The Department of Labor Service Contract Act Wage Determination 2015-4281 applies, covering automotive electricians, automotive painters, and motor equipment metal workers. Payment is contingent upon successful purchase and Government inspection/acceptance of vehicles, with potential for individual vehicle invoicing prior to overall completion. The contractor must provide comprehensive functional testing, coordinate on-site Government inspection, and deliver all documentation including system specifications, inspection reports, warranties, and user manuals at handover. A 12-month warranty covering defects in materials and workmanship for both base vehicles and upfitted components is required. STATEMENT OF WORK (SOW)

Manufacture of Special Purpose Protective Equipment Delivery Vehicles

Part 1

GENERAL INFORMATION

1. INTRODUCTION: The United States Secret Service (USSS) Technical Security Division (TSD) provides unique and specialized security measures in support of the agency’s protective mission. This is a non-personal services contract to provide and outfit six (6) special purpose protective equipment delivery vehicles. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Background: The USSS TSD has increased operational requirements to provide transparent armor to a growing list of agency protectees. As part of that increased operational tempo, the Technical Security Division has a need to procure and develop a special purpose armor delivery system to be used worldwide. In addition to the increase in mission, the current fleet of special purpose vehicles is inadequate and reaching their end of expected service life.

1.2 Objectives: The objective of this requirement is to acquire and outfit six custom built special purpose armor delivery vehicles per the outlined specifications.

1.3 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to meet the requirements outlined in this Statement of Work (SOW), except for those items specified as Government furnished property and services. The contractor shall accomplish the specific tasks listed below.

1.4. Specific Tasks: Each vehicle will consist of a “medium duty truck” with a flatbed and integrated A-frame. The contractor shall procure and deliver upon completion six (6) vehicles that each meet all requirements as listed below. A Government developed preliminary design shown below in Picture 1. The Government shall approve the vehicles before purchase and the final outfit design before construction.

1.4.1. Vehicle Procurement: Each vehicle shall have the following specifications

· Medium duty truck chassis, similar to a Ford F-550/650 or Chevrolet 5500/6500

· Cab color may be black or white, upon Government approval

· Gasoline or, diesel engine whichever best meets the needs for vehicle performance and weight bearing.

· Gross vehicle weight rating (GVWR) not to exceed 26,001 lbs.

· Maximum overall height, including retractable cover, not to exceed 9 feet 9 inches

· Appropriate tie down points to pass United States Air Force cargo certification

· Ability to drive on and off United States Air Force C-17 and C-5 cargo planes without use of additional ramps or lift (The use of addition air lift systems on the frame or suspension to provide extra clearance is acceptable)

1.4.2 Vehicle Outfitting: The contractor shall modify each vehicle with the following specifications

· Install a flatbed with a permanently attached a-frame

· Outside bed dimensions shall not exceed 94 in. wide and 178 in. long

· The A-frame shall be capable of supporting up to 3000 lbs. on each side, 6000 lbs. total, of transparent armor with dimensions of 60 in. by 80 in.

· The a-frame will be able to securely support transparent armor sizes from 48 in. by 72 in up to 60 in. by 80 in.

· The entire flatbed shall be covered by a retractable cover

· There shall be area for equipment storage built onto the flatbed, which may be bins or shelving

· Each vehicle shall be prepared for installation of emergency lighting, as specified by the Government

· The flatbed weight should allow for at least 6500 lbs. of cargo before reaching the maximum 26,001 lbs. GVWR

1.4.3 Testing, Inspection, and Vehicle Handover: The contractor shall perform comprehensive functional testing on each vehicle and all upfitted components to verify full operational capability, quality, and compliance with contract specifications. Upon completion of all internal inspections and quality assurance checks, the contractor shall coordinate with the Contracting Officer’s Representative (COR) or Technical Security Representative (TSR) to schedule a single, on-site visit for Government personnel to inspect and take possession of the vehicles.

During this visit, Government personnel will verify vehicle performance, upfit functionality, and compliance with all technical and safety requirements. If all acceptance criteria are met, the Government will formally accept the vehicles, and handover will occur immediately following inspection. The contractor shall ensure that all final documentation (including system specifications, inspection reports, warranties, and user manuals) is provided to the Government at the time of handover.

1.5 General Information

1.5.1 Period of Performance: The period of performance for this requirement is one base period, for eight (8) months upon award.

1.5.2 Place of Performance: All services shall be performed at the Contractor’s facility. The specific address will be provided upon contract award.

1.5.3 Hours of Operation: The contractor is responsible for conducting business, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.5.4 Type of Contract: The Government will award a Firm-Fixed Price contract.

Applicable Wage Determination:

The Department of Labor Service Contract Act (SCA) Wage Determination # 2015-4281, Revision 38, Dated: July 30, 2026, applies to this contract.

1.5.5 Invoicing: Invoices under this Firm Fixed Price Contract are permitted for submission upon:

Successful purchase and Government inspection/acceptance of each vehicle (CLIN 0001). After upfitting services have been fully completed, inspected/accepted by the Government, and all applicable deliverables have been received (CLIN 0002). If one vehicle is completed ahead of schedule, the Government may authorize (at COR’s discretion) invoicing for that vehicle prior to the completion of the remaining vehicles.

Invoices shall be submitted in accordance with USSS 3052.1107-70 Electronic Submission of Payment Requests Electronic Submission of Payment Requests.

1.5.5.1 Privacy Act: Personnel who have access to Privacy Information shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

1.5.5.2 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use.

1.5.5.3 Key Personnel: The contractor shall provide a point of contact (POC) who shall be responsible for the vehicles. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The POC or alternate shall have full authority to act for the contractor on all contract matters.

1.5.6 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.5.7 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.5.8 Warranty Period: The Contractor shall provide a clearly defined warranty for all work performed and all products and components delivered in accordance with this Statement of Work (SOW). The warranty shall cover defects in materials and workmanship for both the base vehicles and all upfitted components. The warranty shall be valid for a minimum of twelve (12) months from the date of Government acceptance

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER (C.O.). A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.4. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.5. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
