The SOW establishes requirements for the University of Oxford to provide doctoral enrollment, training, and academic support for NGDP scholars conducting collaborative research between NIH intramural laboratories and the university. The NGDP, established through a Memorandum of Understanding between NIH and participating universities, includes foundational programs such as the NIH Oxford-Cambridge Scholars Program and the NIH MD/PhD Partnership Training Program, focusing on accelerated PhD research training in basic, translational, or clinical biomedical research.

The University of Oxford is required to provide enrollment and doctoral training for eligible NGDP scholars, support their participation in collaborative research activities, furnish the necessary academic environment and institutional support for approved doctoral research, and coordinate with NIH program officials regarding enrollment and program participation. The period of performance runs from September 29, 2026, through September 30, 2027. Deliverables consist of documentation confirming scholar enrollment status, tuition status, and any additional program documentation required to administer scholar participation in the NGDP. The requirement is being issued as a non-competitive purchase order to the University of Oxford by the National Institute on Allergy and Infectious Diseases (NIAID) on behalf of the NIH Division of Medical Sciences, with the contract vehicle classified as a commercial item acquisition under FAR Subpart 12.
