STATEMENT OF WORK

LIQUID COOLING CART

LONG TERM

SUSTAINMENT,

TECHNICAL ORDERS and

PROVISIONING

24 June 2024

1.0 INTRODUCTION

This Statement of Work (SOW) addresses the requirements and tasks associated with the sustainment of Liquid Cooling Carts, LCU-050CUP, needed to support RQ-4B Global Hawk Remotely Piloted Aircraft (RPA).

These Liquid Cooling Carts are required to perform maintenance on the RQ-4B UAS. The Liquid Cooling Carts are used to cool the AN/ZPY-2 of the Global Hawk UAS.

The Liquid Cooling Cart is integral for the full complement of Support Equipment needed for outfitting of RQ- 4B Squadrons to perform preventative and remedial maintenance on RQ-4B Aircraft.

2.0 REQUIREMENTS

2.1 General

The purpose of this SOW is to provide long term sustainment support for the 8 Diesel/Electric Polyalphaolefin (PAO) Cooling Cart, part number (P/N) LCU-050, manufactured and procured from TLD America Corporation.

This SOW establishes long term requirements for sustainability and supportability of the LCU-050 carts. This SOW covers heavy maintenance and repair effective after receipt of Order (ARO) through 30 Sept 2029. The contractor shall update ILS data package; technical orders, maintain configuration control for the Diesel/Electric Polyalphaolefin (PAO) Cooling Cart, part number (P/N) LCU-050, manufactured by TLD America Corporation.

In addition to requirements specifically required in this SOW the contactor shall continue to perform all item covered under the current TLD-A warranty program.

2.2 Contracting Options

The Contractor shall provide flexibility to work for the basic 12-month Period of Performance (PoP), and up to four (4) 12-month Option Years through FY29. Any exercised Options will be funded annually.

2.3 Training

The contractor shall maintain training material and offer one annual training event for O-level Mx personnel to provide refresher course in maintenance and troubleshooting procedures. Contractor shall provide training material in form of disc, manuals or training slides via email., prior to annual training with any updates.

Contractor shall coordinate with ACC/A4 and AFLCMC/WIAG on training events to be held at Grand Forks AFB, ND AGE flight.

2.4 Repair Support

The SPO contracting office will be notified that TLD-America will be traveling to assist with repair of broken carts.

The contractor shall provide maintenance/repair/service of carts for any issue beyond what is defined in the delivered technical orders/COTS service manuals provided to the blue-suit maintainer. The contractor shall be notified by field service request via TLD-America help support desk. The contractor shall provide engineering support, repair procedures, software updates, any parts and special tooling required to resolve customer issues. The contractor shall utilize local AGE flight tools, with the assistance from that unit AGE maintenance personnel. The contractor could identify repair plans that consist of utilizing overseas regional reach-back for urgent maintenance issues for units in overseas locations i.e. Sigonella and Japan. The contractor shall notify the SPO and field unit via email or phone to coordinate travel and repair schedule. The contractor shall respond to bases within 24-hours of receiving repair notification. This quote must be approved prior to any travel by the SPO contracting office. 2.5 Data Rights

The contractor shall sell or make available the data package to include a PDF file of the level 3 drawing and schematics to be inducted into the Air Force’s JEDMIC data base. To be delivered DOD SAFE.

From a logistics perspective, the USG is seeking data associated with the teardown and replacement of sub-components equivalent to the level of data currently provided in the current manuals.

2.5.2 Cummins commercial manual – The ability to be able to remove and replace the components authorized in the commercial manual and conduct adjustments if authorized to the top-level Line Replacement Unit (Cummins engine) and perform operational checks of the engine.

2.5.3 TLD America PAO Cart – The ability to be able to remove and replace the components authorized in the manual and conduct adjustments if authorized to the top-level Line Replacement Unit and perform operational checks of the top-level PAO cart.

2.6 Technical Publications.

2.6.1 Technical Manuals. The contractor shall develop required Technical Orders (TOs) for the operation and sustainment of the LCU-050, to include Theory of Operation, Scheduled Inspections, Removal and Installation, Fault Isolation, Operational Checkout, Wiring Diagrams, and Illustrated Parts Breakdown in accordance with Technical Manual Contracts Requirements (TMCR). The contractor shall support all In- Process Review (IPRs), coordinate and support TO verifications in association with the Technical Order Management Agency (TOMA). 2.6.2 Commercial-Off-The-Shelf (COTS). The contractor shall be responsible for the distribution of all

Cummings Engine Manual sustainment updates and provide them to the TOMA within 15 days of receipt.

2.7 Provisioning

Contractor shall identify and recommend logical spare/repair parts sufficient to meet system/equipment operation and supportability in accordance with the Air Force Initial Provisioning Performance Specification (IPPS). GEIA-HB- 0007B (Logistics Product Data Handbook) should be used as a guide. Format must be consistent with existing government Provisioning data system (D220). Contractor shall hold all meeting listed in AFMC Form 718 to include a Provisioning Guidance Conference and Provisioning Spares Conference. The following Data Item Descriptions (DIDs) apply:
