About this file

This Statement of Work (SOW) document outlines a comprehensive LED lighting retrofit project for the Iowa Army National Guard's Mt Pleasant Armory Complex, located at 1000 S Walnut St, Mount Pleasant, Iowa, under Request for Bids number 582-RFB-2344-2026 issued by the Iowa Department of Public Defense. The project encompasses the complete removal of existing non-LED lighting fixtures and installation of new, energy-efficient LED fixtures across four facility areas: the main armory building, motor vehicle storage building (MVSB), auxiliary unit storage building (AUSB), and exterior elements including wall packs, entry lights, flagpole display lights, and complex light poles. The scope includes installation of intelligent lighting controls such as occupancy sensors, dimmer switches, and photocell devices to optimize energy consumption and performance. The contractor must conduct a thorough site assessment with detailed reporting, handle proper disposal of all removed fixtures in compliance with local, state, and federal regulations including hazardous waste requirements, perform system testing and commissioning with final documentation, and provide daily cleanup throughout the project. A mandatory site visit is scheduled for December 10, 2025, at 1:00 PM with RSVP required 24 hours prior to Philip Payton, the issuing officer. Sealed bids are due by December 22, 2025, at 2:00 PM CST as a single lump-sum service line item (S1 Base Bid).

All LED fixtures must be DLC Premium qualified or equivalent with minimum 100 lumens per watt efficacy, 4000K color temperature, and 0-10V dimming compatibility. Materials must comply with Buy America and Build America Act requirements and local building codes. The contractor shall provide a minimum one-year warranty on all materials and workmanship, with manufacturer warranties passed through to the owner. Work shall be performed during normal business hours of 8:00 AM to 4:30 PM unless prior approval is obtained for after-hours work. The owner's project manager is Luke Krier (Office: 515-727-3395, Mobile: 712-541-8222), and the contractor must submit proof of adequate liability and workers' compensation insurance prior to work commencement. The State of Iowa allows 60 days for invoice payment in accordance with Iowa Code 8A.514. No specific budget range is provided in the documentation, though the comprehensive nature of the retrofit suggests a substantial project investment. Bidders with questions should contact Philip Payton, Issuing Officer, at 515-975-6211 or philip.payton@iowa.gov.

STATEMENT OF WORK

Project Title: LED Lighting Retrofit– Mount Pleasant IA ARNG Armory Complex Date: November 20, 2025

1. Introduction This Statement of Work (SOW) outlines the requirements for a complete lighting retrofit project at the Mt Pleasant Armory for the Iowa Army National Guard, 1000 S Walnut St 52641, Mount Pleasant Iowa. The project involves the removal of existing non-LED lighting fixtures and the installation of new, energy-efficient LED lighting fixtures throughout the armory building, the motor vehicle storage building (MVSB), the auxiliary unit storage building (AUSB), and replacement of exterior wall packs, entry lights and flagpole display lights, and complex light poles. In addition to the lighting upgrade, this project will incorporate intelligent lighting controls including occupancy sensors, dimmer switches, and photocell devices to maximize energy savings and optimize lighting performance. The goal is to reduce energy consumption, lower maintenance costs, and improve lighting quality while maintaining a simplistic approach for users.

2. Scope of Work The Contractor shall provide all labor, materials, equipment, and supervision necessary to complete the following tasks:

· Site Assessment & Verification: Conduct a thorough site assessment to verify the existing fixture count, types, and wiring configurations in all buildings (Armory, Motor Vehicle Storage, Auxiliary Unit Storage) and for exterior wall packs plus visual displays if required. This assessment will be used to finalize the materials list and confirm project feasibility and costs. A detailed report including photos and fixture schedule will be provided to the Owner.

· Fixture Removal: Carefully remove all existing non-LED lighting fixtures. The contractor is responsible for proper disposal of all removed fixtures in accordance with local, state, and federal regulations (including any hazardous waste disposal requirements. Contractor will repair any damage to walls, ceilings, or facility that may occur during replacement.

· LED Fixture Installation: Install new LED lighting fixtures. The installation shall include:

· Mounting fixtures securely to existing structures.

· Connecting fixtures to existing wiring, ensuring all connections are code-compliant and safe.

· Testing all fixtures to ensure proper operation.

· Control Device Installation: Install occupancy sensors, dimmer switches, and photocell devices that are the same in areas of common use such as offices, dining, classroom, and conference rooms.

· Exterior Wall Pack Replacement: Remove existing exterior wall pack fixtures and replace them with new LED wall pack fixtures or update the interior bulb to LED to match the exterior lighting lumens or brilliance.

· Motor Vehicle Storage Building: Replace all non-LED fixtures within the motor vehicle storage building with appropriate LED fixtures, considering potential requirements for vapor tightness or dust/water resistance, this does not include fire/exit lighting in this scope.

· Auxiliary Unit Storage Building: Replace all non-LED fixtures within the auxiliary unit storage building with appropriate LED fixture.

· System Testing & Commissioning: After installation, the Contractor shall test all lighting systems and switching control systems, if equipped, to ensure proper functionality and compliance with specifications. A final commissioning report will be provided to the Owner. This report will include programming details for all controlled devices if applicable.

· Clean-up: Thoroughly clean the work areas, removing all debris and materials related to the project daily and upon project completion.

3. Materials

· LED Fixtures (Armory): [Specify type - e.g., 2x4 LED lay-in panels, high bay LED fixtures, etc.] with a color temperature of [Specify Kelvin - e.g., 4000K neutral white].
