Statement of Work (SOW) Veterans Health Administration (VHA)
Eastern Oklahoma VA Health Care System (EOVAHCS) Provision of
First Receiver Decontamination Program Powered Air Purifying Respirator
(PAPR)
at the new Tulsa VA Medical Center
PURPOSE / OBJECTIVE:
Eastern Oklahoma VA Health Care System (EOVAHCS) requires a contractor to provide thirty First Receiver Decontamination PAPR used for the protection of VA medical facility staff responding to incidents involving contaminated patients seeking care following releases of Chemical, Biological, Radiological, and Nuclear (CBRN) agents. A First Receiver Decontamination PAPR is a specialized respirator system that filters out CBRN contaminates in the air and is made of materials that will not deteriorate if exposed to these contaminates.
It is a personal protective device that keeps the First Receiver safe while decontaminating exposed patients. Contractor must deliver complete PAPR systems per the delivery times and location in this SON.
BACKGROUND:
The Eastern Oklahoma VA Health Care System (EOVAHCS) is renovating a non-medical existing facility to be the new James Mountain Inhofe VA Medical Center (VAMC). Per VHA Directive 0320.06 VHA First Receivers Decontamination Program (FRDP), VA facilities with Emergency Departments are required to have a FRDP program capability. The James Mountain Inhofe VAMC will contain an Emergency Department and is equipped with a decontamination room for patient decontamination.
LOCATION:
Product Delivery: James Mountain Inhofe VA Medical Center, 440 S.
Houston Ave, Tulsa, Oklahoma 74127.
DELIVERY TIMES (PERFORMANCE PERIOD):
The VA requires the Contractor to deliver the products no later than July 15, 2026.
QUALIFICATIONS OF CONTRACTOR:
For a contract of this size, scope and complexity, the successful Contractor must provide products in a professional manner and quality as recognized by commercial industry standards as good to excellent. Contractor must provide to the COR and CO, and maintain for the life of the contract, written certification from the Original Equipment Manufacturer (OEM) that authorizes the Contractor to provide the products, as detailed in the Contractor’s quote and identified in this SON.
SCOPE:
EOVAHCS requires a contractor to provide products that meet or exceeds the physical, functional, and performance of the listed salient characteristics in the following sections. The equipment features are essential to the technical requirements to meet the VA’s needs. The VA’s needs assessment identified the type of products and components listed below as a suitable solution to fill the gap. However, these are only used as a guide and the VA’s basic, salient characteristics and critical minimum requirements define the type of product that is needed to ensure the Purpose of this SON is satisfied. OEM part numbers/references, in the salient characteristics sections are used as a basis of design and are provided as a means to convey the minimum standard characteristics.
Contractor must provide thirty (30) complete First Receiver decontamination PAPR systems with ninety (90) spare filters and associated components that meet or exceed the critical minimum requirements as well as the specifications in this SOW.
CRITICAL MINIMUM REQUIREMENTS:
Contractor is required to provide PAPR systems that meet or exceed the following minimum requirements:
1. The PAPR system must be NIOSH-approved and provide a minimum assigned protection factor (APF) of 1,000.
2. All components of the PAPR system must meet applicable NIOSH testing and certification standards for CBRN-rated Powered Air-Purifying Respirators, including testing for filtration efficiency, airflow performance, chemical agent permeation resistance, and operational durability.
3. The system must include a rugged blower assembly equipped with a functional low-voltage alarm.
4. The system must use CBRN-rated cartridges that provide 99.97% HEPA particulate filtration and protection against organic vapors and acid gases, and must meet CAP 2 service-life testing and certification requirements.
5. The system must include a CBRN hood constructed from, or coated with, Butyl material and certified as compliant with NIOSH CBRN PAPR hood requirements for permeation resistance, material durability, and compatibility with the CAP 2 system.
6. The system must include rechargeable battery packs with a minimum nominal operating life of eight (8) hours and all required charging equipment. Rechargeable power modules must meet NIOSH battery performance testing for CBRN PAPR systems.
7. The system must include an alkaline battery pack capable of holding D-cell batteries and designed to attach directly to the blower without adapters.
8. The system must include a NIOSH-approved backpack or wearable assembly that securely supports the blower and allows hands-free operation during decontamination activities.
9. All required testing and certification documentation, including NIOSH approval numbers for the blower, hood, cartridges, and any wearable components, must be current, valid, and provided to the Government upon request.
SPECIFICATIONS (including SALIENT CHARACTERISTICS):
The contractor shall provide thirty (30) complete Powered Air Purifying Respirator (PAPR) systems and associated components that meet or exceed the following salient characteristics. These characteristics define the minimum functional and performance attributes required to support First Receiver Decontamination operations.
