The Systems Test Section (Code 8223) of the Spacecraft Engineering Division at the US Naval Research Lab (NRL) conducts thermal vacuum testing of spacecraft and spacecraft payloads as part of the Naval Center for Space Technology (NCST) ongoing mission to advance the warfighter’s capabilities through the use of space technology. The NCST’s Payload Checkout Facility also contributes to the advancement of space technology through partnerships with NASA, Northrup Grumman, as well as other companies in the space technology industry both at home and abroad. The section’s largest thermal vacuum chamber, Big Blue, which is used to simulate the vacuum and thermal environment of space, has recently undergone an extensive project to replace its thermal shrouds. The shrouds are made of aluminum and the chamber itself is made of stainless steel. The internal working volume of the chamber is a cylinder that is 16 feet in diameter and 30 feet long. With the increased demand for strict contamination control to protect the delicate instruments being tested and the vacuum pumping equipment of the chamber, a cleanroom has been built around the opening to Big Blue. The ISO 7 (Class 10K) cleanroom consists of a vertical flow room as well as a horizontal flow room and gowning room. Because of this demand, the shrouds sections, chamber shell, and the cleanroom must be brought back to operating conditions to continue the NCST’s mission.
Scope of Work The work to be completed by the contractor involves the cleaning of the thermal vacuum chamber shell, the TVAC clean room, to include the vertical flow cleanroom, horizontal flow cleanroom, and gowning room, and each of the 6 individual shroud segments to be installed into the chamber. To optimize work flow these areas should be cleaned in the following order: chamber shell, shroud sections, vertical flow room, and horizontal flow room. The contractor will be working in conjunction with welders and riggers who are making repairs to and installing the shroud sections into the vacuum chamber. The contractor will be responsible for maintaining the cleanliness of the chamber as each shroud section is being installed.
3.0 Work Requirements
Work requirements stated herein shall be completed in the order that they are presented in order to ensure the cleanliness level is consistent through to completion of the contract.
3.1 Chamber Shell Cleaning Requirements
3.1.1 The Contractor shall clean all interior surfaces of the chamber shell (excluding the chamber door) to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 before any shroud zones are installed into the chamber.
3.1.1.1 The contractor shall submit, for approval, a list of all cleaners to be used before cleaning is started. Cleaners used shall be water soluble and not leave any residue after cleaning. Additionally, cleaners shall not be corrosive and potentially damage the chamber’s stainless steel body or the chamber’s Viton o-rings. Lastly, cleaners shall not be corrosive to the point of removing the black epoxy topcoat from the shroud surfaces.
3.1.2 The Contractor shall install a curtain or screen on the opening to the chamber to protect the interior surfaces from exposure to contaminants from the outside environment. The curtain must be easily removable for installation of the shroud zones into the chamber as well as be easily reinstalled once the shroud zone installation is complete.
3.1.3 The contractor shall be responsible for inspecting all chamber surfaces prior to the first shroud section installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A passing inspection is required before continuing on to installing shroud zone 3R.
3.2 Shroud Zone 3R Cleaning Requirements
3.2.1 The Contractor shall clean all surfaces of shroud zone 3R to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation into the chamber.
3.2.2 The contractor shall be responsible for inspecting all shroud surfaces prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A successful inspection is required before continuing on to installation.
3.3 Shroud Zone 1 Cleaning Requirements
3.3.1 The Contractor shall clean all surfaces of shroud zone 1 to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation into the chamber.
3.3.2 The contractor shall be responsible for inspecting all shroud surfaces prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A successful inspection is required before continuing on to installation.
3.4 Shroud Zone 2 Cleaning Requirements
3.4.1 The Contractor shall clean all surfaces of shroud zone 2 to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation into the chamber.
3.4.2 The contractor shall be responsible for inspecting all shroud surfaces prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A successful inspection is required before continuing on to installation.
3.5 Shroud Zone 4 Cleaning Requirements
3.5.1 The Contractor shall clean all surfaces of shroud zone 4 to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation into the chamber.
3.5.2 The contractor shall be responsible for inspecting all shroud surfaces prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A successful inspection is required before continuing on to installation.
3.6 Shroud Zone 5 Cleaning Requirements
3.6.1 The Contractor shall clean all surfaces of shroud zone 5 to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation into the chamber.
3.6.2 The contractor shall be responsible for inspecting all shroud surfaces prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. A successful inspection is required before continuing on to installation.
3.7 Shroud Zone 3F Cleaning Requirements
3.7.1 The Contractor shall clean all interior surfaces of the chamber door to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 before shroud zone 3F is installed onto the chamber door.
3.7.2 The Contractor shall clean all surfaces of shroud zone 3F to a surface cleanliness level of 300A, or better, per IEST-STD-CC1246 prior to installation onto the chamber door.
3.7.3 The contractor shall be responsible for inspecting all shroud surfaces and all interior surfaces of the chamber door all prior to installation. A certificate of conformance to IEST-STD-CC1246 requirements shall be provided in the end item data package upon completion of the contract. The Contractor shall provide their own cleaning chemicals and consumables. This also includes cleanroom garments. There shall be no acetone used inside of the vacuum chamber to protect O-ring seals from being dissolved. Chemicals used shall not leave any volatiles or residue on any surfaces. Chemicals should not be so strong that they will remove the black epoxy topcoat from the shroud’s painted surfaces. The contractor shall avoid any abrasive materials that can cause damage to the surfaces when being cleaned.
5.2 Equipment
The contractor shall be responsible for providing all cleaning equipment needed to complete the scope of work. This includes spray bottles, mops, hoses, heap vacuums, and any other cleaning equipment needed. The NRL shall make available to the contractor a scissor lift and a boom lift if needed.

The location where all work shall be completed is in the TVAC cleanroom, room 4E7, of building A59 on the NRL-DC campus.
7.0 Period of Performance
The contractor shall be allotted 3 days to clean the vacuum chamber interior, 2 days for each shroud zone, and 3 days for the TVAC cleanroom. In total, the period of performance shall not exceed 18 days. The NRL shall work closely with the contractor to schedule these 18 days because the shroud sections will be cleaned then installed in assembly line fashion. Because of this, the 18 days will not be consecutive but rather spread out until all shrouds have been installed.
