About this file

This is a Statement of Work (SOW) for the procurement of radiopharmaceutical isotopes to support the Iowa City VA Health Care System's Nuclear Medicine Imaging Service located at 601 HWY 6 West, Iowa City, Iowa 52246. The contractor must provide radiopharmaceuticals in Unit Dose (UD) format only, as the facility is not USP Chapter 797 certified for in-house preparation. Products may be supplied in inhalable, ingestible, or injectable forms as specified in the pricing schedule, with estimated maximum quantities derived from five-year historical usage data. The contract is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement consisting of a base period plus four additional ordering periods, with a government-established ceiling limit referenced in the pricing schedule (amount redacted in document).

The contractor must maintain Nuclear Regulatory Commission (NRC) licensure and employ only state-licensed personnel qualified to prepare radiopharmaceuticals. Delivery is critical and time-sensitive; routine orders require one-day advance notice with delivery within one hour prior to dose calibration, while emergency STAT deliveries must be completed within one hour, available 365 days annually. The contractor is responsible for fulfilling all orders or securing alternative sources if products are unavailable, and must comply with all NRC, DOT, and FDA regulations for shipping, quality control, and radiation safety. Quality assurance standards include maintaining radioactivity quantities within ±10% of specifications, performing required quality control procedures, providing technical consultation, and maintaining a radiopharmacist on staff to establish quality assurance programs, provide regulatory guidance, and deliver continuing education. The contractor must communicate industry shortages or product recalls within 24 hours and credit the VA for any recalled or substandard doses.
