About this file
This is a Statement of Work for a multi-year service agreement to provide preventative maintenance and support services for an OT-2 Liquid Handler System (Equipment ID 53252) and Omni Stainer instrument currently in use at White River Junction VA Healthcare System in Vermont. The VA Research Service utilizes this equipment to evaluate cellular responses in biofluids and assess immunological and biological proteins in pre-clinical and clinical research samples supported by VA-ORD funding.
The contract will span a base year plus four option years and encompasses the following services: preventative maintenance and repair services as needed, on-site service visits and technical support, ongoing application and assay support from the vendor team, and replacement parts and labor to maintain instrument performance. In the event the Omni Stainer instrument is damaged beyond repair, the service contract includes delivery of a replacement unit to ensure continuity of operations. The VA staff lack the contractor-trained and certified technicians required to service this equipment and maintain warranty agreements, making this vendor service contract essential. The statement of work emphasizes that all deliverables, data, electronic information systems, and supporting documentation created under the contract are the property of the U.S. Government, with the contractor required to comply with federal records management policies, Privacy Act requirements, Freedom of Information Act provisions, and obtain Contracting Officer approval before engaging subcontractors or disclosing sensitive information.

STATEMENT OF WORK
Item description: OT-2 Liquid Handler System and Omni Strainer Services This contract is to create a multi-year service agreement to facilitate the vendor to provide annual maintenance for capital equipment currently on site and in use at the White River Junction VA Healthcare System, the OT-2 Liquid Handler System (EE# 53252).
Laboratories within our Research Service are currently evaluating cellular responses in biofluids and evaluating immunological and other biological proteins in pre-clinical and clinical research samples. Creating a preventative maintenance contract will fully utilize existing scientific equipment to conduct these VA-ORD funded studies. Maintaining an active service contract will save time, improve productivity, reduce long-term repair costs, and reduce unnecessary government spending. Maintaining proper usage and calibration will also ensure and support reproducible research and appropriate translation of research findings. Adhering to these guidelines is recommended and often mandated by federal funding agencies. This multi-year contract anticipates annual service costs for a base year plus four option years. The contract will provide the following services and supplies:
· Preventative maintenance and repair services as needed.
· On-site service visits and technical support as needed.
· Ongoing application and assay support provided by the vendor team.
· Replacement parts and labor associated with maintaining instrument performance.
· In the event that the Omni Stainer instrument is damaged beyond repair, the service contract provides for the delivery of a replacement Omni Stainer instrument to ensure continuity of operations.
The staff at the VA do not have contractor-trained and certified technicians that are required to service this equipment or maintain warranty agreements.
