Questions must be submitted by August 11, 2026, at 4:00 p.m. EST. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 70US0926Q70092693 is issued as a request for quotation (RFQ), for Manufacture of Special Purpose Protective Equipment Delivery Vehicles.
This acquisition is set-aside for small business concerns. North American Industry Classification System (NAICS): 336120.

Magnitude of Services: To assist quoters with assessing the magnitude of services to be performed during contract performance, the Government estimates that approximately $900K - $950K of supplies and/or services are required to meet all requirements outlined in the Statement of Work (SOW), over the lifetime of the contract. A quoter shall not interpret this estimate as a price floor or ceiling, rather it is being provided to quoters to provide a better understanding of the full magnitude of services being requested by the Government and to assist quoters in developing quotations.

GENERAL QUOTE SUBMISSION REQUIREMENTS:
a. All pages in excess of the stated page limit (where stated) will not be evaluated.
b. Ensure the quoter’s name is on each page of the quote.
c. Each Volume I, II, III, and IV shall be submitted as separate files.
d. Questions:

Volume I - Administrative Quotation The quoter shall submit the administrative quotation in Microsoft Word or PDF format.
There is no page limitation to Volume I - Administrative Quotation
The administrative quotation shall include the following information:
• Solicitation number
• Date of submission
• Name, address, Unique Entity Identifier (UEI), and CAGE code of offeror
• Name, title, and signature of the contractor’s authorized representative (signature authority)
• Primary point of contact for this quote - name, phone number, email address.
• A statement that the quote is valid for 90 days from the date of the solicitation expiration date.
• A statement that the quoter’s System for Award Management registration is valid and active and the entity is not otherwise suspended, disbarred or otherwise unqualified to receive a Federal Contract Award.
• FAR 52.219-1 Small Business Program Representations; Complete and submit paragraph (c) of this provision, or provide a statement attesting to the information in SAM.
• FAR 52.240-90(c) Covered telecommunications equipment or services representations: Include a statement that your company does not provide and does not use Covered Telecommunications Equipment or Services, as defined in FAR 52.240-91 Security Prohibitions and Exclusions.
• Representation to FAR 52.225-2 Buy American Certificate. NOTE: If you submit this certificate without adding any information to 52.225-2(b), you are attesting that you are proposing a domestic end product (see FAR 52.225-1 for definition)
• State whether the proposed item does or does not consist wholly or predominantly of iron or steel or a combination of both (see FAR 52.225-1 for definition).
• Signed copy of the SF-1449 and all amendments.
Volume II – Technical Quotation Factor 1: Technical Response The quoter shall address each sub-factor in Microsoft Word or PDF format.
The page count for Volume II - Factor 1 shall not exceed a total of five (5) pages.
1.1. Sub-factor 1: Manufacturing Location
a. Submission Requirements: The quoter shall submit the location of manufacturing to meet place of performance requirements within the Statement of Work (SOW).
1.2 Sub-factor 2: Technical Design
a. Submission Requirements: The quoter shall submit a preliminary design of the protective equipment delivery vehicle to show how the SOW specifications would be implemented and adhered to in the final product.
1.3 Sub-factor 3: Timeline
a. Submission Requirements: The quoter shall submit a milestone plan with estimated timeframes to ensure the product will be completed within the period of performance.
Volume III – Organizational Experience and Past Performance Factor 2: Organizational Experience The quoter shall address this factor in Microsoft Word or PDF format.
The page count for Volume III - Factor 2 shall not exceed a total of five (5) pages.
a. Submission Requirements:
Organizational experience is the degree to which a quoter has performed similar work to the SOW requirements. The quoter shall demonstrate the offeror’s knowledge and ability to successfully perform the tasks reflected in the SOW.
The quoter shall submit an organizational experience summary containing at minimum two (2), but no more than four (4), previous contracts/projects demonstrating experience building specialty vehicles, within the last five (5) years of the solicitation issue date for this requirement. The summary shall include final product pictures.
The quoter shall clearly demonstrate how the organizational experience summary is similar to the SOW requirements.
Factor 3: Past Performance There is no requirement for the quoter to submit any documentation to address this factor.
a. Submission Requirements: None.
Past performance is a measure of the degree to which the quoter satisfied its customers in the past (e.g., how well an offeror performed).
The Government will consider past performance information from a wide variety of sources both inside and outside the Government. This includes, but is not limited to, reviewing performance information reported to the Contractor Performance Assessment Reporting System, as well as other sources of information.
Volume IV – Price Quotation Factor 4: Price
a. Submission Requirements: The quoter shall submit a price quotation in Microsoft Excel Format. Pricing shall be provided for the full scope of work covering the entire period of performance.
A ‘lump sum’ quote will not be accepted.
Proposed pricing must be broken down in sufficient detail for the Government to determine the proposed pricing is fair and reasonable, to include: Labor Categories (LCATs), Hourly Rates, Number of Hours, Item Description, Item Part #s, Quantities, and Unit Pricing.

A single, firm fixed price, purchase order will be made to a responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government using the evaluation factors listed below (best value trade off method).

Non-Price factors (Technical Response, Organizational Experience, and Past Performance) when combined, are significantly more important than Price. As quotes approach equality in confidence rating on the non-price factors, Price will become increasingly important.
EVALUATION METHODOLOGY
The quoter shall provide sufficient information in their quote for the Government to determine its level of confidence in the ability of the quoter to meet the requirements in the SOW.
The Government will utilize the confidence rating table in its evaluation for all non-price factors. Each non-price factor will receive its own confidence rating.
Confidence Rating Table:
High Confidence The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.
Some Confidence The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.
Low Confidence The Government has low confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the contract even with Government intervention.

Factor 1: Technical Response – This factor will be evaluated based on the Confidence Rating method. The Government will assign a confidence rating based on its review of the required content that demonstrates the quoter’s ability to successfully perform the services outlined in the SOW, while addressing all sub-factors.
Factor 2: Organizational Experience – This factor will be evaluated based on the Confidence Rating method. A confidence rating will be assigned based on the content of the Organizational Experience summary that demonstrates the Government’s confidence in the quoter’s ability to successfully perform the requirements outlined in the SOW.
Factor 3: Past Performance – This will be evaluated based on the Confidence Rating method.
In the event that a quoter does not have any recent or relevant past performance history, it will receive a neutral rating instead of a confidence rating.
· Recent: Within the last five (5) years of the solicitation issue date for this requirement.
· Relevant: Providing similar services to those outlined in the SOW.
A neutral rating does not give an advantage or disadvantage to the quoter; however, the Government may, in a technical/price tradeoff, determine that a High confidence or Some confidence past performance rating is worth more than a Neutral past performance rating.
Note: It is presumed that quoters have previously had an opportunity to respond to adverse past performance for ratings that were entered in the CPARS; therefore, quoters will not be provided another opportunity to address adverse past performance found in CPARS.
Factor 4: Price – Price will be evaluated for fairness and reasonableness.
The Government intends to evaluate quotes and award a purchase order without discussions with quoters. Therefore, the quoter’s initial quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may request clarifications on quotes without entering into discussions. Clarifications are limited exchanges to resolve minor irregularities or obvious clerical errors (e.g., a missing page, arithmetic errors etc.).
A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote).
