National Defense University Statement of Work Newspaper Delivery Service
PURPOSE
The National Defense University (NDU) requires a delivery service for a variety of newspaper subscriptions at designated offices across the NDU campus at Fort McNair in Washington, DC.
PACKAGING/BUNDLES
The contractor shall deliver and deposit newspapers bundled and labeled as described in the delivery instructions at the locations designated, see page 4, Attachment 1. Bundled newspapers must be protected by placing them in plastic bags on inclement weather days.
MARKING REQUIREMENTS
Newspapers delivered to destinations shall be sorted, bundled and labeled with office designations as specified on page 4, Attachment 1, for internal delivery by NDU staff. Data elements required are Addressee; and when necessary a note indicating items not available at time of delivery. Any changes to Office designations or packaging will be provided by modification from the Contracting Officer.
ORDERING
The contractor shall have the ability to make title, quantity and address changes within 2 business days following the award of a modification to the contract by the Contracting Officer.
INVOICE SUBMISSION
Contractor shall invoice electronically through Wide Area WorkFlow (WAWF) for payment. Contractor shall invoice quarterly for full year orders placed before April 1. All subsequent partial year orders for additional newspapers or periodicals shall be billed in full upon receipt of the order.
CANCELLATIONS
Cancellations for full year orders placed before April 1 can be made prior to each quarterly billing. The order will not be billed for the upcoming quarter. Cancellations for partial year orders made during the calendar year will be refunded by Contractor as appropriate.
DELIVERIES
The contractor shall deliver newspapers no later than 7:00 a.m. on the day of publication, Monday through Friday (including editions for Saturdays/Sundays and holidays delivered on the next business workday) and during inclement weather.
Newspaper and periodical deliveries shall begin with the April 1, 2020 editions and shall be made daily. Saturday, Sunday, and holiday editions shall be delivered on the first workday thereafter except when specified for weekend delivery in the delivery schedule. Changes to the delivery location points specified will be negotiated with the contractor.
In the event of a Government shutdown or disruption the COR will notify the vendor of delivery requirements prior to first morning delivery.
CLAIMS FOR MISSING, DEFECTIVE, OR MUTILATED ISSUES

The contractor shall replace missing, defective, or mutilated issues reported by telephone or email by NDU, not later than 10:00 AM each morning, for redelivery to designated office before noon. Names of persons designated to report missing, defective, or mutilated issues by telephone will be provided to the contractor. Any issues reported after 10:00 AM shall be delivered the next working day with the scheduled morning deliveries (4:30 AM or 6:00 AM).
For ongoing issues with title or quantity delivery discrepancies, the Contractor must take steps to provide resolution. The steps should include supervisor signature verification of the quantities and titles for the problem deliveries and a more secured method of bundling.
DISRUPTION OF NEWSPAPER AND PERIODICALS DELIVERIES
The Contractor shall notify the Contracting Officer Representative (COR) concerning circumstances beyond the contractor’s immediate control that prevent compliance with the delivery schedule. In the event that out-of-town newspapers have not arrived in Washington in time for the specified deliveries, the contractor shall deliver those newspapers that are on hand. If the late newspapers are received at the contractor’s facility before 1:00 PM, they shall be delivered to NDU that day. If the newspapers are received after 1:00 PM, they shall be delivered to NDU the next working day with the scheduled morning deliveries.
TYPE OF CONTRACT
This is an Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed Price type contract.
PLACE OF PERFORMANCE
The principle place of performance for this contract shall be National Defense University campus at Fort McNair in Washington, DC.
PERIOD OF PERFORMANCE
Newspaper deliveries shall begin April 1, 2020 and end March 31, 2021. Four options years can be exercised at the discretion of the Government. The total contract is not to exceed five years.
