STATEMENT OF WORK
SECURITY GATES AND ACCESS CONTROLS
Air Traffic Control Tower (PVD) Warwick, RI
1. OBJECTIVE. Relocate the existing 20 foot vehicle security gate further down the access road to operate as the egress and add additional fencing. Relocate all components associated with the “Tilt- A-Way” gate inclusive, but not limited to, the access controls, and telephone. Additionally, install one new 18’ vehicle gate to act as the ingress gate.
2. FACILITY. The project is located at the following address:
A. Air Traffic Control Tower (PVD) 464 Warwick Industrial Dr, Warwick, RI 02886
3. GENERAL. The contractor shall furnish all labor, supervision, engineering, materials, services, insurance, equipment, and tools necessary to accomplish project requirements. The relocated and new security gate units must be complete, fully operational, and able to provide the intended functionality. A portion of the existing fencing/gate will be removed, asphalt will be patched, and new fencing will be placed that meets the requirements of the FAA orders.
4. SCOPE OF WORK.
A. Relocate the existing “Tilt-A-Way” Vehicle Gate and procure and install an additional pivot gate
1. Carefully remove the existing 20’ pivot gate and salvage for reuse.
2. Procure and install one 18’ vertical pivot gate manufactured by “Ideal Mfg, inc” or approved equal.
Gate shall include cold weather package options, stanchion and photo eye. Gate height shall match existing gate at a minimum.
3. Procure and install one additional stanchion to be used with existing, relocated 20’ “Tilt-A-Way” gate.
4. Locate existing conduits, cables and utilities in the area and mark. Areas of construction must be investigated by Digsafe. Areas of known utilities must be dug by hand.
5. Establish new Concrete Pads for the Vehicle Gate Controllers, per manufacturer’s recommendations and contract drawings.
6. Place new fencing from corners of AOA fence to new gate locations. Fencing shall be 8’ high with 1’ barb wire to match existing Airport Operation Area fence (AOA). Approx. 45’ to 50’ of fencing.
7. Place new 3’ pedestrian gate adjacent to the ingress vehicle gate, gate shall be latch style for padlock only with no access controls. See drawings for additional details.
8. Reuse the existing Gate Demark. All existing cables serving the security elements shall be pulled back to the Gate Demark and removed. New conduit , conductors and cabling shall be run from the Demark to the respective equipment (Gates, Card readers, telephone, camera)
9. Run new 1” GRSC conduit for cables serving the existing Pelco camera. Camera will remain in place.
10. Procure and install one new mailbox, manufacturer Salsbury Industries, model 33002BLK-U or approved equal. Contractor shall submit on specified item.

11. Relocate the PIV access control, telephone and place new mailbox to new location. Place foundation and pedestals for relocated items. A vehicle island shall be installed between the entrance side of the vehicle gates inclusive of curbing. The card reader, phone and mail shall be located on this island.
Remove existing foundation and pedestals after relocation is complete.
12. Establish new vehicle and safety loops for the ingress and egress pivot gates
13. Place approx.7 bollards to protect gate controllers, fencing and card reader pedestal. See dwgs for approx. locations.
14. Remove existing concrete pads serving the existing gate and Card reader
15. Remove the existing abandoned gate found adjacent to the active gate and fencing as shown in the drawings. Knox box shall be removed from fence prior to demo and handed to the FAA
16. Remove existing island that was abandoned with old gate and associated conduits to max extent possible.
17. Patch asphalt as needed from demolition efforts to match surrounding asphalt.
18. Remove than replace/patch Asphalt as needed for placement of new fencing.
19. Remove Asphalt from the main access road to the ATCT and the AOA gate. See contract drawings for details. Seed area after removal of asphalt.
20. Provide all grounding necessary per the contract drawings.
21. Provide Temporary fencing as needed to keep the facility secure at all times. Construction shall be phased such that the facility remains secure during construction to the maximum extent possible.
Contractor shall submit on a phasing plan.
5. MATERIALS.
A. Materials furnished by the contractor for this project shall be new, unless specified materials can be re-used. All product to be installed to the manufacturer’s instructions.
B. Hazardous Materials. No materials supplied by the contractor for this project shall contain asbestos or lead-based materials. All SDS sheets must be provided prior to construction for all required materials.
6. SITE VISIT. A site visit is mandatory. The tender of a price proposal by a Contractor shall be considered evidence that they have visited the site, and noted the conditions under which the work must be performed, and that the contractor takes full responsibility for a complete knowledge of all factors relevant to this work.
7. PERFORMANCE PERIOD. Complete all work within 21 calendar days of Contractor’s Notice to
Proceed. Based on facility requirements, night work may be necessary but not mandatory.
8. MEETINGS. Attend 2 separate meetings at the facility/ virtual (CO/COR discretion) after contract award and prior to start of work. Meetings may be on different days and several days or weeks apart.
All meetings are mandatory. Meetings include:
A. Preconstruction:
1. Logistics, schedule, deliveries, mobilization, etc.
2. Contractor personnel
3. Submittal approval
B. Operational Risk Management/ Mitigation:
1. Personnel and facility safety requirements
2. Coordination and communication for outages

9. SECURITY. Site access is restricted. Contractor employees must be escorted by an FAA badged employee (COR) at all times. Comply with all facility security requirements and inspections.
A. All personnel performing work under this contract will be subject to the security requirements of the facility B. Work under this contract will affect the security access to the facility. A plan shall be developed to minimize impacts to the security of the facility for the duration of this work.
10. SUBMITTALS. Materials and Equipment. Provide submittal data for equipment proposed for use.
Electronic portable document format (PDF) files of manufacturer’s complete performance data and descriptive literature shall be submitted to the Contracting Officer (CO) for review and approval.
Highlight specific model numbers, styles, and types scheduled for installation. All equipment and material that are not in accordance with the contract drawings and specifications shall be specifically noted and highlighted in the submission.
11. INSTALLER QUALIFICATIONS.
A. The installing contractor shall have been engaged in the installation, service, and repair of security systems for a minimum of 5 years. The installing contractor shall have an established working knowledge of the “Tilt-A-Way” manufacturer gates, the existing access controls in use and establishment and connectivity of all existing cameras, card readers and communications on site.
B. All Riggers must have required certification and present them to the COR on site prior to equipment use. Rigging operations will be limited to the approved submittal for means of rigging.
12. PROJECT CONDITIONS
A. Full FAA Occupancy: FAA will access the site and existing buildings during entire project period. Cooperate with FAA personnel during project to minimize conflicts with FAA's operations.
B. Work Hours.
1. Operational Spaces. Accomplish all work during hours between 6:00 AM and 6:00 PM (local time), Monday through Friday on mutually agreeable dates. Hours and dates are subject to change due to FAA operational requirements. Work must not impact operational time of Air Traffic operations.
C. Operational Risk Avoidance.
1. General. This facility provides services to assist in the control of aircraft movement, operates 24 hours a day, 365 days a year, and is vital to the National Airspace System. The building is densely filled with electric and electronic equipment. This facility is secured with locked interior and exterior doors. All work will be performed with the facility maintaining full operation.

2. Coordination of Work Affecting Operational Systems or Personnel. Coordinate all work that has any or may have any impact on any operational systems or personnel within the facility through the COR. Cease any work that is adversely impacting the operations of the facility or personnel and immediately report impact to the COR; repair or restore any portion of the operational system that has been damaged or suffered diminished performance as a result of the Contractor’s activities.
3. Avoid actions deemed detrimental or increasing risk to the facility’s mission, occupants, or equipment.
4. Avoid activities that create objectionable noise, release detectable odors, or generate smoke.
5. Avoid activities that impede traffic flow to maximum extent feasible, which may delay or impede access of personnel to the facility. Coordinate any impacts in advance.
6. Circuit Breakers and disconnect switches will be operated by FAA personnel only.
Contractor personnel must not operate circuit breakers or any other electrical disconnecting device. FAA will lockout/tagout equipment to insure personnel safety while safeguarding facility operations. Contractor shall participate as an observer in lockout/tagout procedures in order to protect contractor as well as FAA personnel.

D. Safety.
1. Perform all work safely and in accordance with the following requirements.
2. Comply with FAA Electrical Standards, FAA Safety Standards, National Electrical Code
(NFPA 70), National Fire Code, OSHA, manufacturer’s recommendations, local, state, and federal regulations, other authorities having jurisdiction, and local facility requirements. FAA Standards are available on request.
3. Workers must use Personal Protective Equipment (PPE) as required by code, regulation, standard, or manufacturer’s recommendation.
4. Operators of and heavy equipment or machinery shall be properly certified.
5. Digsafe shall be called and all known utilities marked prior to excavations.
6. Contractor to secure the working area at all times to protect personnel and their belongings from debris, machinery or any working hazard as they access or leave the facility. The work area shall be properly lit when needed and cleaned after construction activities to avoid any damage. The construction site shall be maintained in a clean and orderly fashion at all times.
E. Coordination and Approval. Coordinate with and obtain approval from the COR for work schedule, hours, and activities on a daily basis. Coordinate high risk tasks with COR prior to work start. High risk tasks include, but not limited to outages, cutovers, rigging activity, and temporary road closures.
F. Drawings. Drawings are included for reference only. The work to be accomplished is described in the statement of work. The drawings are intended to provide a general layout of the new gate location and fencing layout. The contractor to maintain redline drawings throughout construction to be provided to the COR at project completion.

13. CLEANUP. Remove all debris, rubbish, scrap, dirt, and protective coverings from the work areas upon completion of the work shift each day. Site conditions throughout construction period will not impact site operations. The affected work areas shall be thoroughly cleaned to their original condition at the end of each work shift. Site must be returned to original condition prior to project completion.
14. QUALITY ASSURANCE AND WORKMANSHIP. All work shall be accomplished in a neat, workmanlike manner by skilled workmen regularly engaged in their respective trade resulting in an installation that is absolutely satisfactory in both function and appearance as determined by the
COR.
15. WARRANTY.
A. All material, equipment, and workmanship provided in the project shall be warranted for a period of one (1) year, from date of acceptance by the COR unless noted otherwise elsewhere in contract documents.
16. Security Gate and Access Controls.
A. Existing Gate Unit. One (1) twenty foot Tilt-A-Way vehicle gate.
1. Unit shall be carefully inspected and tested prior to removal. Once removed the contractor shall protect the unit from damage and store appropriately.
B. New Vehicle Gate
1. Unit shall be an 18’ vehicle pivot gate, manufactured by Ideal Mfg “Tilt-A-Way” or approved equal. Gate shall be equipped with unit heater/winter package options.
Contractor shall submit on model for approval
C. Existing Gate Unit Relocation. Relocate existing gate from the current location to a location specified by the contract drawings and the COR. The gate will require a new proximity loop, relocation of the gate components, and placement of a new foundation.
The existing proximity loop shall be abandoned in place and the existing foundation shall be removed.
1. The relocated and new Security Gates shall be tested to ensure functionality with the access control system. All systems shall operate as they were prior to relocation. Contractor shall identify any concerns prior to relocation.
D. Existing Access Controls. The existing card reader works with an existing security access system. The Contractor shall relocate the existing card reader to a new pedestal and ensure the access controls function correctly. The existing pedestal and foundation shall be removed.
1. The contractor shall make arrangements if necessary to program the access controls. The existing card reader shall be relocated and tested for functionality.
E. Existing Camera: The existing camera and mounting pole shall remain in place. The existing cables shall be pulled back and a new 1” GRSC shall be secured to the Camera pole serving the existing Pelco camera. The contractor shall reestablish connection to the existing camera The Camera shall be made operational and shall be mounted such that the view captures personnel accessing the card reader. Final mounting view shall be approved by the COR and
FAA.

F. Temporary Security layout. Submit a plan on the sequence of work. The contractor shall develop a plan to minimize the security concerns once the security gate is removed. Place temporary fencing as needed to keep the facility secure at all times.
G. New Chain-link Fencing. All new chain-link fence shall be eight feet in fabric height with one foot of barb wire for a total of nine feet. All material and sizes shall be in accordance with FAA standards and the drawings. All gaps shall be kept to the FAA standards specified in both the drawings and specifications.
H. Concrete. All concrete placed shall contain rebar and shall be a minimum of 3000 psi. The contractor shall follow the manufacturer’s recommendations and the drawings. All concrete shall be placed below the 3’ frost line and in accordance with the contract drawings. All concrete shall be placed on solid undisturbed soil. Compacted stone and or structural fill may be required to provide a suitable base for newly placed concrete.
I. Testing. The contractor shall test the existing security access system for functionality.
Document current conditions. Once relocation has been complete, the contractor shall once again test all components for functionality and ensure the system works as intended.
J. Products: The contractor shall submit on all material they wish to install. All material shall be as listed on the contractor drawings or approved equal.
K. Appendix contains drawings, pictures and additional documentation for the completion of this work.

SECTION 03 30 00 CAST IN PLACE CONCRETE
PART 1 GENERAL REQUIREMENTS
1.01 General - This section covers general concrete work, including reinforced and non-reinforced concrete.
1.02 Applicable Documents - The following specifications and standards of the issues currently in force, form a part of this section and are applicable as specified herein.

1.03 Submittals
A. Product Data: Submit manufacturer's technical product data, including specifications, for admixtures, reinforcement bars, and anchor bolts to the COR.
Include data substantiating that materials comply with requirements.
B. Concrete Delivery Tickets: Submit ready mix concrete delivery tickets to the COR as required under paragraph 3.02.1 of this section.
C. Compaction Method: Submit to the COR the mechanical vibration method proposed, if any, as required under paragraph 3.07.7 of this section.
D. Concrete Protection Procedures: If site/weather conditions merit, submit to the COR proposed methods of protection of concrete as required under paragraphs 3.07.4 and
3.07.9 of this section. Likewise, submit to the COR method of proposed concrete temperature control as required under paragraph 3.07.5.3 of this section.

2.01 Aggregate - Aggregate shall conform to Federal Specification SS-A-281, Classes 1 and 2, or
ASTM C33.
2.02 Cement - Cement shall conform to Federal Specification SS-C-192, Type I or Type IA, or
ASTM C 150 & C 175.
2.03 Admixtures – Air-entraining agents shall conform to ASTM C 260. All other admixtures, such as curing compound, shall be submitted to the Contracting Officer for approval prior to use.
2.04 Water - Water shall be clean, fresh, and free from injurious amounts of mineral and organic substances.
2.05 Reinforcing Bars - All reinforcing steel shall be per Section 03200.
2.06 Anchor Bolts - Anchor bolts shall be sized as indicated on the contract drawings and shall be stainless steel, unless otherwise indicated.
2.07 Chemically Adhered Anchor Bolts – All chemically adhered anchor bolts indicated on the contract drawings shall be Hilti Kwik Bolt II Expansion Anchors made of 316 stainless steel and installed with Hilti HSE 2411 two part epoxy or equal.
PART 3 EXECUTION
3.01 Concrete Proportioning
3.01.1 Strength - Concrete shall be proportioned and mixed for minimum allowable compressive strength at twenty-eight (28) days of three thousand (3000) pounds per square inch. Unless otherwise indicated on the drawings, the maximum aggregate size shall be three-quarter (3/4) inch.
3.01.2 Slump - In general, the maximum slump permitted for any mix, as tested in accordance with
ASTM C 143, shall be three (3) inches. The COR may allow a slump at three to five (3 to 5) inches when requested in writing by the Contractor and approved by the CO prior to operation.
3.02 Ready-Mixed Concrete – Ready-mixed concrete shall conform to ASTM C 94 except that concrete which has contained its mixing water longer than 90 minutes shall not be placed.
3.02.1 Delivery Tickets - Delivery tickets showing the mix proportions, including any water added at the site, and strength of the concrete shall be provided to the COR prior to depositing the concrete. The tickets shall also indicate the delivery date, time dispatched, name and location of project, and truck number.
3.03 Job Mixed Concrete - Concrete mixed at the job site shall be in accordance with American
Concrete Institute Standard ACI 318.
3.03.1 Proportions - The proportions of aggregate to cement shall be such as to produce a mixture, which will work readily into the corners and angles of the forms and around the

Cast In Place Concrete 03 30 00 - 3 reinforcement without segregation of materials or collection of excess free water on the surface.
3.04 Retempering - The retempering of concrete, which has partly hardened, that is mixing with or without additional cement, aggregate or water, will not be permitted.
3.05 Forms
3.05.1 General - Forms shall conform to the shape, lines, grades, and dimensions of the concrete as called for on the drawings and specifications. Lumber used in forms for exposed surfaces shall be dressed to uniform thickness and shall be free from loose knots or other defects.
Joints shall be horizontal or vertical where appearance of the finished surface is of importance. For unexposed surfaces and rough work, undressed lumber may be used.
Lumber once used in forms shall have nails withdrawn, and surfaces to be in contact with concrete thoroughly cleaned before using again.
3.05.2 Construction - Forms shall be sufficiently tight to prevent leakage of concrete. They shall be properly braced or tied together to maintain the desired position and shape during and after placing concrete. The Contractor may use prefabricated forms. The forms shall extend to the bottom of the excavation. Dimensions are as shown on the contract drawings.
3.05.3 Form Treatment - The inside of forms shall be coated with non-staining mineral oil or other approved material, or, in the case of wood forms, they shall be thoroughly wetted. Where oil is used, it shall be applied before the reinforcement is placed.
3.05.4 Inspection - Temporary openings shall be provided at the bases of columns, wall forms and at other points where necessary to facilitate cleaning and inspection immediately before depositing concrete.
3.05.5 Form Removal - The removal of forms shall not be started until the concrete has attained the necessary strength to support its own weight and any construction loads.
3.06 Reinforcing Steel, Bolts and Conduit
3.06.1 Reinforcing Steel - Metal reinforcement shall be free from rust, scale or other coatings, and shall be accurately placed and properly secured in position by concrete blocks or metal chairs, spacers and tie wires.
3.06.1.1 Cover - All reinforcement shall have three inches of minimum cover of concrete unless otherwise noted on the contract drawings.
3.06.2 Anchor Bolt Installation - The anchor bolts shall be installed prior to placing the concrete and held in place by a method approved by the COR to prevent displacement during the placing of the concrete. No anchor bolt shall be installed after the concrete is placed, except for expansion and/or chemical anchor bolts designed for this purpose. All anchor bolts shall be set to the tolerances indicated on the contract drawings.
3.06.2.1 Expansion/Chemical Anchor Bolts - Any expansion or chemical anchor bolt, where drilling is required, shall not be installed until the concrete has reached the design strength. Use of any expansion or chemical anchor bolts shall be approved by the COR.

3.06.3 Conduit Installation - All conduits shall be installed prior to the placing of concrete. The conduit shall be held in place by a method approved by the COR to prevent displacement during the placing of the concrete. Bending of the conduit will not be permitted.
3.07 Placement and Protection
3.07.1 Preparation - Before beginning the placement of concrete all hardened concrete and foreign materials shall be removed from the inner surfaces of the mixing and conveying equipment.
Before depositing concrete, all debris shall be removed from the space to be occupied by the concrete. Forms shall be thoroughly oiled or wetted. Reinforcement shall be secured in position and approval of COR attained before concrete is placed. Unless otherwise directed by COR, water shall be removed from the space to be occupied by the concrete before concrete is deposited. Any flow of water into an excavation shall be diverted through proper side drains to a sump, or be removed by other methods which will avoid washing the freshly deposited concrete.
3.07.1.1 Concrete Placement in Excavations - Excavations for concrete placement shall be to the elevations and dimensions indicated on the applicable drawings. Concrete shall be placed on undisturbed soil. Excavations beyond the depth required shall be filled with concrete to the specified elevation.
3.07.2 Handling - Concrete shall be handled from the mixer, or in the case of ready-mixed concrete, from the transporting vehicle to the place of deposit as rapidly as practicable by methods, which will prevent the separation or loss of ingredients.
3.07.3 Depositing - Concrete shall be deposited in the forms as nearly as practicable in its final position to avoid re-handling. Forms for walls or other sections of considerable height shall be provided with openings or other devices that will permit concrete to be placed in a manner which will prevent segregation and accumulations or hardened concrete on the forms or reinforcement above the level of the concrete. Concrete shall be deposited continuously, or in layers of such thickness that no concrete will be deposited on concrete which has hardened sufficiently to cause the formation seams or planes of weakness within the section. If a section cannot be placed continuously, construction joints shall be located at points approved by the COR. The ambient temperature when concrete is deposited, shall not be less than 50F or more than 90 F.
3.07.4 Cold Weather Depositing - In freezing weather suitable means shall be provided to maintain the concrete within the temperatures specified until thoroughly hardened. Before placing concrete, the forms shall be protected on all sides by straw, tarpaulins, or other means. Methods of heating and protecting shall comply with ACI 306 and be approved by the COR to prevent freezing. Salts, chemicals, or other foreign materials shall not be mixed with concrete to prevent freezing.
3.07.5 Hot Weather Placement - When mixing, transportation, placing, finishing, and curing concrete in hot weather, comply with ACI 605 and the directions of the COR.
3.07.5.1 Delivery - Minimize the period between mixing and delivery. On all delivery slips, indicate batching and depositing times.

3.07.5.2 Retempering - Retempering shall not be permitted.
3.07.5.3 Temperature of Concrete as Placed - When concrete temperatures are expected to exceed 70 degrees F, Contractor shall take appropriate safeguards. In any event, do not allow concrete temperature to exceed 90 degrees F. Submit special procedures, required to maintain concrete within the 90 degrees F limit, to the COR for review and approval.
3.07.6 Pumping - Where concrete is conveyed and placed by mechanically applied pressure, the equipment shall be suitable and adequate in capacity. The operation of the pump shall be such that a continuous stream of concrete without air pockets is produced. When pumping is completed, the concrete remaining in the pipeline, if it is to be used, shall be ejected in such a manner that there will be no contamination of the concrete or segregation of the ingredients.
After this operation, the entire equipment shall be cleaned.
3.07.7 Compacting - During, and immediately after depositing, the concrete shall be compacted by means of a mechanical vibrator. The concrete shall be thoroughly worked around reinforcement, around imbedded fixtures, and into corners. Accumulations of water on the surface of the concrete due to water gain, segregation, or other causes, during placement and compacting, shall be prevented as much as possible by adjustments in the mixture. Provision shall be made to remove such water as may accumulate so that under no conditions will concrete be placed in such accumulations. When mechanical vibration is used, the number and type of vibrations shall be subject to the approval of the COR.
3.07.8 Bonding - Before depositing new concrete on or against concrete which has hardened, the forms shall be retightened. The surface of the hardened concrete shall be roughened in a manner that will not leave loosened particles of aggregate or damaged concrete at the surface.
It shall be thoroughly cleaned of foreign matter by compressed air and saturated with water.
To insure an excess of mortar at the juncture of the hardened and newly deposited concrete, the cleaned and saturated surfaces shall be covered with a coating of mortar or neat cement grout against which the new concrete shall be placed before the grout has attained its initial set.
3.07.9 Protection - All concrete placed under this specification shall be so protected for seven (7) days that the temperature at the surface will not fall below 50 degrees F, or that there will be no appreciable loss of moisture from the surface. The Contractor shall submit for approval of the CO the methods he/she proposes to use for protecting the concrete against low temperatures. These requirements concerning the temperature at the surface is intended to apply to placing of concrete in those seasons of the year, or in such places where the possibility of freezing or continued low temperatures is to be expected. They are not intended to apply where temperatures below 40 degrees F are a rarity. In any case, concrete must be protected during the first 72 hours where Portland cement is used.
3.07.10 Loading - Loads shall not be applied to freshly placed concrete for at least:
24 to 48 hours, as permitted by the COR, for light or non-load bearing elements, 3 to 7 days, as permitted by the COR, for all other elements where design stresses are critical.
3.08 Finishes - Concrete shall be finished monolithically to a smooth level surface by floating and troweling.

3.09 Quality Assurance
3.09.1 General - The material to be furnished shall be subject to inspection by the COR.
Concrete delivery tickets or copies thereof shall be submitted to the COR for inspection upon delivery. Inspection, however, will not relieve the Contractor of the responsibility to furnish satisfactory materials. When materials and workmanship do not conform to the specification requirements, the Government reserves the right to reject material or workmanship, or both, at any time before final acceptance of the structure.

SECTION 26 05 00 - COMMON WORK RESULTS FOR ELECTRICAL
PART 1 – GENERAL
1.1 SUMMARY
A. General:
1. The general electrical requirements in this section are applicable to both Government Furnished Equipment (GFE) and non-GFE. Materials and equipment shall comply with all requirements of the contract documents. Materials furnished by the Contractor shall be new, the standard products of manufacturers regularly engaged in the production of such materials, and of the manufacturer's latest designs that comply with the specification requirements. If material and equipment requirements conflict, the order of precedence for selection shall be as follows: special contract provision, this specification, the contract drawings; and then in continuing order of precedence, military specifications, federal specifications, NFPA publications, IEEE standards, UL standards and NEMA standards. Wherever standards have been established by Underwriters Laboratories, Inc., the material shall bear the UL label.

1.3 ELECTRICAL CHARACTERISTICS
A. Provide the following electrical equipment and systems:
1. Equipment, wiring devices and electrical connections required for installation of electrical
2. Raceways and wiring for power and controls.
3. Grounding systems.
4. Cutting and patching for electrical construction.
B. Product Requirements:
1. Provide products which conform to and installation that complies with the requirements of the ABA.
C. Spacing Requirements:
1. Electrical equipment sizes indicated on the drawings are generally based on specified manufacturer. Verify that the equipment proposed will fit in the space indicated on the drawings. Coordinate building dimensions with architectural and structural drawings.
Equipment furnished and installed under other Sections of this Specification shall be coordinated with the requirements of this Section. Maintain clearances required by NFPA 70 around electrical equipment. Establish the exact location of electrical equipment based on the actual field verified dimensions of equipment furnished.
D. Departure from Dimensions Shown:
1. Minor departures from exact dimensions shown in electrical plans may be permitted when required to avoid conflict or unnecessary difficulty in placement of a dimensioned item, provided all contract requirements are met. The Contractor shall promptly obtain written approval from the Contracting Officer's Representative prior to undertaking any such departures and shall provide appropriate documentation of the departure.
1.4 SUBMITTALS
A. Product Data: For each type of product specified.
B. Samples: When the adequacy, quality and safety of a material will be better demonstrated and it will expedite approval, provide single samples of items proposed for use. Conform to the procedures specified. Submit samples of color, lettering style, and other graphic representation required for each identification product for the project.
C. Test Reports:
1. Operating Tests:
a. An interim operating and performance test shall be performed for each major equipment item after installation is complete and before the item is placed in service. After systems have been completely installed and balanced, test each system for proper operation. Tests shall be conducted in the presence of the COR under design conditions to ensure proper sequence and operation throughout the range of operation. Make adjustments as required to ensure

proper functioning of the systems. Special tests on individual systems are specified under individual sections. Tests shall be scheduled and approved in writing by the Contracting Officer’s Representative at least 1 calendar days prior to conducting tests. Contractor shall demonstrate, to the Contracting Officer's Representative's satisfaction, proper operation of control devices by simulating actual operating conditions. Devices tested shall include, but not be limited to:
1. Security Gate Controllers
2. Access Control System
3. Security Camera
b. Submit a summary of the Electrical Test Report, noting deviations from requirements listed below:
1) Maximum plus or minus 5 percent variation between nominal system voltage and no load voltage.
3) Maximum plus or minus 10 percent variation between average phase current and measured individual phase currents for panelboards.
D. Operation and Maintenance Data:
1. Provide three copies of operating and maintenance instructions, equipment service manuals, catalog cuts and illustration as described in this section. The operations and maintenance (O&M) data shall be placed in suitable binders for use by maintenance personnel. The material shall include equipment model and serial numbers, performance characteristics, power and utility requirements and manufacturer's recommended maintenance schedules. Final acceptance of this equipment is contingent upon submission of required documents to and approval by the Contracting Officer’s Representative prior to the facility turnover.
Operating and maintenance instructions shall contain the following minimum data and shall comply with submittal requirements specified in individual Division 26 Sections.
a. Operating instructions shall include illustrations and explanations for controls, initial set points and startup and shutdown procedures for both normal and emergency conditions.
b. Maintenance instructions shall include periodic inspection and lubrication requirements and where applicable, equipment performance verification requirements.
c. Troubleshooting and fault diagnosis data shall list trouble symptoms, instructions necessary to determine cause of trouble and the action required to restore equipment to operating condition.
2. Repair instructions.
3. Spare parts list.
4. Include a list of required tools and equipment to maintain the system.
5. Provide names, addresses and telephone numbers of all service organizations that supply repair parts for the system or systems to be furnished.
6. Repair Instructions:
a. Include equipment disassembly, repair, replacement and re-assembly. Checkout or test data shall also be provided. Reprogramming instructions shall be provided for equipment having a programmable memory. Re-packing instructions shall be provided for sending equipment to the manufacturer or to a repair depot for repairs. The instructions

shall contain a list of spare parts recommended by the equipment manufacturer to support the operation of the equipment for a 1-year time period.
7. Parts List:
a. A parts list shall be furnished that includes part names and part numbers that are shown on illustrations or tables. The parts list shall identify the actual manufacturer of the part, replacement cost and shall also contain a notation of identifying products as commercial grade for common non-special design hardware.
8. Overhaul Instructions:
a. The O&M data shall include overhaul instructions that are required to return the equipment to full operational capability in the event that the machinery stops working properly.
9. O&M Data:
a. The O&M binder shall include tabs for insertion of all GFE data. Prepare and distribute operations and maintenance data as specified in Section 01 78 23, “Operation and Maintenance Data.” The O&M data shall contain as appropriate, the following:
1) Wiring diagrams.
2) Electrical schematics.
3) Control diagrams.
4) Wire terminal assignments.
5) Equipment layouts.
10. Record electrical drawings, modified to record actual conditions and modifications, including dimensions.
11. Approved shop drawings.
12. A list of all subcontractors used on the project with address and phone number.
E. Substitutions: Contractor shall submit on any proposed alternatives.
1.5 QUALITY ASSURANCE
A. Comply with NFPA 70 and FAA-C-1217 for components and installation. In case of conflict between provisions of codes, laws and ordinances, the more stringent requirement shall apply.
B. Material and Equipment Qualifications: Provide materials and equipment that are products of manufacturers regularly engaged in the production of such products which are of equal material, design and workmanship. Products shall have been in satisfactory commercial or industrial use for 2 years prior to bid opening. The 2-year period shall include applications of equipment and

materials under similar circumstances and of similar size. The product shall have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer unless stated in the technical section.
C. Listing and Labeling:
1. Provide products specified in the Section that are listed and labeled. The terms "listed and labeled" as defined in the National Electrical Code, Article 100. Listing and labeling agency qualifications: NRTL as defined in 29 CFR 1910.7.
D. Summary:
1. Submit a summary of the Electrical Test Report, noting deviations from requirements listed below:
a. Maximum plus or minus 5 percent variation between nominal system voltage and no load voltage and between no load and full load voltage.
b. Maximum plus or minus 20 percent variation between average phase current and measured individual phase currents for panelboards.
E. Equipment Training (Non-GFE):
1. After final tests and adjustments have been completed, fully instruct the Contracting
Officer’s Representative and other personnel, as directed by the Contracting Officer’s Representative in details of operation and maintenance of special equipment, including control system as installed. Submit outline of proposed instruction course 21 days prior to start for approval by the Contracting Officer's Representative.
F. Project Record Documents
1. Maintain at the job site a separate set of white prints of the contract documents for the purpose of recording the system and dimension changes of those portions of work in which actual construction is at variance with the contract documents. The Contractor shall record changes for both GFE and Contractor provided equipment. Upon acceptance of the project, submit documents to the Contracting Officer's Representative, with verification of data accuracy. Mark the drawings with colored pencil. Prepare the drawings as the work progresses. Upon completion of work submit drawings clearly indicating the following:
a. Locations of devices, conduits, equipment and other pertinent items. Indicate the depth of buried ducts and direct burial cable.
b. Schematic and interconnection wiring diagrams of the completed power and control system incorporating the data derived from the equipment shop drawings and the cable and conduit schedule. The drawings shall be detailed to wire and terminal block numbers, conductor color coding, device designations locations and reflect identifications established at the site.

c. Cable and conduit schedule for cables and conduits actually installed; include the type, size, origin, destination, and approximate length for each cable and conduit.
Indicate for each cable the voltage rating, number of conductors, cable number, color coding and routing.
G. Material and Equipment Manufacturing Date: Products manufactured more than 3 years prior to date of delivery to site shall not be used, unless specified otherwise.
1.6 POSTED OPERATING INSTRUCTIONS
A. Provide for each system and principal item of equipment as specified in the technical sections for use by operation and maintenance personnel. The operating instructions shall include the following:
1. Wiring diagrams, control diagrams, and control sequence for each principal system and item of equipment.
2. Start up, proper adjustment, operating, lubrication, and shutdown procedures.
3. Safety precautions.
4. The procedure in the event of equipment failure.
5. Other items of instruction as recommended by the manufacturer of each system or item of
B. Print or engrave operating instructions and frame under glass or in approved laminated plastic.
Post instructions where directed. For operating instructions exposed to the weather, provide weather-resistant materials or weatherproof enclosures. Operating instructions shall not fade when exposed to sunlight and shall be secured to prevent easy removal or peeling.
1.7 DELIVERY, STORAGE AND HANDLING
A. Contractor provided equipment shall be protected from damage and stored in a dry location from the time of site delivery. Furnish and energize space heaters or provide desiccant recommended by the equipment manufacturer to prevent condensation. Conduct routine inspections of stored equipment to check equipment condition.
1.8 SEQUENCING AND SCHEDULING
A. Coordinate electrical equipment installation with other building components.
1. Arrange for chases, slots and openings in building structure during progress of construction to allow for electrical installations.
2. Coordinate installing required supporting devices and set sleeves in poured-in-place concrete and other structural components as they are constructed.
3. Sequence, coordinate, and integrate installing electrical materials and equipment for efficient flow of the work. Coordinate installing large equipment requiring positioning prior to closing in the building.
4. Coordinate connecting electrical service to components furnished under other Sections.
5. Coordinate connecting electrical systems with exterior underground and overhead utilities and services. Comply with requirements of governing regulations, franchised service companies, and controlling agencies.

6. Coordinate requirements for access panels and doors where electrical items requiring access are concealed by finished surfaces.
7. Coordinate installing electrical identification after completion of finishing where identification is applied to field-finished surfaces.
8. Coordinate installing electrical identifying devices and markings prior to installing acoustical ceilings and similar finishes that conceal such items.
B. Interruption of Power:
1. Contractor is advised that the project site is located at a fully operational facility.
Unscheduled power interruptions to any of the electrical distribution systems are not allowed. Work requiring a temporary or permanent de-energizing of the electrical service shall be scheduled and approved in writing by the Contracting Officer's Representative at least 14 calendar days in advance of performance of the work. Work may not commence until written authorization is received from the Contracting Officer's Representative.
PART 2 - PRODUCTS
2.1 SUPPORTING DEVICES
A. Channel and angle supports, raceway supports, sleeves and fasteners shall be as specified in Section 26 05 29, “HANGERS AND SUPPORTS FOR ELECTRICAL SYSTEMS.”
2.2 ELECTRICAL IDENTIFICATION
A. Provide electrical identification as specified in Section 26 05 53, “IDENTIFICATION FOR ELECTRICAL SYSTEMS.” Manufacturer's standard products to use colors prescribed by ANSI A13.1 and NFPA 70.
B. Manufacturer's Nameplate: Each item of equipment shall have a nameplate bearing the manufacturer's name, address, model number, and serial number securely affixed in a conspicuous place; the nameplate of the distributing agent will not be acceptable.
PART 3 - EXECUTION
3.1 EQUIPMENT INSTALLATION REQUIREMENTS
A. Comply with NECA 1.
B. All materials and equipment shall be installed in accordance with the contract drawings. Where manufacturer's recommended installation methods conflict with the contract requirements, difference shall be resolved by the Contracting Officer's Representative. The installation shall be accomplished by skilled workers regularly engaged in this type of work. Where required by local regulation, the workers shall be properly licensed. Install components and equipment to provide the maximum possible headroom where mounting heights or other location criteria are not indicated. Install items level, plumb, and parallel and perpendicular to other building systems and components, except where otherwise indicated. Install equipment to facilitate service, maintenance and repair or replacement of components. Connect for ease of
