About this file

This Statement of Work (SOW) details a procurement requirement for Low Pressure Gage Calibrators for the Naval Surface Warfare Center, Corona Division. The procurement will be executed through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a minimum of one and maximum of 150 calibration units. The requirement aims to modernize obsolete pressure calibration equipment across Navy Calibration Laboratories, with specified pressure modes and ranges including absolute (1-100psia), gauge (-14-100psig), and vacuum (0-28 inHg).

Key requirements include providing comprehensive documentation such as operator/service manuals, calibration certificates, training manuals, and software version descriptions. Each calibration standard must have a manufacturer's warranty of at least one year, be calibration-traceable to the National Institute of Standards and Technology (NIST), and include a calibration label. The contractor must deliver multiple Contract Data Requirement Lists (CDRLs) for each system, including technical manuals, calibration reports, repairable parts lists, software version descriptions, and training materials. Each CDRL will be considered a Firm Fixed Price (FFP) element.

STATEMENT OF WORK

LOW PRESSURE GAGE CALIBRATOR

1. INTRODUCTION

The Naval Surface Warfare Center, Corona Division, Measurement Science and Engineering Department perform Metrology, Test, and Monitoring Systems Assessment supporting the Naval Sea Systems Command (NAVSEA) Metrology and Calibration (METCAL) Program. The Measurement Science and Engineering Department sets the measurement science and calibration standards to support proper weapons operation, interoperability and peak readiness for the fleet.

2. BACKGROUND

The existing Low Pressure Gage Calibrators across the Navy Calibration Laboratories are in need of modernization. Current obsolete models include Edwards Vacuum portable gage calibrator Model 1127-2 and Pennwalt FA-235040 pneumatic pressure calibrator. The requirement includes pressure modes and ranges as follows: absolute 1-100psia; gauge -14- 100psig; and vacuum 0-28 inHg. This requirement is intended as an in-lab bench top replacement

3. SCOPE

The scope of this effort is to procure via a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract a minimum of one (1) and maximum of one hundred and fifty (150) Low Pressure Gage Calibrators for the Navy fleet Calibration Laboratories.

5. REQUIREMENTS

Please refer to Attachment 1, CSS 06-3232 for specifications

5.1.1 The Contractor shall provide operator/service manual(s) required to be supplied with each calibration standard. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either CD-ROM or DVD disks.

(CDRL T001)

5.1.2 The Contractor shall ensure the units shall be provided with a manufacturer’s standard warranty, of one (1) year minimum after installation and acceptance by the Navy.

5.1.3 A calibration certificate with a report referencing actual data shall be provided by the vendor to the Government for each calibration standard delivered. (CDRL A001)

5.1.4 Calibration of all new standards must be traceable to the National Institute of Standards and Technology (NIST) and result in an Accredited Certificate/Report of Calibration.

5.1.5 The Contractor shall provide a calibration label indicating the calibration interval shall be placed on each installed standard.

5.1.6 The Contractor shall provide a Repairable Parts list to the Government for each standard installed. (CDRL A002)

5.1.7 The Contractor shall provide a Software/Firmware Version Description to be provided with each system delivered. The Software/Firmware version shall be the same on all delivered systems. (CDRL A003)

5.1.8 The Contractor shall provide a step-by-step recorded training manual to be supplied with each calibration standard. Training shall include instructions on how to operate, maintain and calibrate the system. A complete review of all paragraphs in the operator/service manual provided under CDRL T001 shall be included in the training. Instructions and demonstrations on all software functions and menu items resident on the system shall be included in the training.
