Mercedes Field Office IT Infrastructure Upgrade

Information Management Division (IMD) 6‐12‐2020

1. Background The United States Section of the International Boundary and Water Commission (USIBWC) is a federal government agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States ‐ Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

IBWC requires professional and technical installation and support services to upgrade the IT infrastructure and connection media at our Mercedes, TX field office as described within this scope. Work required includes providing all the labor, equipment, single mode fiber and termination services, to:

1) Install two single mode fiber connections (with six strands, approximately 1,000 ft total of fiber required) in the locations depicted in Addendum D: Infrastructure Upgrade Overview

2) Install three fiber enclosures/distribution panels (six port), fiber adapter plates for LC or SC connections

3) Install two physical enclosures for four cisco switches, three CAT 6 patch panels, splice cassette and protection, to include termination and testing.

4) Install up to 25 CAT 6 data/VOIP drops (including jacks and labeled face plates) in order to connect existing

IBWC network switches and router ports upon completion of the project.

IBWC requires the contractor to provide employees with Registered Communications Distributions Designer (RCCD), Master of Science and Engineering (MSE), Building Industry, Consulting Services International or equivalent certifications to complete all site surveys, analysis and work described within this scope. Due to the complexity of the current environment and mission, RCCD technical professionals are required to assist us in the design completion and implementation of this project.

2. Objectives – Site Infrastructure upgrades The Contractor shall provide all work plans, designs, drawings, investigations, studies, permits, project supervision, equipment, labor, materials, installation/implementation, integration with current system components, testing, training, annual maintenance estimates and travel required to meet the security requirements identified within this Scope of Work and in accordance with IBWC Information Management Division (IMD) specifications.

The work supplied under this Scope shall be complete in every detail for the purpose required. The Contract shall include the any materials and/or services not specifically mentioned herein, but which may be necessary to complete any portion of the work in compliance with this Scope. Following are contractor’s responsibilities:

1) The contractor will perform a site survey prior to any upgrades or installations to validate distances, installation locations of new and existing infrastructure and termination methods within seven (7) calendar days of contract award

2) The contractor will perform a fiber survey prior to any upgrades or installations to identify the best, most efficient path for fiber install that will protect the connection media and identify its location upon completion to prevent accidental cutting or interruption of services in the future.

3) The contractor will perform a site survey of existing CAT 5 Data Drops in conjunction with local agency personnel, to plot and identify all locations requiring data connectivity throughout the Mercedes Field

Office.

4) The contractor, under the guidance of the IBWC IMD and in accordance with this Scope will set up, install and terminate Single mode fiber, Fiber distro panels, fiber termination, IT enclosures, CAT 6 patch panels, CAT 6 cabling, Data/VOIP drops and perform any necessary Fiber splicing

5) The contractor under the guidance of the IBWC IMD and this Scope will test, verify, document and label all fiber, CAT 6 cabling, Data, and VOIP terminations installs and provide this documentation to IBWC IMD staff.

3. Scope The IBWC requires the contractor under the guidance of the IMD, to provide all professional and technical services needed to successfully complete this project. The tasks include the physical laying, termination and installation of all IT

Infrastructure described below. Services will be performed at the IBWC Mercedes Field Office, located at 325 Golf

Course Rd Mercedes, TX 78570. Hours of operation will be from 0800 ‐ 1600 hours. Outside business hours are permissible with at least 24 hours lead time to coordinate location access controls.

Area Contractor Description IBWC Assumptions

Single Mode, six strand fiber installation to provide network connectivity to three

(3) Mercedes field office buildings

• Provide professional and technical survey of Mercedes, TX field office site

• Provide professional and technical installation of fiber connections to 3 buildings (Admin, Personnel, and Warehouse). The fiber will terminate into fiber distribution panels and be terminated with appropriate connection termination ports. Contractor will consult with IBWC to identify the best termination strategy based on new or legacy installed equipment and initial site visit

• Provide final documentation of desired Data / VOIP drops

• IBWC IMD will provide guidance as needed

• IBWC IMD will provide Service Access as needed

• IBWC IMD will provide right of way access for fiber (site government owned)

• IBWC IMD will install all supporting equipment: router, switches, VOIP phones, and power for these systems

• IBWC IMD will provide guidance for all supported equipment

Infrastructure Data /VOIP Drops Quantity – up to (40) and supporting patch panels

• Provide professional and technical installs for up to (40) DATA and VOIP drops (CAT 6 cabling Jacks and face plates). In addition, three CAT 6 Patch panels support these ports will be installed

• Provide professional and technical termination, testing, verification, labeling of all installs

• Provide professional and technical testing of all DATA/VOIP drops, patch panels, and supporting CAT 6 cabling to include documentation and labeling. If these items fail testing thresholds they will be replaced, terminated, and retested by the contractor under IBWC supervision

• IBWC IMD will provide guidance as needed

• IBWC IMD will provide Service Access as needed

• IBWC IMD will provide support for location of Data/VOIP and CAT 6 cabling

(2) IT Secure enclosures will be installed by the contractor – The contractor will also install supporting patch panels and supporting IBWC equipment inside the enclosures:

IBWC provided switches in most cases, along with supporting cables and power cords

• Provide professional and technical installation of IT enclosures at three building locations:

Admin, Personnel, and Warehouse

• Provide professional and technical installation of patch panels supporting the enclosures

• Provide professional and technical installation of CAT 6 cabling for patch panels and for enclosures as well. All enclosures and supporting patch panels will be terminated and tested.

Those not meeting industry thresholds will be replaced and re‐terminated and retested

• IBWC IMD will provide guidance as needed

• IBWC IMD will provide Service Access as needed

• IBWC IMD will provides IT Enclosure examples in attached addendum

• IBWC IMD will provide IT Enclosure locations in attached addendum

• IBWC IMD will provide guidance on racking of IBWC equipment

4. Technical Requirements Provide expert infrastructure installations at Mercedes, TX Field Office. This SOW outlines the requirements for the contractor to perform the following task(s) under the guidance of the IBWC IMD.

4.1 Single Mode Fiber Installation and Termination/Testing

The contractor will complete a site survey to determine design, distance and termination of the current fiber infrastructure. The IBWC IMD will ensure Mercedes Field Office access requirements are completed prior to contractor start date. The contractor, with the guidance of the IBWC IMD, will verify the type, distance, best path and termination method for fiber deployment to the three buildings on site. There is currently a multimode fiber cable already installed on the site and if necessary, may be used/removed to facilitate installation of the new fiber as needed. The contractor will complete, per RCDD, MSE, and BICSI best practices, the installation and termination of the fiber to the three (3) buildings at the Mercedes Field Office into the IBWC network environment located in the personnel office building. The tasks will include installing new, high‐speed access via Single Mode Fiber for Data/VOIP and Windows Server to IBWC

MPLS router with limited interruption of IBWC services. The contractor will perform a review to ensure the newly installed fiber and supporting equipment are functioning per RCCD, MSE, and BICSI best practices and IBWC needs.

Contractor will consult with IBWC to identify the best termination strategy based on new or legacy installed equipment.

The contractor will terminate, verify and test the new fiber install between buildings. Once it is determined that the new fiber strands are fully functional, the contractor will remove all legacy equipment from existing racks and walls that will no longer be in use or necessary. All scrap cabling and infrastructure removed shall be disposed of by the contractor. Any IT equipment that has an official IBWC asset tag number on it will be processed for disposal by local

IBWC personnel.

4.2 Cat 6 Infrastructure Upgrade ‐‐ Data/VOIP Drops – Quantity up to (40) The contractor will complete a survey to determine the design of the current infrastructure. The IBWC IMD will ensure access to Mercedes Field Office is authorized prior to contractor start date. The contractor, with the guidance of the

IBWC IMD, will identify and document all existing CAT 5 and analog drops to plan for their replacement. Contractor shall install up to 40 CAT 6 Data and VOIP drops as needed, with supporting patch panel, labeling and cabling punch down work for all three buildings. The contractor will complete, per RCDD, MSE, and BICSI best practices, the installation, termination and testing of up to 40 drops and supporting CAT6 cabling and termination points to include toning, documentation, labeling, patch panels and IT enclosures. The tasks will include running CAT 6 cable, installing jacks/face places, patch panels, termination, verification documentation, labeling and testing for up to 40 DATA/VOIP drops (including the IT enclosures). The new infrastructure shall be installed in a manner that will allow the most efficient way to connect both a Data and VOIP end point at each identified location and access the Mercedes local LAN and IBWC MPLS network. The contractor will perform an assessment and document the results to ensure the newly installed CAT 6 Infrastructure drops, cabling, patch panels and IT enclosures are functioning per RCDD best practices and IBWC needs. The contractor, with the guidance of the IBWC IMD, will remediate and dispose of all legacy CAT 5 cabling and its infrastructure if no longer needed.

4.3 IT Enclosure Installs and CAT 6 Cabling – Up to Quantity (3) As part of the initial site survey the contractor will consider mission operations needs as described by local IBWC personnel, to design, plan and install CAT 6 drops at the most efficient locations within each office. Contractors shall recommend their best design of the current infrastructure and IT enclosures. The IBWC IMD will review submitted documentation on equipment installed in IT enclosures and will monitor upgraded IT infrastructure installation within

IT Enclosures. The contractor, with the guidance of the IBWC IMD will rack all physical supporting equipment to the new IT Enclosures as required. The contractor will complete the installation and configuration of IT Enclosures and ensure they are fully functional, employ strict cable management and are in accordance with RCDD, MSE, and BICSI best practices. The contractor will remove and dispose of all old physical equipment and cabling from racks.

5. Security Requirements Security for this project is UNCLASSIFIED Public Trust, High Risk, Tier 4, BI. It is the responsibility of the contractors and any sub‐contractors to obtain and possess the documentation during the project. The contractor is required to follow

IBWC policies and procedures including protection of unclassified information and physical security requirements of the project office and its buildings.

6. Skills and Knowledge Requirements The technical and professional contractors performing the tasks must be RCCD, MSE, or BISCI certified and must have either a minimum of 5 years of experience fiber installation and CAT 6 cable installation or a list of at least 5 customer references where similar tasks were performed successfully. The following certifications or equivalent are required for all contractors performing the tasks on this project;

• Materials Science and Engineering (MSE)

• Registered Communications Distributions Designer (RCCD)

• Building Industry Consulting Services International (BICSI)

7. Deliverables The following are the required deliverables for this project:

• Proof of security and knowledge requirements must be provided with the quote.

• Proof of certification of all contractors/sub‐contractors that will be working on the project within 7 calendar days of award.

• Written assessments for each section 4.1, 4.2, & 4.3 within 7 days of initial site visit.

• Written Action Plan within 2 weeks of approval of the written assessments.

• Weekly status reports submitted to designated IMD personnel every Thursday by COB.

• Documentation of the upgrade process steps to include: (1) Topology documentation for all fiber, connection modules, CAT 6 cabling, labeling, testing and test result documentation verification all installations. Site surveys supporting the Mercedes Field Office Fiber, CAT 6 cabling (Data/VOIP drops) and IT Enclosures installations, and drawings for port labeling and identification.

• Detailed invoices describing costs for all labor and materials used until the project is completed.

• All work described within this scope shall be completed within 45 days from the date of award.

Addendum A: Personnel Technical Requirements (Certifications and Experience)

BICSI is probably the most recognized Information and Communications Technology (ICT) infrastructure organization in USA:

Experience required: None

BICSI Installer 2, Copper® (INSTC®)

Experience Required: One year of verifiable ICT installation experience
