1. General Project Information:
1.1. Project Location and Background: This contract requires the complete removal of the existing insulated roll up doors of the Engine I & R Facility 3010 and replacement in-kind at Martin State Airport, Maryland Air National Guard, Baltimore, MD 21220.
1.2. Site Description: The Maryland Air National Guard, Martin State Airport National Guard Base has a workforce of over seventeen hundred full and part-time personnel, with facilities occupying one hundred and seventy five acres of property. The primary mission is to provide air support to the nation and the state of Maryland. These facilities require security protection at all times. Absolutely no photography of aircraft is permitted.
1.3. Use of Premises:
1.3.1. Coordinate access to premises with Contracting Office Representative (COR) for execution of work. Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site. If military emergency operations require escorts, the Government will provide them to the Contractor at no cost.
1.3.2. All Contractor employees; including subcontractors, must sign a background check release form for base access. Once a background check has been completed with no negative findings, employees will be granted access to the Installation.
1.3.3. The COR will determine the equipment, material and other staging locations or work areas available under this contract.
1.3.4. Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.
1.3.5. Contractor shall move any stored products, under their control, which interfere with operations of the Government.
1.4. Government Equipment: Contractor use of Government owned or leased equipment such as: hoists, forklifts, compressors, welding machines, cutting rigs, etc. shall not be permitted on either a reimbursable or non-reimbursable basis. Cost for all equipment required to accomplish the work shall be included in the Contractors final bid price.
1.5. Permits and Inspections:
1.5.1. Normally no permits or inspections by local building officials are required. All inspections will be performed by COR unless modified by the Statement of Work. All testing will be performed by contractor.
1.5.2. Unless otherwise specified in other sections of this specification, the use of burning equipment or open flame welding and cutting shall be allowed only as authorized in writing by the local Fire Inspector (Facility 3150) (410) 918-6257. Once approved by the Fire Inspector, a written AF Form 592 – USAF Welding, Cutting, and Brazing Permit will be issued. The permit will be issued by the fire department within one (1) hour of request, and must be renewed daily.
1.5.3. Digging permits are obtained from the Work Control Office (Facility 2100) at (410) 918-6300. The Contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. The Contractor is responsible for hiring a private underground utility locating company to mark the water, sanitary sewer, storm sewer, broadband cable, and communication lines, control lines, and electric.
1.6. Change Orders: Only the Base Civil Engineer (BCE), COR or the Contractor may initiate change order requests. Do not proceed with any work until a signed modification or other written authority is received from the Contracting Officer. Only the Contracting Officer may approve a change order.
1.7. Field Changes: No changes in the cost or the scope of the project may be made without processing a change order. Field changes not involving cost or scope may be initiated by the BCE, COR, Contracting Officer or the Contractor.
1.8. Contractor Passes: Contractor’s Passes are only issued to personnel who have properly submitted a locally generated WF 113 Wing Installation Access Application (available from the Contracting Office or from the COR) and have been cleared through an approved background investigation by the 175th Security Forces Squadron. The Installation Access Application contains required information necessary to conduct a National Criminal Information Center (NCIC) background check or a Defense Biometric Identification System (DBIDS) check.
Contractors who will be working on the installation need to complete an Antiterrorism Level I training. The training can be found at http://jko.jten.mil/courses/atl1/launch.html. Please ensure contractors are attaching their certificates along with their applications. Contractors who have not completed an Antiterrorism Level I training will not be allowed on the installation.
Contractor Passes are only issued to contractors who will be required to work more than 14-days on the installation in performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass, will be issued upon a favorable background investigation; this process can take up to a half hour.
The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS.
1.9. Daily Report and Sign-In Register: Each day the Contractor is on site to perform any work, the Superintendent/Foreman shall sign in at the Base Engineering Building (Bldg. 2100), indicating specific Building/Location and the number of persons who shall be performing work that day.
1.10. Hours of Operations: The hours of operations at Martin State Airport for the Air National Guard are 10 hours per day (0630 – 1700) Tuesday – Friday. Coordinate access to premises with COR, for execution of work. Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site.
1.11. Off-Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Saturdays, Sundays, Holidays or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the COR. The Contractor is not entitled to premium time if the request is approved.
1.12. Clean up: The work site is an active civilian and military airport. Site cleanliness, Foreign Object Debris (FOD) control is absolute. The Contractor will clean up all construction debris and refuse and will remove it from the work site and the Base daily at their own expense.
1.13. Safety: The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE EM 385-1-1.
1.14. Environmental Protection and Waste Disposal: The Contractor shall, at their own expense, remove all sludge, dusts and debris from the property of the Martin State Airport Air National Guard Base which have resulted from specific work described in the “Environmental Protection Plan for Contractors” and these specifications. The disposal of all such materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations with regards to both transportation and ultimate disposal. This project must comply with all Federal, State, and Local environmental regulations. All dumpster service and waste management shall be provided at no additional cost to the Government. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers. 1.15. Hazardous Materials: If suspected hazardous materials are discovered, do not disturb, and contact the COR.
1.16. Drawings furnished by the government to the Contractor may be used for general information only and shall not be relied upon or used as the basis for preparation of contract drawings required by this contract without complete on-site verification by the Contractor.
Military Real Property Data – DD Form 1354: The Contractor shall furnish real property data to the Government via the DD Form 1354, Building Information Checklist for the Transfer and Acceptance of Military Real Property, for each new construction and/or renovation project awarded, unless otherwise notified. The cost and unit of measure of each individual asset must be identified separately. If demolition work is within the scope of the project, demolished assets and demolition costs must also be identified. The Contractor is responsible for accuracy of data, current up to the time of completion. The Contractor should contact the Real Property Office at 410-918-6222 with questions pertaining to the DD Form 1354. For construction data assistance, Contractor may contact the 175th Base Civil Engineer’s Office to speak with the COR, or Project Manager assigned to the project.
2. SCOPE OF WORK
2.1 GARAGE DOOR AND OPENER SPECIFCATION
· Sectional commercial grade garage door with a “R” value of at least five (5).
· All hardware and supporting components need to be commercial grade.
· Garage doors need to have “safety systems” to help prevent damage or injury.
· Floor eyes and contact sensors on each door.
· Garage door opener needs to commercial grade.
· Contractor is to provide two remote controls for openers
2.2 DEMOLITION
· Contractor shall demo two (2) roll up doors and all applicable components at BLDG 3010.
· Contractor is responsible for proper dispose of all waste and debris to an offsite location that is produce by the demoing of doors.
· Contactor is responsible for a thorough cleanup work area daily.
2.3 NEW INSTALLATION
· Contractor is to install two (2) new garage doors in kind.
· Contractor is to match existing color to new rollup door.
· Contractor is to furnish all labor and new hardware to install two (2) new garage doors.
· Contractor is to install all new tracks and hardware, torsion springs, struts, side and top seals, inside lock and any component or hardware to make doors operational.
· Contractor is to install two (2) commercial grade garage door openers.
· Contractor is to furnish all labor and new hardware to install two (2) new commercial garage door openers.
· Contractor is furnish new wall buttons and all electrical work to make operable.
· Contractor is to install electronic floor eyes and contact sensors in each door as part of the “safety systems” and all electrical and electronic work to make doors operational.
· Contractor is to ensure proper operation of doors and all safety systems are in working conditions.
· Contractor will provide proper training to end user on new garage doors and openers to ensure proper operation.
· Contractor is provide all manufacture warranties and O&M manuals at completion of project.
· Contraction will provide a year workmanship warranties and contact number for such warranties.
