About this file
This document is a Scope of Work (SOW) for Air Route Surveillance Radar (ARSR) Tower Assessments for the Federal Aviation Administration (FAA). The contractor will assess up to 49 ARSR towers throughout the National Airspace System, utilizing the FAA's National NASET Assessment Program Structural Assessment Report Template, with all site assessments and reports to be physically completed by 9/24/2025. Key requirements include assembling multiple assessment teams with certified personnel, completing FAA-provided fall protection training, and conducting various tasks such as producing a tower assessment waterfall schedule, coordinating downtime and operational risk management, and performing site assessments in accordance with ANSI/TIA-222-H-2017 and FAA Order JO 3900.63A.
The SOW outlines specific deliverables and their due dates, including a site assessment schedule (three weeks prior to assessments), draft assessment reports (within one week of assessment completion), and final tower assessment reports (within one week of FAA's quality assurance review). The contractor will be responsible for minor "incidental" repairs during assessments, such as tensioning guy wires or tightening bolts. Government-furnished equipment will include tension meters and total station survey equipment, with the contractor responsible for purchasing any additional required equipment. The work will involve coordinating with the Supply Support Center (SSC), conducting various meetings, and using the Knowledge Skills Network (KSN) Tower Assessments Dashboard for document management.
