Statement of Work (SOW)
Project: NLAE Freight Elevator Update
GENERAL INFORMATION
1.0 Scope of Work: Modernization of elevator controls and mechanicals for the freight elevator at the National Laboratory of Agriculture and the Environment (NLAE), Ames, IA. 1015 North University Blvd, 50011. Include latest modern VVVF power and logic controller with full ADA and 2017ANSI A17.1 Code compliancy. Electronic controller shall be non-proprietary open-source units with on-board diagnostics. New controller will support all current codes regarding fire service and handicap accessibility. New power unit. All push button controls (in car and out) shall be brought up to ADA and fire service specifications. Site visit/inspection is highly recommended. Available drawings will be provided. A full system inspection was last performed in 2017. This Statement of Work is based on those findings. Should any unforeseen issues become apparent during this update, the Government may determine to address them within the scope of this contract and will be addressed as a potential modification and negotiated accordingly.
2.0 Background: The elevator was installed in 1989 and has had limited updates/repairs since installation. The elevator services a basement floor, 1st (ground), 2nd and 3rd (top) floor. The existing control panels are displaying signs of heat damage and the dip switches are stiff and brittle feeling when operated. The light bars have been upgraded, but the cab interior lighting could be improved. The elevator power unit was serviced in 2017 but generally, the elevator is operating as originally installed. Current concerns include the travel cables, replacement parts availability for new components and the assured overall safety of elevator operation. We anticipate use of the freight elevator for transportation of large gas chambers/containers to the 3rd floor for analytical laboratory work.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
The existing fixtures do not meet ANSI Code and shall be replaced with the following but not limited to:
Controller Specification:

Pump Run Timer
Power Unit shall include the following features:
Maxton Valve Pump Motor Oil level site gauge Shut off valve kit for the pit and the machine room Necessary sheaves, bushings and belts Pump/Valve manifold Tank with new hydraulic fluid Muffler New hydraulic fluid
Main Car:
Signage for Capacity, Fire Service instructions and Elevator Designator
All pushbuttons and key switches necessary for the features Built-in emergency light New 6v alarm Phase II Fire Service in locked cabinet per current Code Independent Service, Fan, Light & Hoistway Enable in locked cabinet Permanently mounted Braille Brushed stainless steel face plate ADA push to talk phone Certificate Window Digital Position Indicator in Car Station Fixture Type: PB1 – Universal
Hall Push Button Stations & Accessories:
One terminal station with hoistway access at lowest landing One terminal station with hoistway access at top landing Intermediate hall stations at all other landings Phase I Fire Service to be located at the main egress Fire Service plates with instructions will be located at each landing per
Code #4 brushed stainless steel face plates will cover each station Hoistway jamb Braille will be installed at Code height for each elevator
Digital Hall Position Indicators with Lanterns:
A hall position indicator will be installed at each landing above the elevator door indicating the landing which the elevator resides and the direction of travel when the elevator leaves a landing
A chime will announce arrival
Miscellaneous Items:
Hoistway switch package will be installed A Car top exit switch will be installed per Code Pit ladder to be extended or replaced per Code Car top inspection stations, pit stop switch and alarm bell New travel cable and wiring will be provided to meet the needs of the new controller and fixtures The toe guard will be extended per Code as required and to the extent it is able Stenciling of floor numbers will be done on the inside of each landing door per Code Painting of machine room and pit floor will be performed upon completion Drawings will be provided along with three sets of owner’s manuals upon completion of the modernization All necessary permits, data tags, testing and one State inspection upon
Door Equipment Freight:
New EMS door controller Power door sheaves, chains, interlocks, unlocking device and associated hardware at each landing New car gate with operator, tracks, chains, contacts, two light curtains and reversing edge and associated hardware will be provided to the car
Doors will be retained as is
The goal of this update is to provide a modernized freight elevator for the laboratory, satisfying current ADA/Handicap Codes, the current Fire Service Code and the current ANSI Codes.
4.0 Government Furnished: On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, unless otherwise approved. 1. Weekend Hours: Must be coordinated with Owner’s site representative. 2. Early Morning Hours: Must be coordinated with Owner’s site representative. 3. Hours for Utility Shutdowns: Must be coordinated with Owner’s site representative. 4. Hours of extreme noise activities must be coordinated with the Owner’s site representative. Contractors will have a limited background investigation to provide unescorted access to the elevator spaces and building. Contractor shall remove all old/replaced materials to be recycled or disposed of. Contractor shall keep a clean and orderly work area and leave the work area as clean or cleaner than when starting work.
5.0 Deliverables / Schedule: The contractor is required to provide written progress reports monthly for the period of the project duration. The original and two electronic copies are required. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.
6.0 Contractor’s Key Personnel: Certified elevator contractors with 10 years of experience with upgrading with modernization projects
7.0 Security Requirements: See above #4.0 regarding limited background investigation.
8.0 Place of Performance: National Laboratory for Agriculture and the Environment, 1015 N. University Blvd, Ames, IA 50011.
9.0 Period of Performance: Full project completion within 450 days from date of award. Project to begin within 120 days of date of award to be fully completed within 450 days of date of award.
10.0 Evaluation Factors: Lowest price technically acceptable
