Statement of Work (SOW)

1. INTRODUCTION: The Oklahoma National Guard (OKNG) requires a mobile weapons cleaning system. This system would expedite small arms weapons cleaning and facilitate a large volume of weapons (up to 500 weapons) to be cleaned while still on site at the firing ranges. This process would save military units time in the cleaning process, while addressing the need to keep lead and heavy metals out of our facilities.

2. BACKGROUND:

As with most other National Guard facilities in the nation, the OKNG has faced challenges maintaining safe lead (Pb) levels throughout our facilities. There has been a push from National Guard Bureau to take steps to continue to reduce the amount of lead that is present in our facilities, and a push to change weapons cleaning procedures in an effort to avoid the continued presence of high levels of lead brought into our facilities, primarily by finding ways to complete weapons cleaning while at the ranges, or at a separate location prior to returning to the facility and/or weapons storage areas.

3. SCOPE: The OKNG is seeking a mobile weapons cleaning system that is robust enough to handle the cleaning of up to 500 individual weapons physically at the range sites, or in close proximity, and with the ability to be transported on road between training centers. The system must be able to facilitate cleaning all small arms sizes up to the M240 MG. In order to meet our lead reduction goals, the system needs to be able to remove all lead, carbon, and other heavy metals from the cleaning solutions (to a level tested to be lower than OSHA permissible exposure limits (PELs). The system also needs to be equipped with a filtration system that can maintain an atmosphere in the cleaning areas that can be tested to show lower than OSHA PELs, for the safety of our individual soldiers.

4. REQUIREMENTS: The contractor shall:

4.1. One mobile weapons cleaning system shall be on an enclosed trailer that is securable, in accordance with the following features, but not limited to:

40/68 kHz dual frequency Ultrasonic cleaning and lubrication tanks of a size capable to clean all small arms up to an M240 MG

Safety feature for ultrasonic tank heater systems to prevent system overheating

Air compressor system with hoses for a minimum of 6 cleaning stations

Minimum of 6 covered areas for weapon disassembly, wipe down, and re-assembly

Cleaning and lubrication solutions must be eco-friendly, recyclable, and require no hazardous waste disposal when changed out

A system that filters all lead, carbon, and heavy metals from the cleaning and lubrication fluids to levels that will test below OSHA permissible exposure limits (PELs)

Mobile weapon cleaning system will be delivered to the Oklahoma City area with no additional fee.

Mobile weapon cleaning system will be completely assembled and functional on site once delivered.

Mobile weapon system will meet size and weight restrictions for movement from one location to another meeting all Department of Transportation requirements for a bumper pull system.

The total system weight will not exceed 8,500 lbs, based on the organizations expectation to transport the system with half ton vehicles.

Trailer brake and signal lighting system shall accommodate both a 4 pin flat and a 7 pin round connectors

4.2 Salient Features. See table above.

4.3. Vendor will also provide the following:

1. Operator training, onsite, to be scheduled after award
2. Provide warranty information on the entire system, to include the trailer
3. Vendor shall provide all required consumables (i.e. cleaning fluid, lubrication fluid, and

PPE that is applicable).

4. Vendor shall provide atmospheric and fluid filtration service.
