About this file
This document is a Statement of Work (SOW) for the procurement of four 8-inch wet grinder/polisher machines for the DLA Mechanical Product Test Center (MPTC) in Columbus, Ohio. The SOW details the required performance characteristics, including the need for individual machines (not dual-wheel), manual operation, variable speed control, water supply system, and corrosion-resistant materials. The related federal contract opportunity is a pre-solicitation notice for a sole-source acquisition of the required machines from QATM Verder Scientific, Inc. The SOW indicates this acquisition will replace obsolete or non-operating equipment to improve metallographic sample preparation and OES sample preparation time for the MPTC Metallurgical Laboratory. The contract will require delivery within 8-10 weeks and a minimum one-year warranty on all components.

STATEMENT OF WORK
1. Mechanical Test Lab
28 June 2024
Requiring Activity: DLA Product Test Center Division, Mechanical Lab, located at Cols, Ohio.
Contracting Activity: DLA Contracting Services located at Cols, Ohio.
2. Introduction
This is a description of the DLA Mechanical Product Test Center (MPTC) requirements for the procurement of 4 individual 8-inch diameter (203 mm) wet grinder/polisher machines. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with four (4) new individual wheel machines. This is very important – we do not want dual-wheel machines. We previously had a dual wheel machine, and when the controller stopped working, we “lost” use of both wheels) These wet grinder/polishers will replace obsolete or non-operating equipment. This acquisition will improve metallographic sample preparation and OES sample preparation time for work performed in the Metallurgical Laboratory of the MPTC. The use of these grinder/polishers will permit, and speed up the preparation of both metallographic mounts and OES test samples (and other surface preparation operations that are common for a functioning Metallurgical Laboratory).
3. Background
These laboratory process steps are daily occurrences in a well-designed and functional Metallurgical Laboratory. Our general objective is to improve the capability and throughput of the MPTC operations and assist our customers because of this procurement, especially with regards to test cycle time. This equipment will permit us to prepare daily samples with equipment that is robust and of high quality, well made, and that works well under heavy use. The lab currently has only one older grinder/polisher that is capable of working, and it has electrical and drainage issues due to its old age and use. We desire these new grinder/polishers to be for manual operation (although they could be made to be adapted in the future for semi-automated operation). Additionally, due to the drainage issues we have experienced in the past, we are having special sedimentation filters installed in a laboratory upgrade. To assist with the drainage, we have chosen one supplier that has a unique accessory built into its design. QATM has a basin rinsing tube that also functions as the water delivery tube for the surface of the disk. This rinsing tube is detachable so that it can be used to help clean out the rinse basin in between uses. This is a very desirable functionality and we have chosen QATM due to its usefulness to keep the drain basin clean.
This equipment would increase the MPTC’s capability to perform grinding and polishing operations (after sectioning [cutting] of samples is complete and before chemistry testing and/or microscopy is performed). Over the last three to four years, we have lost one dual wheel and one other single wheel polisher due to failure of the electrical systems and mechanical switches on our existing machines.
Most importantly procurement of this equipment will increase our current metallographic testing capacity. Not procuring this piece of equipment would leave the MPTC with only one poorly functioning manual polisher/grinder.
4. Scope
Provide/supply 4 separate, individual 8-inch diameter (wheel/disc) wet grinder/polisher machines with all necessary accessories so that we can wet grind on any 8-inch diameter non- PSA abrasive (Aluminum Oxide, Silicon Carbide, or other abrasive type paper) and polish using any of the standard non-PSA polishing cloths that are commercially available.
5. Applicable Directives
None
6. Performance Requirements
The Contractor will provide all needed instructions for assembly and installation of the grinder/polishers.
7. Deliverables
Four individual wheel (disc) grinder/polishing machines, including all necessary items to permit them to function as grinder/polishers once abrasive papers or polishing cloths are installed on the discs. This will include, but not be limited to any bowl liners, splash rings, bowl covers, any control panels that are needed to permit the machines to operate in manual mode. At least 2 interchangeable, driven discs/platens shall be available for each of the 4 machines.
