STATEMENT OF WORK
MUA PAPER CONSERVATION TABLE
Rev 18 November 2024
National Museum of the United State Air Force
Wright-Patterson Air Force Base, Ohio
I. BACKGROUND:
The National Museum of the United State Air Force (NMUSAF) is a world leader in the museum profession reflecting the Department of the Air Force's (DAF) standards of excellence in performance and technology as a fully accredited military aviation and history museum. NMUSAFs mission is to protect, collect, research, preserve, interpret, and present the DAF’s history, heritage, and traditions.
The Research and Archives Division (MUA) supports the mission by managing and preserving the archival collections, developing content for exhibition, and providing historical guidance for exhibit development, aircraft restoration, staff projects, and queries from the public and media. Per Department of the Air Force Instruction 84-103, Department of the Air Force Heritage Program, one of the core missions of NMUSAF and the DAF History and Museum Program is to preserve museum objects and prolong their usefulness to the study of material culture, while using reasonable care to protect rare and historically significant materials from deterioration by following generally accepted library and museum conservation standards. The National Museum of the USAF/MUA Division requires a new Paper Conservation Table (PCT). Our current table is more than two decades old, it has sustained multiple repairs during its use. Most recently, the dome has cracked, limiting use and ultimately hindering functionality. MUA uses the PCT on a weekly basis, treat archival documents and photos for: treatments requiring suction like spot leafcasting, stain removal, tape removal, foxing or mold reduction, vellum treatments, and aqueous linings, washing and flattening/drying. The PCT, is also used by the Collections Management (MUC) & Restoration (MUR) Divisions for moisture treatments on fragile items like aircraft fabric as the dome retains moisture from an ultrasonic humidifier during treatments such as moisture relaxation, conditioning, wetting and relining.
II. SCOPE:
The Paper Conservation Package-Enhanced (PCT-E) is the standard-bearer for paper conservation worldwide. MUA requires a paper conservation table in the size 60 x 96 inches. The package should include: an Enhanced Suction Platen with both Direct and Crossflow function, an Acrylic Humidity Dome with Ultrasonic Humidifier, dual Motor MSC Vacuum Control Console, and a heavy-duty non-adjustable steel base.
III. REQUIREMENTS:
The contractor shall provide the following:
3.1. Paper Conservation Table-Enhanced
3.1.1. Mandatory Size: 153 x 244 cm (60 x 96 inches)
3.1.2. Enhanced Suction Platen with crossflow function or equal
3.1.3. Removable Acrylic Humidification Dome
3.1.4. Ultrasonic Humidifier & Moisture Controller 110v or equal
3.1.5. Non-adjustable steel base
3.1.6. Dual motor Vacuum Control Console 220VAC or equal
IV. DELIVERY & PLACE OF PERFORMANCE:

We require this item by the earliest possible delivery date to not exceed 90 days from date of award.
VI. INSTALLATION:
No installation required.
VII. WARRANTY:
Contract shall provide a 1-year warranty on parts and labor from date of delivery.
VIII. DELIVERY PROCEDURES – COMMERCIAL VEHICLES:
a. The company shall properly ship the system to the National Museum of the United State Air Force (NMUSAF) at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
b. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-
Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Gate 26A located off State Route 235.
c. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
