RFQ Summary: MV Breaker Yearly Service - American Embassy London
This is a Statement of Work for a firm-fixed-price preventive maintenance service contract for ten (10) Eaton MV-VCP-W circuit breakers located at the U.S. Embassy in London, 33 Nine Elms Lane, London SW11 7US. The contractor must perform annual preventive maintenance in accordance with manufacturer specifications, including secondary injection testing and controlled opening of each breaker to demonstrate operational capability. The contract is for a one-year base period with four optional one-year renewal periods. The contractor must supply all necessary labor, materials, tools, equipment, transportation, and personnel, including a qualified MV/HV Senior Authorized Person (SAP) for isolating 11KV equipment. Work shall be performed between 8:00 AM and 4:00 PM over agreed Friday and Saturday dates, excluding U.S. Government and local holidays.
The pricing structure requires contractors to submit unit prices for comprehensive annual service on all ten breakers, with pricing submitted separately for the base year and four optional years. Value Added Tax (VAT) at 20% is calculated separately from the service price. Contractors must also provide current labor rates for standard callout (per hour) and emergency callout (per hour) repairs discovered during preventive maintenance, which are billed under separate purchase orders. The contractor must submit invoices after each maintenance service accompanied by a signed maintenance checklist; payment is expected 30 days after service completion or invoice receipt, whichever is later. Key deliverables include security questionnaires and certificates of insurance (due 30 days after award), completed maintenance checklists after each service, and written reports in English documenting system information, test results, equipment condition, and recommendations. The contractor must carry minimum public liability insurance of $5,000,000 and workers' compensation insurance as required by local law. Personnel must receive security clearances and prior authorization before site access; CAA and PCC area work requires cleared American construction personnel. Evaluation criteria emphasize demonstration of relevant MV breaker maintenance experience, particularly with Eaton equipment, valid UK business registration, proof of necessary licenses and insurance, and submission of detailed work plans with identified equipment and materials.
