connect Fx instruments to support its laboratory operaƟons as the exisƟng instrument, the EZ1 is reaching end-of-life, is dated and is disconƟnued through the current supplier.
BACKGROUND
The DSU and DCU currently use EZ1 instruments to process evidenƟary samples. The instruments are used to extract DNA from evidence and, as a result, they are criƟcal to the DNA tesƟng process. Currently, the Qiagen instruments are the only DNA extracƟon robots validated for operaƟonal use. The current instruments are, however, being disconƟnued by the manufacturer. The manufacturer’s replacement instrument is the Qiagen EZ2 Connect Fx.
Applicable Documents N/A
REQUIREMENTS
These instruments are being procured for tesƟng, evaluaƟon and validaƟon purposes, in preparaƟon for the replacement of the enƟre fleet of operaƟonal instruments that are being disconƟnued by the manufacturer.
The DSU has previously validated extracƟon instruments offered by other manufacturers as well as earlier versions of these Qiagen DNA extracƟon instruments, and these instruments are the only ones in use operaƟonally in the DNA Casework Unit (DCU). While there may be other companies that can provide similar products, lengthy and costly tesƟng and validaƟon studies would be required of the instrument itself; and further evaluaƟons (and thus Ɵme and money) would be necessary to integrate a different DNA extracƟon instrument into the already opƟmized and streamlined laboratory process.
PERIOD OF PERFORMANCE
The period of performance for the EZ2 Connect instruments SOW is 12 months from 9/30/2025 to 09/29/2026

1) The vendor must adhere to the following requirements:
• Be cerƟfied.
• Perform the appropriate configuraƟon of the EZ2 Connect instruments

• CalibraƟng the instrument
3) Vendor must offer a 12-month warranty on services provided, to include a return visit within that Ɵme period to make repairs to instrumentaƟon.
Quote shall include informaƟon regarding all service rates. This is to include rates for travel, non-contract labor rates, emergency labor rates along with an explanaƟon regarding when and how the rates are applied. In addiƟon, vendors supplying a quote shall provide informaƟon regarding what services are covered and not covered.
EMERGENCY CONTACT EMPLOYEES
Emergency point-of-contacts and telephone numbers will be made available at contract award.
EVALUATION CRITERIA
The Government intends to award the maintenance service agreement on a best value approach. The following factors will be used for contractor selecƟon, listed in descending order of importance: (1) Technical Capability (2) Past Performance and (3) Cost.

Contractors must obtain a security clearance for access to the Laboratory facility. Contractors are required to give the FBI facility point of contact three-day noƟce prior to arrival to complete services.

SECURITY REQUIREMENTS
