About this file
This document is a Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP) for a contract between Naval Medical Research Unit Dayton (NAMRU-D) and Dayton T Brown (DTB) to conduct Electromagnetic Interference (EMI) and Windblast testing on the TheraTactics Enhanced Pulse Oximeter (TTEPO) device.
The SOW details the specific tasks to be performed, including providing the TTEPO devices, conducting EMI testing per MIL-STD-461G, and conducting Windblast testing per MIL-STD-810H. The EMI testing includes Radiated Emissions and Radiated Susceptibility testing, with specific parameters and estimated durations provided. The Windblast testing includes two shots at 450 KEAS and two shots at 600 KEAS. Deliverables include test results, raw data, and a final report. The QASP outlines NAMRU-D's oversight of the contractor's performance and data review. The related federal contract opportunity is a Special Notice for "Windblast testing" issued by the Department of the Navy Naval Supply Systems Command.

Text version
The proposed effort for Electromagnetic Interference (EMI) and Windblast testing is to verify and validate the use of the TheraTactics Enhanced Pulse Oximeter (TTEPO) in extreme environments as required for Safe-to-Fly and Airworthiness standards. This will be a contracted effort between Naval Medical Research Unit Dayton (NAMRU-D) and Dayton T Brown (DTB).
Statement of Work (SOW)
Task 1. NAMRU-D will provide DTB with TTEPO devices and cables for testing.
Task 2. Electromagnetic Interference testing according to MIL-STD-461G with One Mode of Operation / One EUT
2a. Complete initial program and device setup with estimated time of 1 eight-hour shift.
2b. Complete Radiated Emissions test according to RE102. The electric field will be performed on 1 side of the EUT to 28 GHz, and antenna positions will be based off the EUT dimensions. EUT is estimated to be under 7 inches for length, width, or height, and tested under one continuous mode of operation without time or duty cycle limitations. Testing is estimated to be completed in 1 eight-hour shift.
2c. Complete Radiated Susceptibility testing according to RE103. The electric field will be performed on one side of the EUT to 28 GHz, and antenna positions will be based off the EUT dimensions. EUT is estimated to be under 7 inches for length, width, or height, and tested under one continuous mode of operation without time or duty cycle limitations. Testing is estimated to be completed in 2 eight-hour shifts.
2d. DTB will complete a test report including data and results. Pass or fail parameters will be evaluated according to MIL-STD-461G.
Task 3. Windblast testing according to MIL-STD-810H.
3a. Complete initial engineering and setup of device with estimated time of up to 2 eight-hour shifts.
3b. Complete 2 windblast shots at 450 KEAS with an estimated time of up to 2 eight-hour shifts.
3c. Complete 2 windblast shots at 600 KEAS with an estimated time of up to 2 eight-hour shifts.
3d. DTB will provide two high video cameras for use for one week during the completion of testing.
3e. DTB will complete a test report including data and results. Pass or fail parameters will be evaluated according to MIL-STD-810H.
Deliverables
The customer will provide the following deliverables:
1. Results on device pass or failure of testing. For EMI testing, criteria is based on MIL-STD-461G. For windblast testing criteria is based on MIL-STD-810H.
2. Data from each of the 6 tests completed: RE102, RE103, 2 windblast shots at 450 KEAS, and 2 windblast shots at 600 KEAS.
2. Final report. This report will include a detailed description of all findings obtained during the period of performance.
Quality Assurance Surveillance Plan (QASP)
1. NAMRU-D personnel will accompany the contractor during onsite visits for the performance of experimental data collection procedures.
2. NAMRU-D personnel will review the contractor’s raw, processed, and analyzed data for each device.
