About this file

This document is a Statement of Work (SOW) for Mylar Duplication and Digitization Services, as well as a related federal contract opportunity.

The SOW details the requirements for a contractor to provide precise conversion of large format Mylar drawings up to 48" x 180" to digital raster imagery in TIFF G4 format, maintaining geometric accuracy within +/-.0025" and utilizing precision scanning equipment with 2450 dpi optical resolution. The contractor must maintain a quality control process that includes production of Precision Proof Plots. The SOW also requires the contractor to provide on-demand Mylar Precision Plotting Services and Mylar Restoration Services. Delivery timelines, government-furnished property, and metadata requirements are also specified.

The related federal contract opportunity is for Mylar Digitization Services for the AFLCMC/LZP organization at Hill AFB, Utah. The solicitation number is FA8201-25-Q-0001 and it is a 100% small business set-aside with a NAICS code of 325992. The contract will be awarded no later than 15 Dec 2024 with an estimated value of $249,999. The contract includes CLINs for Mylar Digitization, Precision Plotting, and On-Demand Restoration Services over 3 annual periods from 2025 to 2027.

STATEMENT OF WORK

Mylar Duplication and Digitization

Services 1 March 2024

1. Description of Services

1.1 Hybrid Mylar Digitization Service The contractor shall have capability to precisely convert large format Mylar drawings up to 48” x 180” to digital raster imagery in TIFF G4 format.

The contractor shall maintain precise geometric accuracy within =/-.0025” over 48” x 180” utilizing precision scanning equipment with an optical resolution of 2450dpi. The scanning device shall be able to maintain geometric accuracy of 100 microns and capable of =/-10 micron repeatability. High end pinch roller scanners do not meet the minimum dimensional accuracy tolerances required for Mylar digitization.

1.1.1 The contractor shall maintain a dynamic Quality Control process for repeated conversion of large-format Mylar engineering drawings to an original-referenced dimensionally accurate electronic image file that combines Vector and Raster data.

The Quality Control process shall include the production of a Precision Proof Plot from the digital image created.

1.1.2 The contractor shall have capability to routinely produce a Precision Proof Plot with output resolution of up to 2450dpi. The contractor shall produce a Precision Proof

Plot on 5 mil stable base material with a Dmax range of .01-4.5. The Precision Proof

Plot is integral to the conversion Quality Control process and shall be utilized to verify the fidelity and accuracy of the digital image. Production of proof plots at regular intervals is required to insure accuracy.

1.2 Mylar Digitization Service The contractor shall have capability to precisely convert large format Mylar drawings up to 48” x 180” to digital raster imagery in TIFF G4 format. High end pinch roller scanners do not meet the minimum dimensional accuracy tolerances required for Mylar digitization and shall not be used. The Mylar

Digitization shall comply with ASME Y14.31-2008 requirements for a “reproduction” in

Paragraph 1.7.20 which is a precision electronic copy that duplicates the original Mylar.

Dimensional Accuracy References such as gridlines and trammel points shall not be altered for the electronic reproduction in accordance with the requirements of ASME Y14.31-2008

Paragraph 5.

1.2.1 The contractor shall maintain a dynamic Quality Control process for repeated conversion of large-format Mylar engineering drawings to an original-referenced dimensionally accurate electronic image file. The Quality Control process shall include the production of a Precision Proof Plot from the digital image created. The contractor shall have capability to routinely produce a Precision Proof Plot with output resolution of up to 2450dpi. The contractor shall produce a Precision Proof

Plot on 5 mil stable base material with a Dmax range of .01-4.5. The Precision Proof

Plot is integral to the conversion Quality Control process and shall be utilized to verify the fidelity and accuracy of the digital image by visual comparison of the

Precision Proof Plot to the Original Mylar. Production of Precision Proof Plots at regular intervals is required to insure accuracy.

1.2.2 The contractor shall possess and maintain the ability to provide accurate and repeatable precision physical measurement of large format Mylar drawings with an accuracy of =/- .0025” over 180”. The contractor shall possess and maintain the ability to provide accurate and repeatable precision physical electronic measurement with an accuracy of =/- .0025” over 47”. Dimensional accuracy of measurements shall be verified prior to plotting or digitization processes.

1.2.3 The Mylar digitization process shall include population of electronic Meta Data for each digital image. The contractor shall develop a Data Quality Management process for capturing the unique Meta Data attributes associated with each original

Mylar that is digitized. The contractor shall develop a data management process for capturing unique attributes associated with each original Mylar that is digitized.

This data shall be provided in a Microsoft Access 2007 digital format.

1.3 Mylar Precision Plotting Services The contractor shall have organic capability to provide On-

Demand Mylar Precision Plotting Services for drawing sizes up to 48” x 180”. Precision Plots shall be produced utilizing an optical laser-generated plotting device with a resolution of up to 2450dpi on approved stable-base materials with a Dmax range of .01-4.5. The contractor shall have expedited on-demand Precision Plotting Services to support OO-ALC manufacturing requirements within 72 hours.

1.3.1 The contractor shall possess and maintain the ability to provide accurate and repeatable precision physical measurement of large format Mylar drawings with an accuracy of =/- .0025” over 180”. The contractor shall possess and maintain the ability to provide accurate and repeatable precision physical electronic measurement with an accuracy of =/- .0025” over 47”. Dimensional accuracy of measurements shall be verified prior to plotting or digitization processes.
