About this file
This is a Statement of Work for the Alaska Army National Guard (AKARNG) postage and metering service requirement. The AKARNG seeks a hybrid commercial mailing and shipping solution across five locations in Alaska: one physical high-capacity postage meter system at Joint Base Elmendorf-Richardson (JBER) in Building 49-000, Camp Denali, and four web-based software subscriptions for Wasilla Armory, Bethel Armory, Fairbanks Armory, and Fort Greely (GMD). The Anchorage Armory requires additional capabilities for weighing, FedEx shipping, and label printing for bulk administrative box shipments.
The contractor must provide a system capable of weighing mail, printing postage, and delivering comprehensive monthly reporting including weight (pounds and ounces), cost per piece, total postage costs, and number of outgoing pieces via a web-accessible format with redundant reporting capability. Minimum technical requirements include 70-pound scale capacity, 130 letters per minute printing speed, user training (in-person or online), routine maintenance and repair, replacement supplies, discounted federal customer rates, a non-complex postage download process, and a Certificate of Net Worthiness for DOD network access. Device relocation during the contract period is possible with prior government approval and coordination. The deliverables emphasize flexibility for armory attendants at outlying locations to log into the web-based system and print postage labels independently.
