About this file

This is a Statement of Work (SOW) for Request for Proposal (RFP) No. 240000001207 issued by the Michigan Department of Transportation (MDOT), Data Integration & Inventory Division (DIID). The RFP seeks to procure piezo sensors and AS475 grout for permanent traffic monitoring sites on state trunklines in compliance with FHWA requirements. The specific products required are 30 units of MSI BL 6-foot Class I piezo sensors with 350-foot lead-in cables and 30 10-kilogram buckets of AS475 piezoelectric sensor installation grout. All items must be new and from the specified manufacturers; alternate brands or manufacturers will not be considered. The contractor must deliver all contract activities within 90 calendar days of order receipt to the MDOT Transportation Warehouse located at 7575 Crowner Drive, Lansing, Michigan 48917, between 7:30 a.m. and 3:00 p.m. EST, Monday through Friday. The RFP does not specify a formal bidders conference, site visit, or award date within this document.

Pricing must remain firm for the entire length of the contract, with payment to be made via electronic funds transfer (EFT). The contractor must accept procurement card (PCard) payments and provide detailed documentation of the ordering process for this payment method. The RFP includes no set-asides, incumbent information, or specific funding sources or amounts. However, the Service-Disabled Veteran Owned Business (SDVOB) price preference does not apply due to MDOT's statutory authority over highway and bridge construction projects. The contractor must establish a Quality Assurance Program, provide warranties with clear reporting and repair procedures, maintain a toll-free customer service line available 8 a.m. to 5 p.m. EST Monday through Friday, and comply with various environmental and chemical disclosure requirements including mercury content, brominated flame retardants, and PFAS assessments. Service Level Agreements require 100% compliance with delivery schedules and order accuracy, with penalties of $100 for the first five non-compliance occurrences and $500 for each subsequent occurrence in a calendar year.
