About this file

This Statement of Work (SOW) details the Air Force Packaging Technology and Engineering Facility's (AFPTEF) requirement for one set of 5-ton stainless steel screw jacks, specifically designed for the Gray Eagle Rapid Transport System trailer used by USSOCOM MQ-1C ER aircraft. The technical specifications include a 5-ton rated load, stainless steel construction, 29-inch travel, 8.50-inch closed height, 17-4PH stainless steel worm shaft with 24:1 gear ratio, and a bellows boot for environmental protection. Each screw jack must be manufactured in a qualifying country, with delivery required by October 31st, 2025, to AFLCMC/EZPAA at Wright-Patterson Air Force Base in Ohio.

The SOW includes detailed manufacturing requirements, such as a single male clevis accepting a 5/8-inch pin, mirrored left and right worm shafts, and a cover tube protecting the retracted screw. Fabrication cannot begin until OEM receives drawing approval, and the product must be ready to ship within 8 weeks of order and drawing approval. Delivery procedures are strict, with all vehicles larger than a pickup truck required to be inspected at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate, and additional protocols for vehicle entry, resealing, and escort requirements are outlined in detail.

Statement of Work

For

5-Ton Stainless Steel Screw Jacks

I. Background:

The Air Force Packaging Technology and Engineering Facility (AFPTEF) has a requirement to purchase one set (i.e. left/right matched pair) of 5-ton stainless steel screw jacks. The screw jacks are required to build one Gray Eagle Rapid Transport System ("trailer"), which AFPTEF developed for expeditionary ops of USSOCOM MQ-1C ER aircraft. The screw jacks enable landing gear retraction/extension at transport origin/destination points, respectively. The screw jack is a commercially available and customizable item, which is configured specifically for the trailer.

Likewise, the trailer has been designed to interface with this specific screw jack design.

II. Scope:

Each screw jack includes one self-contained assembly, plus one attachable bellows boot (and required attachment hardware) for environmental protection of the translating screw.

III. Minimum Technical Requirements:

The screw jacks shall meet the following specifications:

• 5-ton rated load

• Stainless steel construction

• Upright, translating screw design

• Single male clevis at tip of translating screw; clevis accepts a 5/8 in OD pin

• 29.00 in travel

• 8.50 in closed height (from bottom of screw jack to center of hole in translating screw clevis)

• 17-4PH stainless steel worm shaft; 24:1 worm gear ratio, self-locking; 64 worm gear rotations per inch of translating screw travel

• Left and right worm shafts are mirrored, with keyway at one end and 5/8 in hex shaft at other end, compatible with 5/8 in, 6-point SAE socket.

• Cover tube protects the retracted translating screw. Any protrusions beneath the base of the jack, including cover pipe, shall fit within a 2-7/8 ID circular envelope.

• If and only if the cover pipe includes a pressure relief hole, then a vent/valve shall be added to the hole to prevent intrusion of precipitation, dirt, dust, and oil.

• Bellows boot with 4.50 in OD protects the extended translating screw from incidental exposure to precipitation, dirt, dust, and oil.

• Screw jacks shall comply with Figure 1 for all interfaces, dimensions, and specifications not stated elsewhere in this list. All other specifications stated in this list shall take precedence over Figure 1.

• Fabrication shall not begin until OEM receives approval of drawings.

• Product shall be ready to ship within 8 weeks after receipt of order and drawing approval. Ship FOB Destination, to AFLCMC/EZPAA, 5215 Thurlow Rd, Ste 5, Wright-Patterson AFB, OH 45433.

Figure 1. Artist’s conception – not for certification. Final drawings shall be approved prior to fabrication.

IV. Qualifying Country Products:

All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)

225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”

V. Delivery and Training:

The items listed in the contract must be delivered on or before October 31st, 2025.

VI. Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award

VII. Delivery Procedures:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tankers

If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.”
