About this file

This Statement of Work (SOW) details an intake and data migration project for the Naval Research Laboratory involving Anaqua Services. The scope includes processing 4,461 Invention Records and 6,002 Patent Records, with Anaqua Services performing a comprehensive data mapping and transformation exercise to address Navy's IPAMS system limitations. Specific services include mapping data fields, transforming data to meet Navy's AQX format, creating invention records with parent-child relationship structures, and preparing an upload template. The Navy will utilize the Upload Tool to implement the data, with Anaqua Services available to assist during the upload process.

The project has a one-time fee of $65,860, which may be negotiable to $55,981. Key technical considerations include working only with inactive patent/invention cases and potentially identifying additional parent/priority cases during the process. Anaqua's intake team is India-based, and the project allows for initial upload to a QA environment for testing before moving to production. The sole-source procurement is being conducted under simplified acquisition procedures with a focus on addressing Navy's specific intellectual property management system constraints.

SOW – PR 1301237436

Option One: Intake with Family Tagging: This option is especially recommended due to Navy’s homegrown IPAMS’ 2-relationship maximum limitation that will affect proper relationship associations such as DIVs & CONs.

• 4,461 Invention Records

• 6,002 Patent Records

• Anaqua Services will perform a mapping exercise to relate the former data field to the corresponding AQX data field.

• Anaqua Services will transform the data to meet Navy’s existing AQX data fields format, and populate the data into an upload template.

• Anaqua Services will create one (1) invention per patent record, and will complete the family structure by creating the immediate parent-child relationships (e.g., priority, DIV, CIP, CON, etc.)

• Navy will upload the data via the Upload Tool functionality and Anaqua Services can be available to assist during Navy’s upload.

o Navy can upload into QA first, test, and then upload to Production.

• Additional items to note:

o * Anaqua’s Intake team is India-based; hence we must get inactive cases only (patent / Invention) o * During the FT we may find additional cases (parent/priority), which may be present in AQX hence we would need reference numbers of such cases for family linking.

• One-Time Fee is $65,860, however, I can request the resources to reduce this one-time fee to $55,981.
