This Statement of Work (SOW) outlines requirements for herbicide application and noxious weed control services at J. Clark Salyer National Wildlife Refuge in North Dakota for the period 2026-2027. The contractor must map leafy spurge infestations and chemically spray approximately 600 acres within Unit G-2 (Bottineau and McHenry County, North Dakota, located in Township 163N, Range 80W, Sections 1, 12, and 13). The Fish and Wildlife Service will provide all herbicides; the contractor must supply all labor and equipment necessary to complete mapping and application activities. Treatment timing must occur within label and Pesticide Use Proposal (PUP) windows, typically August through October, with treatments coordinated with the Refuge Manager at least 48 hours in advance.

The contractor must maintain a valid North Dakota Commercial Pesticide Applicator license and comply with all Worker Protection Standards, manufacturer instructions, and federal/state regulations. Specified herbicides are Method 240SL or Plateau with water. All equipment must arrive on-site thoroughly cleaned and free of debris, invasive species, and plant material. Critical operational requirements include: establishing 300-foot standoff distances from people and vehicles; maintaining label-specific buffers near water and wetlands; halting operations during temperature inversions, wind speeds exceeding label thresholds, or precipitation; and limiting work to daylight hours only. The contractor must carry minimum $1,000,000 in commercial liability insurance, immediately report any spills or misapplications to the Service with written incident reports within 24 hours, and submit pesticide application records and GIS shapefiles of treated areas within 30 days of completion. The technical coordinator is John Takala, Refuge Manager, at 701-768-2548 extension 114 or 701-500-1388.
