Statement of Work for Preqin Database Subscription Service

Small Business Administration

Office of Investment and Innovation

May 19, 2025

1. Background

The Office of Investment and Innovation (OII) has a need for Preqin data subscription service to assist the Small Business Administration (SBA) in effectively and efficiently delivering programs and services that are required of analysts who underwrite and audit funds, transactions, and portfolios and their respective companies and subsidiaries within the Small Business Investment Company (SBIC) program.

In 1958, Congress created the SBIC program to facilitate the flow of long-term capital to America’s small businesses. Since 1958, the mission of the Small Business Investment Company (SBIC) program has been to stimulate and supplement the flow of private equity capital and long-term debt financing that American small businesses need to operate, expand and modernize their businesses.

SBA does this by licensing and providing capital to professionally managed equity and debt investment funds as SBICs. SBA capital comes in the form of a government-guaranteed loan to the fund to match privately raised capital. The SBA-guaranteed loan, paired with private capital, increases access to financing for qualifying U.S. small businesses and startups while potentially improving risk-adjusted returns for private investors.

2. Objectives

OII is seeking access to Preqin’s online database platform to obtain the necessary information and tools on private equity, private debt, venture capital, and investor analysis to allow analysts the ability to objectively assess the performance of SBIC applicants and licensees. The data available on Preqin’s platform is needed for analyzing the financial performances of SBICs and SBIC applicants against industry benchmarks. OII currently is in the final option year of its current contract with Preqin LTD.

In administering the SBIC Program, OII staff must make informed, objective business decisions, and must have a credible, powerful information resource to rely on for expert risk management tools. OII’s decisions impact SBA’s overall mission in aiding small businesses and individual business owners. The program requires access to an online data platform with product offerings that meet OII’s need for accurate, current, and robust data to include, but not limited to comprehensive venture capital, private equity. private debt, alternative assets and investments on public and private deals, including angel investors, assets under management (AUM) investment criteria, past investments, fund by fund Internal Rate of Return (IRR), Multiple of Money (MoM), fund performance, and other key performance benchmarking metrics.
