About this file
This is a Statement of Work (SOW) for establishing one or more Blanket Purchase Agreements (BPAs) under the National Test Equipment Program (NTEP) for Fiscal Years 2027-2031.
The NTEP Office, located within the Federal Aviation Administration's 2nd Level Engineering, seeks to procure commercial test equipment to support National Airspace System (NAS) facilities and maintain compliance with national maintenance handbook program specifications. The procurement aims to standardize test equipment across NAS facilities and streamline the acquisition process by consolidating multiple purchase orders into one or more BPAs. The period of performance is 4 years from the fiscal year of award. The Contracting Officer Representative is Kevin Alleman (kevin.alleman@faa.gov, 817-222-4788).
The scope includes a comprehensive parts list of approved test equipment from multiple manufacturers including Keysight, Fluke, Tektronix, Rohde & Schwarz, Tempo, Bird, Anritsu, Megger, and others. Equipment ranges from signal generators, spectrum analyzers, power meters, and oscilloscopes to insulation testers, earth ground testers, multimeters, calibrators, and specialized RF/microwave analyzers. Many items include specific model numbers and options; some items have National Stock Numbers (NSN) while others are marked as "NSL" (No Selected List). Distributors or manufacturers must provide only the approved equipment specified in the parts list. Deliveries will be made to secured facility offices within NAS Service Areas, with NTEP providing oversight during performance.

STATEMENT OF WORK
National Test Equipment Program (NTEP) Blanket Purchase Agreement FY27-FY31
1. BACKGROUND
The National Test Equipment Program (NTEP) Office (AJW-1610/ NAS Engineering Support & Tools Team resides within 2nd Level Engineering. The NTEP ensures NAS facilities have the necessary Test Equipment (TE) to meet the specifications and requirements to maintain associated facilities/services provided within the National maintenance handbook program.
The purpose of this acquisition is to establish one or more BPAs to expedite the program office’s ability to obtain the commercial TE equipment required to support the NAS.
This procurement will further the agencies’ commitment to standardizing TE throughout the NAS and will streamline the acquisition process.
Various commercial test equipment will be procured while at the same time avoiding the award of numerous purchase orders or other procurement vehicles.
