Statement of Work

SECTION I: Objective

Product, Service, or Outcome Needed:

The TSA is a participant in the Allied Radio Matrix for Emergency Response (ARMER) Radio System by agreement with the Minnesota Emergency Communications Board (MECB). Minnesota (MN) Transportation Security Administration (TSA) Hub / Spoke network is in need to upgrade/update it aged 800MHz radio communication system to comply with obsolescence of current radios and changing MECB requirements. Radios must meet ARMER standards and be programmed to the Minnesota Emergency Network.

Scope of the Product, Service or Outcome:

The ARMER 800MHz radios allows the MN Hub / Spoke network to communicate in times of communication outages, activation of Continuation of Operations Plans (COOP), and allows the MN Coordination Center to properly monitor the state’s public safety radio system as well as all Police, Fire, EMS, city, county, federal and tribal governments. The ARMER system will improve communication amongst TSA Hub / Spoke network and emergency service providers during natural and man-made disasters.

SECTION II: Background

TSA MN Hub / Spoke network has 35 Motorola XTS 2500 handheld radios, which were purchased around December of 2012. They are used monthly, in the spoke locations, and often times daily MSP for locations that cannot use the current TSA VHF radio. These radios are part of the TSA Minnesota disaster response and COOP. Radios are used as a safety net should the TSA VHF (BK/Relm) repeater or radios not reach the coordination center or essential personnel at the airport or the MSP TSA offsite locations. The Minneapolis Federal Air Marshals office also has two radios on the ARMER system at this time. These radios allow the VIPRe teams to talk to local Law Enforcement while performing their duties.

Motorola announced the end of life of the current Motorola XTS radios. This means that they will no longer manufacture parts for the radios, our current radios. Also, the State of Minnesota reports that the software that runs the ARMER communications system will be upgraded and the older XTS radios will no long be compatible with that new software, and need to be replaced.
